RFP SP4530-14-R-0001, REMOVAL, TRANSPORTATION AND DISPOSAL/RECYCLING OF HAZARDOUS WASTE, VARIOUS LOCATIONS
SERVICED BY DLA DISPOSITION SERVICES SAGAMI AND MISAWA
Government response is provided for the following questions.
Question 1: PFOS - the item is included in two clins; one is J31010 (Waste Acid) and the other is J41010 (Waste Alkali). Would you create a new CLIN separated by two for PFOS with other items? The disposal process is completely different between PFOS and others. Nominally, those two are defined as same waste type in Japan rule, but the process difference should affect cost structure.
Response to Question 1: CLINS J31010 and J41010 remain as stated in the solicitation. Historically the Government has not received PFOS containing material other than acids or alkali.
This solicitation is a performance based contract which describes the requirement in terms of results required rather than the method of performance of the work, ensuring local laws and regulations are followed.
Methods employed by the offeror is at their discretion.
Question 2: J94510 - Backhoe and Operator for soil. Is it acceptable that we prepare forklift with attachment which could control same operation for backhoe? Currently, we don't have backhoe, but instead, we would like to drive such alternate equipment to do same work.
Response to Question 2: Any piece of equipment designated and acceptable under Japanese equipment and safety regulations may be acceptable for CLIN J94510.
Question 3: J1102C, J11060, J13200 - As same conditions with the below 1) PFOS matter, peroxide containing item is also operated by different disposal method with others in same CLIN. We would like to ask you to split peroxide item with others by two CLINS. This would make more efficient
Response to Question 3: CLINs J1102C, J11060, J13200 remain as stated in the solicitation. This solicitation is a performance based contract which describes the requirement in terms of results required rather than the method of performance of the work, ensuring local laws and regulations are followed. Methods employed by the offeror is at their discretion.
Question 4: There are some of our prospective partners who do not have available permit for this solicitation. They say they will obtain permit as soon as award is granted to us. In that case, may we stipulate the company name without their specific permits in our proposal documents, or should we delete their name on the current document and add them after award?
Response to Question 4: Refer to Addendum (SP4530-14-R-0001) Page 9, Paragraph (3) Volume III Transportation and Disposal Documents, subparagraph (i) (c), which states, "if the offeror does not currently possess a specific required disposal permit(s), the offeror must provide documentation to confirm an application for the missing disposal facility permit(s) has been initiated with expected approval date. Acceptable proof would consist of a copy of the application form with proof of receipt by the permit issuing office. Offerors are required to possess all required transportation and disposal facility permits prior to contract performance".
Question 5: J94530 Pump operation such as waste liquid/sludge pumps from tank or drum. Could you provide us with work contents for this CLIN as added amendment? This solicitation does not include the work performance while the previous one such as SP453010R0003 indicated it. It is convienent to us.
Response to Question 5: Paragraph 3.4 has been added to the solicitation.
3.4 PUMP OPERATION SUCH AS WASTE LIQUID/SLUDGE PUMPS FROM TANK OR DRUM – CLIN J94530
CONTINUED ON NEXT PAGE
“When ordered, the contractor shall provide the necessary equipment and operator for this equipment. This work may require the Contractor to pump hazardous wastes from tanks/pipes. The operator of the vehicle shall be knowledgeable of all applicable safety regulations pertaining to the operation of this equipment. The Contractor is responsible for obtaining all necessary permits and licenses necessary to accomplish the work. The Contractor is responsible to furnish all equipment needed to complete the job, including but not limited to collection vehicle equipped with pumps, hoses, high capacity pumps, connectors/fittings, and a metering device. Pumps and hoses shall have a capacity to safely handle the types of waste to be collected and be able to remove all liquids and sludges from the tanks/pipes that can be removed without agitation or introduction of other materials to the system. This CLIN does not include the cost of disposal. Actual weight of the material must be identified on the manifest. The unit of issue Each (EA) means a complete round-trip for one vehicle.”
Question 6: Gas Cylinders (J62010 LB 15,000; J62020 LB 2,000; J65010 LB 20,000; J72010 LB 4,000) We need estimated quantity of containers because disposal work fee in Gas companies to handle such operation is estimated by the number of container. It is difficult for us to make our proposal prices for gas cylinders under weight condition in the CLIN. If it is difficult for you to provide such numbers, could you please let us know total weight and quantity during past one year? We will be able to guess rough image for the volume in our responsibility.
Response to Question 6: The estimated quantity in the Price Schedule is based on historical data, however it is not necessarily, an indication of what may be ordered in the future.
Question 7: Gas Cylinders. Please advise how many times did the current contractor pick up cylinders in the past one year. This data would be good help for us because gas cylinders are controlled by another Japanese regulation different from other waste items (sludge, waste oil, plastic, etc.). We would like to arrange a vehicle for cylinders separately and they will be treated carefully in accordance with gas control regulation.
Response to Question 7: The estimated quantity in the Price Schedule is based on historical data, however it is not necessarily, an indication of what may be ordered in the future.
Question 8: Stacking pallets. We would like to load cargoes with double stacks in order to carry them effectively.
Response to Question 8: This solicitation is a performance based contract which describes the requirement in terms of results required rather than the method of performance of the work, ensuring local laws and regulations are followed. Methods employed by the offeror are at their discretion.
Question 9: We would like to know average weight in one truck. It might be our responsibility to judge the future number, but we are pleased if you could provide us with the past average volume for our reference.
Response to Question 9: The quantity and frequency of task orders is not determinable in advance.
Quantities in the Price Schedule are estimates based on historical data. The number of trucks is up to the offeror to arrange upon receipt of the task order.
The following are changes to the solicitation:
1) Attachment 2 Schedule of Prices – “Schedule 2” should read “Schedule 2 – Sagami Area”
2) Paragraph 5.1, a(1) on page 20 – Replace “DRMS Form 1683-1” with “DLA Form 2505”
3) Add the following Provision and Clauses:
• FAR 52.209-10 Prohibition on Contracting with Inverted Domestic Corporations (May 2012)
