Attachment 7 CLIN Selection Criteria

1. Waste CLIN selection in Japan differs from CONUS operations. The Japan CLINs have been developed to reflect Japan’s various laws and regulations governing the transpiration and disposal of their Industrial Wastes, Specially Controlled Industrial Wastes and Specially Handled Industrial Wastes. The bid schedule for this contract is broken into fifteen primary categories, listed below:

J1000 Sludge J2000 Waste Oil J3000 Waste Acid J4000 Waste Alkali J5000 Solid Waste J6000 Compressed Gas Cylinders J7000 Ozone Depleting Substances J8000 Waste Asbestos / Composite Fiber J9000 Management Services J9300 Pier side Removal J9400 Transportation J9500 Expedited Services J9700 Waste Identification, Segregation, Packaging and Providing

Containers J9800 Tank and Oil/Water Separator Cleaning J9900 Other Services

Good CLIN selection begins with knowing what your waste is and knowing what’s in it.

Once you know what it is, go to that category, then look through the CLINs to see which CLIN best describes your waste. Remember, that the CLIN description will not list all constituents that may apply to that CLIN. For example, you may have a bottle of Diazinon lawn and garden insect killer. What do you do?

Step 1 What waste do you have? It kills bugs, so it must be an insecticide.

Step 2 What are the main ingredients? This product’s active ingredient is Diazinon.

Step 3 In what group does this waste belong? Sludges

Step 4 Look at the CLINs in the J1000 series and find:

J1321 Liquid Containing Toxic Substances (SCIW) such as but not limited to pesticides, insecticides containing organophosphorous compounds.

Step 5 CLIN J1321 has insecticides, but it does not list diazinon. Further research shows you that diazinon is an organophosphorous pesticide. So you use CLIN J1321 even though id does not list diazinon.
