Definitions
Asbestos Containing Materials. Korean Law defines any material containing equal to or greater than 0.1 percent asbestos by weight, as an Asbestos Containing Material (ACM).
Biodegradation: Wastes are degraded by microbial action. Such units shall be operated under aerobic or anaerobic conditions so that the concentrations in a representative compound or indicator parameter (e.g., total organic carbon) have been substantially reduced in concentration in the residuals.
Burdened: encumbered, loaded to excess or impeded by a heavy load.
Contracting Officer (KO): A Contracting Officer is a person duly appointed with the authority to enter into, change, and administer contracts on behalf of the US Government.
Contracting Officer's Representative (COR): A Contracting Officer may designate in writing individuals, in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement, as CORs to perform specific technical or administrative functions. The CORs under this contract will be located at Disposition Services Office Gimcheon. The CORs will be the contractor's primary point of contact for the duration of this contract.
Controlled Substances: Narcotics, depressants, stimulants, or hallucinogenic drugs regulated under U.S.
law or which by international treaty, convention, or protocol is to be controlled by the United States.
Corrosives: Corrosive wastes are defined as wastes possessing a characteristic of corrosivity, which generally corresponds to a pH of less than or equal to 2 or greater than or equal to12.5.
Designated Waste: Designated (Hazardous) wastes are hazardous materials found in industrial waste, such as waste oil and waste acid, which may cause damage to the environment, or medical waste that may cause damage to the human body. Such wastes are designated by the order of the President according to Article 2 of the Wastes Control Act, and are similar to what is described as hazardous waste in other countries.
Classification of Designated (Hazardous) Wastes Designated wastes are classified into 11 groups according to their place of origin, corrosiveness, hazardous material content, and the details of each category are as follows:
• Classification of hazardous wastes
• Waste generated from specific facilities(3): waste synthetic high molecule compounds, sludge, waste agricultural chemicals Corrosive waste(2): waste acid, waste alkali
• Waste with hazardous material content(8): slag, dust, waste foundry sand, waste fireproof materials, cinder, solid waste, waste catalyst, waste adsorbent
• Waste solvent, waste paint and waste lacquer, waste oil, waste asbestos, waste containing PCBs, waste toxic materials, medical waste, and other materials designated by the Ministry of Environment
Disposal: The utilization of those methods of treatment and/or containment technologies (as listed in this section) which effectively mitigate the hazards to human health or the environment when hazardous waste is discharged, deposited, injected, dumped, spilled, leaked or placed into the land, air or water.
Fuel Substitution: Units used for fuel substitution shall be operated, according to applicable technical operating requirements, to achieve destruction of hazardous constituents and to control emissions as efficiently as a hazardous waste incinerator. Air emissions must be monitored in a capacity equal to or greater than those standards identified by the Korea Environmental Governing Standards, as applicable.
Final Treatment: Final treatment means processing at a facility that is appropriately licensed/permitted by the Government of Korea or local prefecture to accept the waste for treatment in accordance with local laws.
Hazardous Waste Accumulation Point (HWAP): Hazardous Waste Accumulation Points are areas at or near the point of waste production (photo lab, paint shop, vehicle maintenance shop, etc.) where the waste is temporarily stored until removed to a HWSA or shipped for disposal. The limits of storage at a HWAP are up to 55 gallons (208 liters) of hazardous waste or one quart (liter) of acute hazardous waste of each waste stream.
Hazardous Waste Storage Area (HWSA): Hazardous Waste Storage Area refers to a location on a US military installation, where more than 55 gallons (208 liters) of hazardous waste, or one quart (liter) of an acute hazardous waste, from any one waste stream is stored prior to shipment to a treatment or disposal/recycling facility. This is not the point of waste production.
Ignitable:
(a) Is a liquid, other than an aqueous solution containing less than 24 percent alcohol by volume and has a flash point less than 60°C (140°F), as determined by a Pensky-Martens Closed Cup Tester, using the test method specified in American Society for Testing and Materials (ASTM) Standard D-93-79 or D-93-80 or a Setaflash Closed Cup Tester, using the test method specified in ASTM Standard D- 3278-78, or as determined by an equivalent test method.
(b) It is not a liquid and is capable, under standard temperature and pressure, of causing fire through friction, absorption of moisture, or spontaneous chemical changes and, when ignited, burns so vigorously and persistently that it creates a hazard.
(c) It is an ignitable compressed gas as determined by appropriate test methods or USEPA or GoK.
Incidental Spill (Release): A small spill occurring as a result of improper waste transfer from small containers to drums, small leaks in containers, minor engine leaks. The quantity shall be no more than 1.5 gallons (5 liters).
