About this file
This is a Questions and Answers (Q&A) document for the DLA Disposition Services Drain & Purge solicitation. The file contains clarifications and responses to vendor inquiries submitted regarding solicitation SP4510-26-Q-1037, which was issued as an amendment on August 27, 2026. Since this document serves as a repository for questions and answers rather than detailing specific service requirements, products, or pricing terms, it functions as a supplemental clarification document to the main solicitation. Vendors who submitted questions during the August 20, 2026 question deadline should reference this Q&A attachment when preparing their quotes, which are due by 3:00 PM EST on September 4, 2026. The document helps ensure all interested small businesses participating in this 100% Small Business Set-Aside have consistent information regarding the Drain & Purge services requirement for the Defense Logistics Agency across CONUS, Hawaii, and Alaska under the Firm-Fixed-Price IDIQ contract vehicle.

Is the intent of this contract for the Contractor to remove used oil, fuel, brake fluid, hydraulic fluid, transmission fluid, antifreeze, lube oil, filters, spill debris, batteries, refrigerants from engines, maintenance platforms, lift trailers, jacks, generators, electrical shop equipment, spray units, trucks, armored military vehicles, cargo trailers, forks lifts, tractors, and gas turbines as stated in the PWS or is the intention for the Contractor to be on the hook to D&P any and all types equipment?
Need clarification on what the scope includes.
Per section 1.b, 2.a, and 2.f of the PWS, the listed hazards and listed equipment are "included but not limited to". The intent was to provide a general idea of typical hazards and equipment, however, thecontractor will be responsible for drain & purge of any equipment that the government deems needs drain and purge.
The intent is that this contract will cover all possible property turned in by the Department of War that is required to be drain and purged prior to final disposition. This includes the type of equipment listed in the question, along with any other possible equipment the government deems needs drain and purge. A sample of “any other” equipment are items like dehumidifiers, air conditioners, exam tables, xRay cabinets, power banks, incubators, centrifuges, sterilizing equipment, refrigerated recirculator, refrigerators, ice machines, freezers, pumps, nitrogen carts, test sets, radio shelters, communications control sets. The contractor would be responsible to D&P any and all types of equipment turned in by DoW.
