Questions and Answers:

Scope of Work Boundaries & Pricing Mechanics (CLINs 0001, 1001, 2001)

• Context: The schedule contains only a single FFP monthly line item per period for "Scheduled Integrated Pest Management Services". However, the PWS details distinct requirements for standard service calls, wildlife trapping/removal, and bio-sanitization.

• Clarifying Questions:

1. Are all emergency service calls, unscheduled service calls, live animal/bird trapping events, and biohazard cleanups fully covered under the base monthly FFP for CLINs 0001, 1001, and 2001? Or is there an "Over-and- Above" clause or a separate purchase mechanism for out-of-scope/unpredictable calls?

a. All events are covered in Statement of Work

2. Table 1 identifies a volume of "12 reports" annually for animal/bird trapping and "12 reports" for cleaning unsanitary pest matter. Are these quantities hard caps on the maximum number of service requests the contractor must perform under the fixed monthly price, or are they non-binding historical estimates? If requests exceed 12 per year, how will the contractor be compensated for excess labor and materials?

a. All events mentioned are covered in Statement of Work

3. Paragraphs 3.1 through 3.4 refer to "Misc Pest #1" and "Misc Pest #2". Please provide the exact biological species intended for these placeholders so material and baiting costs can be accurately estimated.

a. All biological species mentioned are covered in statement of work

4. Are specialized pest treatments—such as wood-boring insect/termite remediation, bed bug heat treatments, or large-scale exterior bird exclusion installations (e.g., structural netting)—considered part of the baseline monthly FFP, or will they be treated as out-of-scope modifications?

a. Contractor will be responsible to identify and Provide Preventive Maintenance Plan for pest treatment events

5. Incumbent and prior contract context: Is there a current or recent incumbent performing this requirement, and if so, what is the incumbent name, contract number and / or award amount?

i. If there's an Incumbent, has there been any significant "Change in Scope" or increase in the numbers between the incumbent's award solicitation and this 2026 solicitation?

a. “No significant change in scope’

b. Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location?

a. No

2. Performance Disincentives & Evaluation Metrics

• Context: Section 4.13 establishes severe negative financial disincentives: a "Fair" rating slashes monthly payments by 10%, a "Marginal" rating slashes payments by 20%, and an "Unsatisfactory" rating results in completely withheld payments.

Section 4.8 notes the government will utilize "100% inspections".

• Clarifying Questions:

1. Given that payment disincentives up to 20% can be unilaterally applied, what specific, objective, and quantifiable rubrics will the COR use to distinguish between a "Satisfactory," "Fair," and "Marginal" rating? Will the government provide the complete Quality Assurance Surveillance Plan (QASP) to offerors prior to the quote due date?

a. Yes, a QASP will be available.

2. Under the "100% inspection" methodology, how is a single "defect" defined mathematically across a 790,000 sq. ft. footprint? If 1 out of 150 bait stations is damaged or missing during a random check, does that single point trigger a "Fair" or "Marginal" rating for the entire monthly invoice? A. Inspections can be corrected by Contractor when notified by COR. This single issue will not trigger a “Fair or Marginal” rating.

3. Does the contractor have a standard "cure window" (e.g., 24 or 48 hours) to correct any deficiency identified during a COR inspection before a negative rating and financial penalty are locked in?

a. Cure Windows will be discussed with COR and Contractor

4. Is a contractor representative required to physically accompany the COR on all 100% surveillance inspections? If so, what advance notification window will the government provide?

a. 24 to 48-hours notification

3. Response Windows & Operational Windows

• Context: Table 1 dictates a strict 24-hour response window once the COR communicates a request for service.

• Clarifying Questions:

1. Does the mandatory 24-hour response window include weekends, Federal holidays, and emergency base closures?

a. Mandatory 24-hour response is waived during weekends, Federal Holidays and emergency base closures

2. Does a valid "response" within 24 hours require the physical arrival of a technician on-site to apply treatment, or does it mean digital/verbal acknowledgment of the service call?

a. Contractor shall be required to be physically on-site Monday thru Friday 0800 thru 2:00PM

3. Is there a separate, highly accelerated timeline for critical "Emergency" calls (e.g., stinging insect swarms inside food service areas or executive suites) that takes precedence over the standard 24-hour window?

a. Contractor is required to be on site Monday thru Friday 0800 thru 2:00PM

4. What are the authorized daily work windows for routine services across the six buildings? Can all routine inspections be performed during standard business hours (e.g., 0700–1600), or must sensitive environments (like food service zones or administrative hubs) be serviced strictly after-hours or on weekends?

a. Routine inspections are performed during the hours Contractor is on-site. 0800 thru

2:00PM

4. Security Vetting, Clearances, & Base Access Logistics

• Context: Section 10.2 requires a Contractor Personnel Roster containing employee names, Social Security Numbers, position titles, security clearances (if applicable), and state pesticide licenses.

