The purpose of this amendment is to respond to the following questions submitted by contractors:

1. Can DLA provide the names of the incumbents for disposition services in Djibouti, Cameroon, and Niger?

RESPONSE - Tadavulat Company

2. Can DLA provide the reason for this solicitation and why existing incumbents do not continue with the performance of their service?

RESPONSE – This is a renewal solicitation of a previous contract

3. In case of no existing incumbents, can you describe how disposition performed for each location so far?

RESPONSE – See question 1 above

4. Attachment 1 provides an estimation of total estimated quantity for the solicitation per CLIN number, Can DLA give an evaluation of quantities per CLIN number by location (Djibouti, Niger, Cameroon) providing this visibility will allow us to prepare better and present a competitive offer.

RESPONSE – See Attachment 21 to solicitation by amendment

5. Does DLA expect the vendor to sample for correct substance identification for every lot collected for disposal to prevent misidentified items (page 8 section 1.2.4)?

RESPONSE - No, the government does not expect this on every lot collected.

6. Transportation charges - what will be the corrective action is if the number of containers needed for export of HW exceeds the number of containers specified in the task order.

RESPONSE - The task order dictates quantities and generators will not be able to add waste once released. Quantity discrepancies can be resolved through modification to the task order.

7. About Page 8 Item 1.2.7, Would USG considers a truck with a 20 feet container entering the base for collection an MHE?

RESPONSE - It will depend on the US Government (base/facility access) at the time of removal

8. What is the DLA Disposition Services suggestion/advice for having no qualified transporter in Djibouti, Cameroon, and Niger, for land transport of waste to seaport?

RESPONSE - DLA requires all transporters to be qualified before removal

9. Is the idea behind “CLINA6061L – Management Service, Storage – 20-foot container” is for vendor HWSA and possible re-packing, following removal from the generator?

RESPONSE- Yes

10. Is the CLIN A6061L Unit of Measure specified as WK indicates Week?

RESPONSE - Yes, WK means Week

11. Please paragraph see 1.1.3 on page 6 - Why is the generator acting as the exporter for BASEL notifications? Under these circumstances, is the generator acting as the bank guaranty as well? Previously, has the contractor acted as the exporter and importer?

RESPONSE - DOD is the generator. Usually that means the customer will sign as the Generator, though DOD could do so (it’s much better that the customer/generator signs, in case something goes wrong with the Basel export). The contractor should be the exporter and importer. (See 1.1.3 PWS Change)
