STATEMENT OF OBJECTIVES (SOO)

Background:

DLA Document Service Office, located at NSAP Building 4 D Bay, has been in use for several years and is currently furnished with a variety of desks, chairs, filing cabinets, and conference tables. As part of an upgrade to modern ergonomic furniture, it has become necessary to remove existing office furniture.

The removal service involves approximately 380 items, including both standard workstations and storage. This initiative aims to facilitate a smooth transition to the new workspace while ensuring minimal disruption to ongoing operations.

Period of Performance: ASAP following award

Place of Performance:

Naval Support Activity Philadelphia Building 4D 700 Robbins Ave, Philadelphia PA 19111

Purpose:

• Prepare Building 4D for abatement and office renovation.

Performance Objectives:

• Safely dismantle and remove designated office furniture.

• Minimize disruption to business operations.

• Ensure responsible disposal, recycling, or donation furniture.

Scope of Work:

Includes, but is not limited to, providing all labor, materials and equipment to remove the following items:

• Workstations

• Ergonomic Chairs

• Executive Offices

• Filing cabinets

• Conference tables

• Storage units and shelves

• Boxes of abandoned files and items

• Kitchen appliances (microwave, refrigerator)

• Any additional items as identified in space

Operating Constraints:

• The contractor will be responsible for providing dumpsters and removing refuse from the premises.

• The contractor will have access to two (2) loading docks.

• This scope does not include the removal of confidential documents.

• Consideration will be given to environmentally responsible disposal methods such as recycling filing cabinets. However, workstations can be disposed.

Hours of Operation:

Source Selection Information – See FAR 2.101 & 3.104 the services are to be performed. Normal operating hours on NSA Philadelphia are 0700 to 1530 weekdays.

Federal Holidays:

The vendor is not required to provide services on the ten Federal holidays observed NSA Philadelphia unless approved by the customer rep. The following holidays are observed:

• New Year's Day (January I)

• Martin Luther King's Birthday (Third Monday in January)

• President' Day (Third Monday in February)

• Memorial Day (last Monday in May)

• Juneteenth (June 19th)

• Independence Day (July 4th)

• Labor Day (first Monday in September)

• Columbus Day (Second Monday in October)

• Veteran's Day (November 11)

• Thanksgiving Day (Fourth Thursday in November)

• Christmas Day (December 25th)

When one of the above holidays falls on Sunday, the following Monday will be observed as a legal holiday. When the federal holiday falls on a Saturday, the preceding Friday is observed as the holiday.

Security Requirements:

The government will provide each employee with an identification badge.

Contractor personnel will visibly display the badge in accordance with DLA security requirements.

No employee or representative of the Contractor will be admitted to the work site unless he/she furnishes satisfactory proof that he/she is a citizen of the United States or an alien who has been lawfully admitted for permanent residence, or who presents evidence from the Immigration and Naturalization Service that employment will not affect his immigration status.

Security requirements apply to the prime Contractor and any Sub-Contractors the prime Contractor may employ during the course of this contract, as well as any temporary employees that may be hired by the Contractor. The Government retains the right to request removal of Contractor personnel whose actions, while assigned to this contract, are determined by the Contracting Officer to conflict with the interests of the Government. If such removal occurs, the Contractor shall assign qualified personnel to any vacancy.

Contractor employees must follow procedures for Installation Access (Non-DOD Cardholders/Visitors). Multi-day visits or access to Restricted Areas may require Personally Identifiable Information to allow for a local records check. Physical Security will run a criminal history check on Contractor employees as a condition of access to the installation. If entry is denied, the Contractor will be immediately notified. Physical Security may require updating or rechecking criminal history based on the duration of the contract. NOTE: The Vetting Official will deny

Source Selection Information – See FAR 2.101 & 3.104 access to any person who the Installation Commander has deemed unfit for unaccompanied access. Depending on the site, a Government escort may be required. Security forms required for Installation access will vary by installation and will be provided upon award.

