About this file

This is a Questions and Answers document for a federal contract opportunity involving grounds maintenance services at multiple DLA Disposition Services locations.

The contract covers lawn mowing and vegetation maintenance at three sites: Building J1334 (approximately 9 acres), Lot 5 (approximately 1.70 acres), and Lot 6 (2.45 acres), with 90% of combined areas consisting of concrete, gravel, or asphalt surfaces. Services are scheduled as-needed by the site Contracting Officer's Representative (COR) rather than on a fixed schedule. The solicitation includes a one-time CLIN for clearing established trees, vines, and overgrown vegetation, with subsequent maintenance utilizing a recurring lawn cycle CLIN. Work must be completed within three days maximum, with Building J-1334 and Lots 5/6 counted as a single cut/service. Shrubs and hedges are trimmed during each lawn service cycle, and leaf removal is included in the base contract as debris clearance. The anticipated workload is 20 cuts per year. Contractor performance is measured against Acceptable Performance Levels outlined in the Performance Work Statement, with five business days allowed to correct identified deficiencies. The government does not mandate specific crew sizes, personnel requirements, or liability insurance amounts. Fort Bragg may impose separate background check requirements, and vendors should verify compliance with the visitor center. Pre-existing property damage must be reported to CORs Tonya Garris and Joseph Davis before work commences. Inspection and deficiency identification are conducted by the site COR and communicated to the vendor and Contracting Officer.