Incinerator Standards: An incinerator must be licensed or permitted by the competent authority. A hazardous waste incinerator is any device for thermally destroying or recovering heat from a waste, such as an incinerator, industrial boiler and furnace. It must effectively achieve a destruction and removal efficiency of 99.99% for the organic hazardous constituents which represent the greatest degree of difficulty of incineration in each waste or mixture of waste.
Land Disposal Requirements: The land disposal facility must be authorized by the competent authority. If the facility overlays an aquifer or if the runoff from the facility flows into an aquifer recharge area it must monitor and determine the impact on groundwater quality. Other land disposal facilities may qualify as a secure landfill provided the methods for preventing migration are proven to be at least as effective as a liner and leachate collection system.
Reactive wastes: Reactive wastes are those with compounds or mixtures that are unstable, react with water, contain cyanide, bear sulfide or are capable of generating toxic gases when exposed to acidic or basic compounds; or are readily capable of detonation, explosive decomposition or reaction at standard temperature and pressure.
Recovery (organics): Wastes are treated to recover organic compounds. This shall be done by but not limited to: distillation; thin film evaporation; steam stripping; carbon adsorption; critical fluid extraction; liquid-liquid extraction; precipitation/crystallization or chemical phase separation techniques, such as decantation, filtration and centrifugation when used in conjunction with one of the above techniques.
Recovery (metal wastes): Wastes are treated to recover the metal fraction by thermal processing;
precipitation; exchange; carbon adsorption, or other techniques that yield non-hazardous levels of heavy metals in the residuals.
Recycling: Beneficial use, reuse, or reclamation.
Setaflash: There are two types of closed cup testers: non-equilibrium, such as Pensky-Martens where the vapors above the liquid are not in temperature equilibrium with the liquid, and equilibrium, such as Small Scale (commonly known as Setaflash) where the vapors are deemed to be in temperature equilibrium with the liquid.
Shipping papers: Any transport document used in the shipment of hazardous materials or hazardous wastes, including in-country hazardous waste manifests.
Stabilization or Fixation: Wastes are treated in such a way that soluble heavy metals are fixed by oxidation/reduction, or by some other means which renders the metals immobile in a landfill environment.
Treatment: Any method, technique, or process, designed to change the physical, chemical, or biological character or composition of any hazardous waste. Treatment method include but are not limited to neutralization, energy or material resource recovery, or any process rendering a waste non-hazardous / less hazardous; safer to transport, store or dispose of; or amenable for recovery, amenable for storage, or reduced in volume.
Used Oil: . "Used oil" means any oil or other waste petroleum, oil, or lubricant (POL) product that has been refined from crude oil, or is a synthetic oil, has been used, and as a result of such use, is contaminated by physical or chemical impurities. Used oil exhibiting the characteristics of reactivity, ignitability, corrosivity, and toxicity, is still considered used oil, unless it has been mixed with other hazardous waste. Used oil mixed with hazardous waste is a hazardous waste and will be managed as such. Used oil burned for energy recovery must not exceed the following specifications. Used oil exceeding these specifications is considered to be a hazardous waste: Arsenic – 5ppm maximum; cadmium – 2 ppm maximum; chromium – 10 ppm maximum;
lead – 100 ppm maximum, flash point 100 degrees F, minimum; total halogens 1000 ppm maximum. Used oil that is burned for energy recovery is termed "used oil fuel." Used oil fuel includes any fuel produced from used oil by processing, blending or other treatment. Facilities used for the combustion of used oil must meet the applicable air quality standards. Used oil may be burned only in industrial furnaces or utility boilers used to produce electric power, steam, or heated or cooled air or other gases or fluids; or in industrial boilers located on the site of a facility engaged in a manufacturing process where substances are transformed into new products, including the component parts of products, by mechanical or chemical processes.

GENERAL INSTRUCTIONS
This form was developed so that it can be completed electronically and submitted to a DLA Disposition Services representative by email. It is designed to incorporate both CONUS and OCONUS regulatory features. It also features parameters that are based on the type of waste and disposal methods used in the US or a give host nation. Due to the wide variety of regulatory schemes and difference in the rules from country to country, this form may not incorporate all the specific items necessary for compliance in a host nation. In cases where the form does not address a required regulatory issue, use Section H to provide that relevant information. In every case, it is required that an organization use the prevailing host nation regulations applicable to the component command where a waste is being shipped and/or disposed.
It is important that in the absence of accurate generator process knowledge, lab analysis from the basis for establishing the chemical properties of a waste stream. It is also essential that when a process generating a waste changes, the profile be reviewed and updated. At a minimum, according to DOD 4160-21-M, Chap. 10, paragraph D.2.aq. (3), this profile sheet is required once a year for each initial waste stream.
