NOTES TO OFFERORS
The purpose of this solicitation is to award up to two (2) contracts for management services at DLA Disposition Services at Iwakuni, Misawa, Sagami and Okinawa, Japan to include collecting, transporting, recycling, disposing, demilitarizing and de-manufacturing of scrap and recyclable material in an environmentally responsible and compliant manner. The awarded contracts will be Indefinite Delivery/Indefinite Quantity (IDIQ), Firm, Fixed-Price (FFP), performance-based, commercial service contracts. The contracts will include an 18-month base period and two 18-month option periods. The base period is estimated to begin on/about 16 September 2016.
This Request for Proposal (RFP) consists of two (2) price schedules. Schedule 1 consists of Schedule 1a for Iwakuni, Schedule 1b for Misawa and Schedule 1c for Sagami. Schedule 2 includes Okinawa only.
See Attachment 1 for Schedule of Prices 1 and 2. Offerors proposing on Schedule 1 must submit prices for Schedules 1a, 1b and 1c. Offerors may elect to propose on Schedule 1 only, Schedule 2 only or both Schedules 1 and 2. Offerors must propose a price for every line item in the Schedule they propose on.
Offerors must furnish a price in the Japanese local currency (yen) for each of the line items in all three
(3) periods. Proposals received in currency other than Japanese yen will be considered non-conforming and unacceptable to the solicitation. There is a possibility of awarding two (2) contracts consisting of one price schedule each or one (1) contract consisting of both price schedules. The award(s) shall be made to the responsible offeror(s) whose proposal conforms to the solicitation and demonstrates the best value to the Government in terms of past performance and price.
Offerors are advised of the following:
1. There is a new CLIN (P7100J) for Defense Base Act (DBA) insurance coverage. See Section 30.0 in the Performance Work Statement.
2. There is a new invoice submittal procedure using the Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) web-based system. See Addendum to FAR 52.212-4(g).
3. The Contracting Officer may utilize on-line reverse auctioning as a means of conducting price discussions under this solicitation. See DLAD 52.215 -- 9023 REVERSE AUCTION (Oct 2013).
4. FCS Tengan Anchorage has three (3) CLINs that may require heavy lift equipment to further break down an item into its basic material content and to transport. Offerors shall take this into consideration when preparing their proposal and include any additional costs in their proposed unit prices. CLINs include 0003EA/1003EA/2003EA, 0032EA/1032EA/2032EA and 0036EA/1036EA/2036EA. See PWS Section 2.3.
5. Read carefully the Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items (Apr 2014) for proposal format and content requirements. Proposals for this solicitation shall be submitted via email. The email address for receipt of offers is DRMSHazardousContractsHawaii@dla.mil. The due date for receipt of proposals is 6 May 2016 at 1:00 p.m. Hawaii Standard Time (HST). Offerors are highly encouraged to transmit their proposal via email early. Proposals received after 1:00 p.m. at the Government office designated in the solicitation are considered “late.” Offerors are encouraged to mailto:DRMSHazardousContractsHawaii@dla.mil contact the Contracting Office to verify receipt of their proposal well before the time due for proposals, in order to allow time for alternate means of transmission, if needed.
6. Read carefully the Addendum to FAR 52.212-2 Evaluation – Commercial Items (Jan 1999) for information on evaluation factors and their significance, and for information on past performance information and transportation and disposal documentation required. The “Best Value” source selection method will be used to award the contracts. Offerors are responsible for asking their references to complete the Past Performance Questionnaire and for ensuring that the completed questionnaire(s) is/are submitted to DLA Disposition Services via email at DRMSHazardousContractsHawaii@dla.mil by the evaluator and not the offeror, by the solicitation closing date. Offerors are also responsible to submit the required transportation and disposal documentation with their proposal to DLA Disposition Services via email at DRMSHazardousContractsHawaii@dla.mil.
7. A pre-proposal conference will not be conducted; however, site visits will be held at each of the four
(4) DLA Disposition Services sites. Prospective offerors are encouraged to attend one or more of the site visits. See FAR 52.237-01 SITE VISIT (APR 1984) and DLAD 52.237-9003 SITE VISIT
COORDINATOR (APR 2008).
8. Offerors have the opportunity to ask any question they may have about the solicitation. Offerors must submit all questions regarding this solicitation via email to the Primary P.O.C. at nolan.horimoto@dla.mil or the Alternate P.O.C. at curtis.chang@dla.mil. Questions must be submitted no later than 20 April 2016 at 1:00 p.m. HST, so that corresponding Government answers can be issued via solicitation amendment before closing. The government is not obligated to answer questions submitted after this common cut-off date.
