In the current contract, we can take only US national holidays.

7 PWS 1.5 Contractor Responsibilities (Page 16 & 17):
(c) At DLA Okinawa/Sagami provision shows that US Government is responsible for xxxxx for placing materials into contractor-provided containers. We propose that the provision should indicate "both Government personnel and contractor may place materials into containers" because we, contractor sometimes place materials into the containers by ourselves in case that we hasten to carry them during time constraint.

A sentence will be added to PWS Section 1.5(c) and 1.5(d)(i) which states, "The contractor may place materials into contractor-provided containers with prior approval from the COR."

8 PWS 7.2 Off Site Demil/Deman (Page 25):
We acknowledge DEMIL/DEMAN is performed at on site and off site work.
However, the clin corresponding to the work is only one item.
We request you to create two clins for on-site and off-site. It would be better to separate price by each and you would take profit in case of on-site.
Otherwise, you may owe additional cost (transport fee) even in on-site work.
Majority of Demil and Deman work will be performed by the contractor at a DLA Disposition Services collection site. On occasion, Demil or Deman work may be requested by DLA to be performed at a FCS. The Demil and Deman CLINs (i.e. 0044_B and 0043_D) include the cost for Demil and Deman work performed at a FCS within 100 km radius of the appropriate DLA Disposition Services collection site. Refer to PWS Section 7.1(b). A sentence will be added to 7.1(b) which states, "The contractor may request for a new negotiated CLIN for Demil or Deman work requested outside of the 100 km radius."
9 Schedule of Price:
-(a)Iwakuni Base Period and 2nd Option Period indicate 002IA A06 Cardboard, but 1st Option Period does not show the clin. Please clarify it.
-(b) Regarding to 013OA Stainless Steel Scrap-SCL S00, the estimated quantity for Base/1st and 2nd is different. Base/1st is 50,000lbs but 2nd option is 5,000lbs. Is it correct?
-(c) Quantity for some clins are different between each period. 026OA is 17,000lbs in Base but 25,000lbs in 2nd. There seems to be same situation in other clins. Please make sure if it is correct number or not.
Estimated order quantities vary for certain CLINs in different ordering periods, particularly for Forward Collection Sites. Estimated order quantities are based on Site POC forecasts.
10 Do you have any entry example of Standard From 1449 or easy-to-understand guidance?
(We suppose to complete blocks 12, 17, 23, 24, & 30,)
a) What is the “DISCOUNT TERM”?
b) Do we have to entry all bid items in section 19 through 24?
Guidance: On Standard Form 1449, the offeror shall complete only Blocks 12, 17 and 30. Do not complete Blocks 23 and 24.

(b) No. Leave Blocks 19 to 24 blank.
11 Definition About CLlN No.07 (Copper wire & Cable clean) Actual “Ichigoudousen(Pika) “ is No.1 in the attached file “Copper-Related Types” therefore, we suggest changing the expression of “Ichigoudousen (Pika) it can be misunderstand the definition of copper types.
There is no exact index in the Shigen Shinpou publication for CLIN 0007, Insulated Copper Wire and Cable. DLA has chosen the "Ichigoudousen (Pika)" index rate to represent CLIN 0007.
Contractors shall take this into consideration when submitting their proposed unit price for CLIN 0007.
12 There is a possibility that Industrial waste treatment law is applied about television in Okinawa near future, when presenting the cost of television, whether you are sure you want presented better in consideration of the fact?
This is a firm-fixed-price contract for 18 months with the possiblity of two additional 18-month option periods. The unit prices proposed by the contractor for each 18-month period will be fixed once the contract is awarded. It is the contractor's decision on how they want to strategize their unit pricing.

16 About Forward collection site:
It is difficult to decide the fixed unit price for forward collection site. Some item needs rough terrain crane or other heavy equipment to loading items. We think that it requires certain conditions in setting a fixed unit price.
a) How much the size of the maximum item we have to pick up from forward collection site?
b) How much weight at the maximum we have to pick up?
c) Are there any suggestions you can give to contractor?
For example, need re- estimate if the item is over4,400 LBS.
In accordance with PWS Section 2.3, FCS Tengan Anchorage may require heavy lift equipment to break down items into its basic content and to transport. Other FCSs will rarely require heavy lift equipment. Majority of material from FCS Tengan Anchorage will be rubber hoses, consisting of 75% rubber and 25% metal/steel.
(a) Rubber hoses could weigh as much as 3,400 lbs.
Contractor-supplied crane and ability to cut the rubber hoses into shorter lengths to fit onto their trucks may be required. Contractor shall take this into consideration when submitting their unit prices for FCS Tengan Anchorage CLINs.
(b) Actual weight depends on how much scrap FCS Tengan Anchorage generates.
(c) Contractor shall work with the COR to schedule reasonable-sized pick-ups.
17 Total amounts of two categories(positive and negative) for each period It indicates the amount on the bottom line of each period of schedule of price by calculating category1 + category2. But the amount does not show the correct amount because category2 includes some positive items such as vehicles (CLIN No.036xx).
These positive amounts should be removed from category2 and added to category1, then the correct balance of positive and negative group would be shown on the list.
Please consider the figure.
Category 1 CLINs are for items with a Shigen Shinpou Index rate, therefore, the unit price will always be positive. Category 2 CLINs are for all other items, therefore, the unit price could be positive or negative depending on what the offeror wants to propose.
When entering a positive unit price for a Category 2 CLIN, you must enter ity with a negative sign "-" in front of the number. For example, if you want to propose a unit price of positive 100 yen, you must enter -100. All positive amounts should end up being red font in color. Negative amounts are black.
Refer to PWS Section 1.3(h)(1) and (2).
18 Regarding clin no.2002SA for A06 Cardboard in 2nd option period of Sagami Yard, the column of index and total amount do not change even if we input % of index while other clins are well.
It seems to be freezed or locked. Please check it.
Thank you for bringing this to our attention. There was a formula error for CLIN 2002SA. A corrected Schedule of Prices PROPOSAL SHEET will be provided.
