MISC. Q&A

# Question ANSWER:

1. Segregation of the recycle materials will result in waste debris including pallets, tires, glass, wood, plastic, etc.

May this waste be disposed of on Kwajalein?

If not, should these wastes be disposed of off island via this contract?

As per the definition of scrap metal in Attachment 4

Scrap Metal – as defined in “Organization for Economic Co-Operation And Development” (OECD) Guidance Manual for the Control of Transboundary Movements of Recoverable Wastes, Appendix 3, Annex B, Section B1”

Pallets, tires, glass, wood, plastic, etc. that appear in the area are not included in the scrap to be removed from the island under this contract. Non-metal scrap, debris and rubbish are to be set aside whereupon the base support contractor will perform removal at a later date.

2. What are the operating hours for the contractor at the collection site, pier and/or BSR areas, and administrative office space?

Standard work week for Kwajalein is Tuesday through Saturday so that they will match the in-office days of the U.S.

The contractor shall establish operation sites and operating hours. USAG-KA does not place restrictions on the working hours and the contractor may at their discretion work different hours than USAG-KA.

The BSR does not close but there is no lighting out there for night operations.

3. What contract financing will be available?

Will monthly invoicing be allowed?

Financing is not available.

No, contractor will be paid in full upon completion of the work.

4. Please express the procedures for USAG-KA to grant entry of foreign vessels and third country contractor personnel into Kwajalein.

Explain the procedures, and lead times for document processing and to perform background checks of third country contractor personnel.

This is in the realm of the awardees obligations under Contractor Responsibilities and to coordinate with USAG-KA on hiring and compliance. USAG-KA will work with the awardee on obtaining or determining these.

USAG-KA FORM Form 55-R is included in the solicitation.

All contractor employees will be admitted on a form 55r. Each person must complete the form and return to USAG-KA. In addition to this document a photocopy of the individual’s passport must be included. The standard processing time for the background checks is two weeks for non-US personnel. However, due to the expected large number of requests, we are requesting 4 weeks to process them all to ensure they are approved before travel is started.

Foreign vessels are permitted to dock at Kwajalein, but unless the crew has been properly vetted they will not be permitted to disembark the vessel. Any crew must remain on board unless they have completed the vetting process.

Refer to Sailing Instructions Port of Kwajalein clause

5. Some of the items appear to be available at no cost to receiver (contractor), such as Item 1 Administrative office space, Item 7 Entomology services and outdoor pest control, Item 34 Utilities. Please verify.

This is correct, some of the services and facilities will be at no charge but there are others that will be subject to reimbursement.

1) Administrative office space will be limited to either an on-site trailer provided by USAG-KA at no cost or limited space in the scrap yard.

2) Pest control is non-reimbursable for any outdoor areas. What is reimbursable at actual cost is a facility that is owned and controlled by the requestor.

3) The electricity (110) and water at the scrap accumulation area is not metered so no fee will be assessed.

6. How many square feet of administrative office space will be available? How many desks, office chairs, phones, computers and/or internet connections will be available if the contractor requests these?

Office area may be approximately 125 square feet which may include 2 desks/2 chairs. Any other services can be coordinated with USAG-KA. Internet access is available for a fee of $50/month (residential). There is free Wi-Fi in the hotel rooms.

Lodging consists of 5 rooms, accommodating 2 person per room.

Meals will be served in the dining facility. Each contractor will be provided a meal card. The cost for lodging and meals are included in CLIN 001. There will not be any additional cost to the contractor for lodging and meals provided during the performance period.

10. Have fuel, oil, radiator and other fluids been drained from vehicles and equipment that are to be scrapped?

If not, the preparation of scrap vehicles and equipment for transport may require the removal of remaining oil, coolant and fuel.

Please verify USAG-KA is responsible for this service on a non-reimbursable basis.

Not all of the rolling stock has been completely drained yet. The USAG-KA Base Operations Contractor will be responsible for that at no cost.

Kwajalein does not have a liquefied oxygen generator. All tanks are sent to Hawaii to get filled. USAG-KA will be able to order and sell the contractor oxygen and acetylene. Ninety days advance notice is required to get the items to Kwajalein.

USAG-KA does not currently order oxygen or acetylene cylinders in significant quantity nor have they priced them.

What are the specifications for electricity (voltage, current, single and/or 3 phase) at each location?

What type of water connections are there?

Photos of the utility connection points for water and electricity would be helpful.

Photos are not available. Location and availability of utilities are to be coordinated between the awardee and USAG-KA.