9. The awarded contracts will allow the Contracting Officer to take monetary deductions and/or annotate negative evaluation comments on the Contractor’s Performance Assessment Report (CPAR) when an Acceptable Performance Level (APL) is not met. See Section 27.7.
10. This solicitation does not commit the government to pay any costs incurred in the submission of an offer, in making any necessary studies for the preparation thereof, or for any revision(s) the Contracting Officer may request for the purpose of clarification of the offer. See Addendum to FAR

PERFORMANCE WORK STATEMENT
1.0 GENERAL INFORMATION
1.1 General: The contractor shall provide all personnel, equipment, containers, tools, materials, supervision, vehicles and other items or services necessary to perform scrap removal, demilitarization (DEMIL) / mutilation (MUT) and de-manufacturing (DEMAN) operations including disposal and recycling. The contractor shall meet the standards including disposal and recycling as defined in this Performance Work Statement for four (4) DLA Disposition Services sites located at Iwakuni, Misawa, Okinawa and Sagami, Japan. Area of coverage will also include Forward Collection Sites Kawakami, Sasebo, Yokose, Draughon Range, Torii Station, Naha Port, White Beach, and Tengan Anchorage.
See Attachment 1 titled, “Schedule of Prices” for a list of all contract line items.
1.2 Statement of Services:
(a) Background. DLA Disposition Services disposes of foreign excess personal property of the United States Department of Defense (DoD). DLA Disposition Services receives property that is no longer required for use in the DoD and makes a determination whether the property is usable or scrap.
If usable property is not needed for redistribution within the Federal U.S. Government, it may be donated to state and local U.S. Governments, sold to the general public, or processed for reclamation of specific metals and materials required for use by the DoD. Only material that has not been disposed of by these outlets or is determined to be scrap shall be subject to this contract.
(b) Purpose. The purpose of this solicitation is to award a contract for management services to include collecting, transporting, recycling, disposing, demilitarizing and de-manufacturing of scrap and recyclable material in an environmentally responsible and compliant manner. This solicitation does NOT involve disposal of hazardous materials (HM) or hazardous waste (HW). Scrap and recyclable materials may include range residue that have been assessed as safe (MDAS = Material Documented as Safe).
(c) Objectives. The objectives of contracting for scrap services are to ensure compliant scrap disposal management; to decrease disposal costs; to maximize economic off-sets; to reduce the U.S.
Government's capital investment (facilities and equipment costs) and infrastructure; to reduce solid waste disposal through increased recycling; and to move property efficiently.
(d) Site Visits. Offerors not familiar with the scrap accumulation points at DLA Disposition Services [formerly known as Defense Reutilization & Marketing Offices (DRMO)] at Iwakuni, Misawa, Okinawa and Sagami are encouraged to participate in the U.S. Government-scheduled site visit at each location. Site visits will help the offerors in determining the number and type of containers, labor, supplies and equipment that will be required to perform scrap / recycling services. See FAR clause
52.237-01, Site Visit (Apr 1984), DLAD clause 52.237-9003, Site Visit Coordinator (Apr 2008) and addendum to DLAD 52.237-9003.
(e) Definitions. A list of definitions is provided in Attachment 2 titled, “Definitions.”
(f) Permits. The U.S. Government will not seek facility or equipment permits for regulatory compliance. Therefore, contractor-proposed changes to current operations that trigger permitting requirements within U.S. Government installations will not be allowed.
1.3 Contract Information:
(a) Term of the Contract. The contract includes one (1) 18-month base period and two (2) 18-month option periods.
(b) Contract Type. The contract(s) awarded from this solicitation will be a Firm Fixed Price, Indefinite Delivery / Indefinite Quantity, Performance-Based, Commercial Service contract.
(c) Contract Minimum / Maximum.
(1) The minimum order amount for the base period and each of the option periods shall be 5% of the estimated value of the period. The maximum order amount for the base and each of the priced options shall be 300% of the estimated value of the period.
(2) The estimated value of a period is the absolute value of all positive and negative amounts in that period, including management services. For example, if there is an estimated ¥25 million in positives, ¥100 million in negatives and ¥50 million in management services in a period, the estimated value of the period is ¥175 million.
(d) Task Orders. Task Orders (see Attachment 3 titled, “DD Form 1155, Order for Supplies and Services)” will be issued based upon the unit prices established in the contract price schedule. No task order will be issued unless funds are available. The accounting and appropriation data will be stipulated on each task order. The issuance of a task order shall constitute notice of availability and obligation of funds for the items listed on the task order.
(e) Pricing. There are two (2) price schedules. See Attachment 1 titled, “Schedule of Prices.”
Schedule 1 includes Iwakuni, Misawa and Sagami. Schedule 2 includes Okinawa. All schedules include a Base Period and 1st and 2nd option periods. The estimated order quantities for DEMIL / MUT / DEMAN and scrap recycling and disposal are listed in the Schedule of Prices. Not all of the locations will have scrap generations for all of the CLINs.
(f) Contract Line Item Number (CLIN) 0001, 1001 and 2001: Management of Scrap Collection Site; see Section 1.5(d) titled, “CLIN 0001, 1001 and 2001 Management of Scrap Collection Site(s).”
(g) Contract Line Item Number (CLINs) 0043, 1043, 2043 and 0044, 1044, 2044:
(1) CLINs 0043_D, 1043_D, 2043_D, De-manufacturing (DEMAN): CLINs identified by a “D” in the sixth position require DEMAN. This CLIN shall be ordered by the “pound.” The unit of issue of “pound” will represent a per pound rate. The contractor must be able to DEMAN property during normal operating hours at U.S. Government collection sites designated by the Contracting Officer. The Contractor is responsible to operate the DEMAN performance area and perform required COUNTING, SITE PREPARATION, dismantling and reduction to scrap of usable items by either
CUTTING, TEARING, SCRATCHING, CRUSHING, BREAKING, BUNCHING, SHEARING,
BURNING, SMELTING, OR NEUTRALIZING THE ITEM TO THE POINT THAT THERE ARE NO
USABLE PARTS REMAINING. The contractor shall ensure a MUT Certificate is completed and signed by an approved certifier and verifier after the property is totally destroyed. The contractor shall provide written certification that mutilation of the property has been accomplished in accordance with DoD regulations. Disposal of residual material (hazardous waste and / or solid waste) not listed under Category 1 or 2 CLINs is the responsibility of the U.S. Government. Contractor employees performing the DEMAN of property are required to be in possession of all required permits and licenses (for example: torch cutting permit, shredder operator license, crane operator license, forklift operator license) and must comply with all national, international and prefectural laws. DEMAN work is intended at DLA Disposition Services at Iwakuni, Misawa, Okinawa and Sagami. Once DEMAN work is performed and certified, the contractor shall segregate scrap items into scrap containers and removal will be requested under the appropriate Category 1 or 2 CLINs unless otherwise specified. See Section 7.0 titled, “Demilitarization (DEMIL) / Mutilation (MUT) / De-manufacturing (DEMAN),” for further requirements.
All circuit cards and microprocessors removed from the DEMAN process shall be returned to the U.S.
Government.
(2) CLINs 0044_B, 1044_B, 2044_B, Demilitarization (DEMIL) / Mutilation (MUT):
CLINs identified by “B” in the sixth position require DEMIL / MUT. This CLIN shall be ordered by the “pound”. The unit of issue of “pound” will represent a per pound rate. The contractor must be able to perform DEMIL / MUT of property during normal operating hours at U.S. Government collection sites designated by the Contracting Officer. Exception to this is the demilitarization of fired cartridges that require DEMIL by smelting (offsite). The contractor is responsible to operate the DEMIL / MUT performance area and perform required COUNTING, SITE PREPARATION, DEMIL / MUT and reduction to scrap of usable items by either CUTTING, TEARING, SCRATCHING, CRUSHING, BREAKING, BUNCHING, SHEARING, BURNING, SMELTING, OR
NEUTRALIZING THE ITEM TO THE POINT THAT THERE ARE NO USABLE PARTS
REMAINING. The contractor shall ensure a DEMIL / MUT Certificate is completed and signed by an approved certifier and verifier after the property is totally destroyed. The contractor shall provide written certification that DEMIL / MUT of the property has been accomplished in accordance with DoD regulations. Disposal of residual material (hazardous waste and / or solid waste) not listed under Category 1 or 2 CLINs is the responsibility of the U.S. Government. Employees performing the DEMIL / MUT are required to be in possession of all required permits and licenses (for example: torch cutting permit, shredder operator license, crane operator license, forklift operator license) and must comply with all national, international and prefectural laws. DEMIL work is intended at DLA Disposition Services sites at Iwakuni, Misawa, Okinawa and Sagami and at forward collection site Draughon Range. Once DEMIL / MUT work is performed and certified, the contractor shall segregate scrap items into scrap containers and removal will be requested under the appropriate Category 1 or 2 CLINS. See Section 7.0 titled, “Demilitarization (DEMIL) / Mutilation (MUT) / De-manufacturing (DEMAN),” for further requirements.
(h) Contract Line Item Numbers (CLINs) 0002 to 0050, 1002 to 1050 and 2002 to 2050 unless otherwise specified, are grouped into one of two categories as described below.
(1) Category 1, Scrap material with an index: For CLINs 0002 to 0025, 1002 to 1025 and 2002 to 2025 the offeror must propose a percentage of the appropriate Shigen Shinpou index (% of Index - Column B) which shall be used to calculate an amount to be returned to the U.S. Government.
The amount to be returned to the U.S. Government shall be based on the total scrap weight removed from the U.S. Government facility.
Note: The Index Price for Evals in Column C is the Shigen Shinpou index price for February 2016 and will only be used for price evaluation purposes. The actual index prices used during contract performance will vary from month to month and will be based on the each month’s Shigen Shinpou index prices.
EXAMPLE: Assume an offeror intends to bid 75% as the percent of index share (Column B) for CLIN 0002_A, Cardboard. If 100 Net Tons (NT) were removed and the relevant Shigen Shinpou index price for this material is ¥8,000 per NT, then the calculation would be as follows:
Item Desc
Est Qty
-A-
U/M
% of Index
-B-
Price for
Evals
-C-
Adjusted
Unit Price -D-
Total Amount
-E-
Cardboard 100 NT 75 (¥8,000) (¥6,000) (¥600,000)
Column B * Column C = Column D (Index Adjusted Unit Price) which is in parenthesis “( )” and reflected in red, to indicate the amount the contractor owes the U.S. Government per unit measurement.
Column A * Column D = Colum E (Total Amount) which is in parenthesis “( )” and reflected in red, to indicate the total amount the contractor owes to the U.S. Government.
The Contractor's Total Amount for Category 1 scrap will always be an Economic Benefit to the U.S. Government. The term “Economic Benefit” is also known as an “Offset” and may be equally interchanged in discussions or correspondence.
(2) Category 2, Scrap material without an index that holds a positive or negative market value: For CLINs 0026 to 0050, 1026 to 1050 and 2026 to 2050 the offeror must propose either a Positive Fixed Unit Price (Column (B)) which shall be used to calculate an amount to be returned to the U.S. Government as an economic benefit (offset for positive market value material) or a Negative Fixed Unit Price (Column (C)), which shall be used to calculate an amount to be paid to the contractor as a disposal fee (includes containers, transportation, processing, recycling or disposal costs).
The total amount shall be based on the total weight removed from the U.S. Government facility.
EXAMPLE: Assume an offeror intends to bid ¥10 as the Positive Fixed Unit Price (Column B) for CLIN 0029, Wood Scrap. If 1,000 lbs. were removed, the Fixed Total Price would be as follows:
Column A * Column B = Column D (Fixed Total Price)
In the example above, the fixed total price indicated in Column D is the amount the contractor owes the U.S. Government (also called an economic benefit or offset). The total amount is in parenthesis and reflected in red.
If the offeror was to bid a Negative Fixed Unit Price (Column C), the unit price in Column C would be reflected in black and without the parenthesis ( ). The Fixed Total Price in Column D

Price -B-
Negative Fixed Unit

Wood Scrap 1,000 LB
(¥10)
¥0 (¥10,000) would also be reflected in black and without the parenthesis ( ), to indicate the total amount the U.S. Government owes the contractor.
Note 1: Contractors are allowed to propose zero as a fixed unit price in any Category 2 CLINs.
Note 2: Contractors should input a negative value when proposing a positive fixed unit price in the electronic bidding sheet. The negative value will signify an amount the contractor owes the U.S.
Government per unit measurement.

2.3 Forward Collection Sites (FCSs): Commencing 30 days after award, the contractor may be tasked to begin collection of materials at the following Forward Collection Sites: Kawakami, Sasebo, Yokose, Draughon Range, Torii Station, Naha Port, White Beach, and Tengan Anchorage. These sites have specific CLINs in the Schedule of Prices that identify which CLINs to anticipate. See Section 1.4 titled “Price Schedule Format and Compensation Services” for additional information on site identification. If allowed by the FCS, contractor personnel may further break down an item at the site into its individual basic material contents and sort for better scrap grouping in appropriate Category 1 or 2 CLINs. This process is accomplished by the contractor personnel at no additional cost to the U.S.
Government. Other forward collection sites may be designated after award of the contract and will be identified by the Contracting Officer. Additional forward collection sites and scrap materials not already identified may be added via modification and will include individual CLINs based on location and the types of materials / commodities anticipated. The contractor is required to load their conveyance at forward collection sites. See Section 27.2 titled, “Place of Performance” for additional information on places of performance.
Note: For Tengan Anchorage FCS, heavy lift equipment may be needed to further break down an item to its basic material content and transport. The contractor shall take this into consideration when preparing their proposal and include any additional costs in their proposed unit prices.