The Contractor is responsible for employees and Sub-Contractors under their employment. Contractors will ensure that employees are familiar with and obey installation traffic, safety, and security regulations. Contractor employees, including Sub-Contractors, are required to wear the ID card conspicuously on their outer clothing and above the waist at all times while working on this Center.

Personnel are subject to challenge and removal from the work area if the ID card is not being worn. It is the Contracting Officer or designee’s responsibility to enforce this requirement. Failure to do so is just cause for ordering that work on a contract be stopped.

Expired, invalid, inaccurate, inoperative or terminated Pass or Access Control Badge shall be returned to the Contracting Officer or his designee for disposition.

These cards are the property of the U.S. Government and shall not be retained by the cardholder upon expiration, replacement, or when the DoD affiliation of the employee has been terminated. The Contract Officer or his designee shall deliver all returned Contractor badges to the Welcome Center within five (5) business days. If the Pass or Access Control Badge is lost or stolen, a police report will be completed, and the Contracting Officer or designee will submit a new request.

Compliance with this requirement is mandatory and certification thereof to the Contracting Officer is required prior to submitting final invoices. Failure to return badges will hold up Contractor's final payment.

Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees by wearing a Security Identification Badge at all times while on Government premises. When Contractor personnel attend meetings, answer phones, and work in other situations where their status is not obvious to third parties, they must identify themselves as Contractors to avoid creating the impression that they are Government employees.

Unofficial photography, cameras, or photographs are prohibited. When official photographs are required, submit a written approval request containing specific justification and details to the Contracting Officer or designee 5 days prior.

Firearms, Weapons, Alcoholic Beverages, Illegal Drugs, and Contraband are prohibited on federal property. Violators may be prosecuted. State issued/authorized concealed weapons permits are not valid on Federal property.

2. Addendum to 52.212-1(g): Contract Award.

_X_ If the Contracting Officer determines that the number of quotations that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of quotations in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotations.

4. Addendum to 52.212-1(j): Unique Entity Identifier

_X_ (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).)

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

b. Offerors are required to submit pricing in the format provided within the CLIN structure in Section v.

c. Quotation Submission:

i. Quotations shall be submitted electronically to:

1. Technical Approach: Describe your plan for removal, disposal, and any recycling efforts.

2. Schedule: Provide estimated start and completion dates.

3. Pricing: Firm-fixed-price quote, broken down by labor, equipment, and disposal costs.

d. A site visit may be scheduled between Tuesday 1/6/2026 and Thursday 1/8/2026.

COB 1/05/2026.

e. Quotations are due no later than 12:00 PM EST on Thursday January 15, 2026.

7. Maps and Technical Drawings:

Contractors shall submit requests for required maps and technical drawings to the Contracting Officer (KO) and Contract Specialist (CS) via email to Cecilia.Geraghty@dla.mil and Jenna.Greensweig@dla.mil by no later than COB 1/11/2026. Upon receipt of such requests, the KO and/or CS will provide the requested materials through the DoD SAFE system (https://safe.apps.mil) to ensure secure transmission and protection of Controlled Unclassified Information (CUI). Contractors are prohibited from requesting or receiving these documents through unsecured channels. Contractors will receive an email from the DoD SAFE system with instructions and a with a link for the file "pick up".

ix. The FAR provision, 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The evaluation criterion for the technical quotation and price quotation is lowest priced technically acceptable. Award shall be made to a responsible offeror whose quotation is lowest priced and technically acceptable. For this acquisition, offers that take no exception to the terms and conditions of the solicitation, including the required items, will be considered technically acceptable.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. FAR 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021)

(a)Definitions. As used in this clause—

Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).

Covered foreign country means The People’s Republic of China.

Covered telecommunications equipment or services means–

(1)Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);

(2)For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);

(3)Telecommunications or video surveillance services provided by such entities or using such equipment; or

(4)Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Critical technology means–

(1)Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;

(2)Items included on the Commerce Control List set forth in Supplement No.