• Clarifying Questions:

1. What exact level of security clearance is mandatory for personnel performing under this contract? Is a formal DoD Secret Clearance required, or is standard base access vetting (e.g., DBIDS, NCACS, or Local Public Trust) sufficient?

a. All Contractors will be vetted through DBIDS

2. Are there any restricted, high-security, or classified spaces within the six tenant buildings that require cleared escorts, specialized badges, or pre-arranged security scheduling?

a. Contractors’ inspections of secure areas will be escorted by Gov’t employees

3. Historically, what is the average processing turnaround time for NSA Philadelphia Security Police to vet a new employee and issue physical base credentials?

a. Two Weeks average with all required documentation

4. Are non-US citizens (green card holders or legal work visa holders) permitted to be placed on the personnel roster, or is US Citizenship a mandatory prerequisite for all on-site personnel? A. In all cases Contractors will be required to be vetted by DBIDS. (Vetting is coordinated through NSA Security)

5. Data Systems & Administrative Overhead

• Context: Section 4.5 demands that the contractor complete the "DLA Pest Management Spreadsheet" on a daily basis and submit it within 5 days of each monthly invoice.

• Clarifying Questions:

1. Is the DLA Pest Management Spreadsheet hosted on a secure government network requiring a Common Access Card (CAC) and government-furnished computer, or is it an offline file (e.g., Excel format) managed by the contractor and sent via secure email?

a. Requested DLA Pest Management Spreadsheet are required to be forwarded offline with Contractor’s computer. Contractor will not be issued a Gov’t CAC

2. Will the government provide a blank sample or data field dictionary of the DLA Pest Management Spreadsheet prior to the quotation deadline so offerors can properly calculate administrative labor hours?

a. Yes

3. Paragraph 4.4 details a "Monthly Performance Report" due by the 10th of the month, while paragraph 4.5 outlines a "Monthly Pest Management Report" due within 5 days of the invoice. Are these distinct deliverables with separate data requirements, or can they be submitted as a single, consolidated document?

a. Requirements are not separate from daily, documentation can be submitted as a single , consolidate document

6. Logistics, Storage, & Waste Management

• Context: The contractor is required to furnish all transportation, equipment, tools, and materials.

• Clarifying Questions:

1. Will the government provide a dedicated, secure, and climate-controlled on-site storage area for contractor equipment, specialized traps, and chemical inventory? Or must all equipment and active pesticides be hauled off-base at the end of every shift?

a. Contractor will be provided a non-secure working space e.g. desk with filing cabinet

2. If on-site storage is provided, does the space already meet Federal and Pennsylvania state regulations for pesticide storage (e.g., specialized ventilation, spill containment basins, and warning signage)?

a. No on-site storage will be provided

3. Will technicians be granted permission to utilize base disposal infrastructure for non-hazardous service waste (e.g., empty product packaging, used traps), or must all service-related waste be transported off-site for commercial disposal?

a. Contractor will be permitted to dispose of non-hazardous service waste in gov’t dumpsters. All pesticide shall be Green

4. Will dedicated parking/loading zones be provided for commercial service vehicles immediately adjacent to the access doors of all six buildings? Are service vehicles subject to daily commercial gate search delays entering NSA Philadelphia?

a. Contractor will not be assigned a parking/loading zone space. All vehicle entering Gov’t Base are subject to inspections by Base Security

7. Technical Baseline & Facility Footprint Data

• Context: The contract footprint spans roughly 790,000 square feet across six separate buildings.

• Clarifying Questions:

1. Can the government provide a square footage breakdown of the 790,000 sq.

ft. area by building number and environmental type (e.g., total square feet of food service/cafeterias vs. administrative offices vs. medical/subsistence supply storage vs. heavy industrial warehouses)?

a. Requested information located in Solicitation package. Total of nine Buildings

2. What is the current historical inventory of active pest devices deployed across the six buildings (e.g., number of exterior bait stations, interior multi-catch traps, insect light traps)?

a. No current data available

3. Are there active, unresolved pest infestations (such as severe feral bird nesting, heavy rodent pressures, or localized bed bug outbreaks) that the incoming contractor must immediately remediate during the transition period?

a. No current unresolved pest infestation

4. For paragraph 3.7 ("cleaning and sanitizing messy and unsanitary pest matter"), does this task require specialized industrial bio-remediation protocols (e.g., full respirators and negative pressure for heavy raccoon/pigeon droppings in interstitial spaces)? What is the typical square footage/volume expected per cleanup request?

a. Cleaning as required. Safety gear as code required

8. Proposal Submission Instructions & Formatting

• Context: Section 6(f) states that failure to embed (Source Selection Information - See FAR 2.101 & 3.104) in the footnote of the submitted quote can result in an automatic "technically unacceptable" finding.

• Clarifying Questions:

1. Does the mandatory source selection footnote need to appear on every page of all three volumes (Past Performance, Technical, and Price), or is it required only on the cover pages and price schedule?

a. All pages

2. Is the government scheduling a pre-proposal walkthrough or physical site visit for offerors to examine the six target buildings prior to quoting? If so, what are the security pre-registration deadlines?

a. Gov’t is scheduling a pre-proposal on-site walkthrough of targeted buildings.

Requested Clarifications:

1. Please confirm the required service frequency for each building and area covered under the Performance Work Statement.

a. Daily Monday-Friday (8:00-14:00)

2. Please clarify all pest categories included within the scope of work, including but not limited to:
