About this file

This is Amendment 2 to a combined synopsis/solicitation (SP4510-26-Q-1027) issued by DLA Disposition Services for material handling equipment and maintenance services at Al Udeid Air Base, effective July 13, 2026. The amendment answers 37 offeror questions and revises Attachment 2 (Price Schedule) and Attachment 4 (Performance Work Statement).

The contract requires an estimated 19 personnel across eight labor categories: one Material Management Supervisor (U.S. citizen), four Material Handling Equipment Operators, four Torch Cutters, three Laborers, two Customer Service Clerks, one Safety Officer, one Maintenance Lead, and three Mechanics. The Material Management Supervisor and Maintenance Lead are separate positions, with the Supervisor requiring U.S. citizenship and a CAC card for unescorted base entry. The Safety Officer must hold CSP certification or clearly demonstrate formal training in industrial safety. One MHE mechanic must be a certified welder. The contract anticipates single-shift operations with one supervisor per shift. Contractors must provide relief personnel to maintain staffing during employee absences exceeding one day; non-present staff days are not reimbursable. Initial mobilization charges apply only to the first task order for new positions; subsequent mobilization is prohibited unless personnel numbers increase, with new personnel expected on-site within 60 days. Estimated reimbursable parts expenditure is $100,000 per contract period. Government-furnished material handling equipment will be on-site and available as dual-use equipment. Personnel cannot begin performance until security processing is complete. All representations and certifications must be completed in SAM.gov, with past performance questionnaires submitted directly by references to the Contracting Officer prior to solicitation closing.

The purpose of this amendment is to answer the below offeror questions. Attachment 2 (Price Schedule) and Attachment 4 (Performance Work Statement) have been revised.

1. Please confirm whether it is a strict requirement that both the Contract Manager and the Site Supervisor be U.S. citizens, and whether any exceptions or substitutions are allowed.

a. Answer: The Site Supervisor and Contract Manager are the same position. The performance work statement has been updated to clarify the requirement. The Site Supervisor shall be a U.S. Citizen.

2. The contract specifies a total of 22 staff members; however, only 21 of them are billable under the

CLIN structure. The 22nd staff member is considered part of the contractor’s overhead or mobilization responsibilities and is not a reimbursable labor line. Is that correct?

a. Answer: The estimate is 19 personnel. See updated performance work statement and price schedule. The number of personnel will be listed on a funded task order after a contract has been established. The actual number of personnel ordered may be higher or lower than 19 personnel.

3. Specifically, could you please confirm whether offerors are required to submit any additional solicitation response forms (such as SF1449 or other proposal forms) beyond the completed Price Schedule and the attachments provided in the solicitation package?

a. Answer: The solicitation is a combined synopsis / solicitation, a SF1449 is not being used for the solicitation. The submission requirements are listed under FAR 52.212-1.

4. Confirm the required contents of the quotation package, including any technical proposal, past performance documentation, key personnel resumes, capability statement, certifications, or other supporting documents required for evaluation.

a. Answer: The submission requirements are listed under FAR 52.212-1.

ii. Mat Hand Equip Ops : 4

iii. Torch Cutters: Personnel: 4

iv. Laborers: Personnel: 3

v. Customer Service Clerks: Personnel: 2

vi. Safety Officers: Personnel: 1

vii. Maintenance Lead: Personnel: 1

viii. Mechanics: Personnel: 3

1. Total Personnel: 19

6. Can the Government provide historical annual expenditures for reimbursable parts under the current contract?

a. Answer: The estimated parts expenditure for reimbursable parts is $100,000.00 per contract period.

7. Will Government-furnished housing, life support, dining, transportation, or medical support be provided to contractor personnel assigned to Al Udeid Air Base

a. Answer: Government furnished life support is not provided under this contract.

8. Can the Government clarify whether the U.S. Citizen Contract Manager and U.S. Citizen Contract

Supervisor must be two separate individuals, or whether one qualified individual may perform both functions if all requirements are met?

a. Answer: The Site Supervisor and Contract Manager are the same position. The performance work statement has been updated to clarify the requirement. The Site Supervisor shall be a U.S. Citizen.

b.

9. Will NEBOSH, IOSH, OSHA, or equivalent professional safety certifications be considered acceptable for the Safety Officer position in lieu of CSP certification?

a. Answer: See section 4 of the performance work statement; “Certified Safety Professional (CSP) or clearly demonstrate formal training in industrial safety.”

10. Can the Government clarify the expected timeline for personnel security processing, DBIDS registration, base access badging, and CAC issuance following contract award?

a. Answer: Personnel security processing is conducted by installation security personnel. A definitive timeline is not available.

11. Will the Government accept relevant commercial, logistics, warehousing, maintenance, or subcontractor past performance references when evaluating offerors with limited direct DLA Disposition Services contract experience?

a. Answer: Past performance will be evaluated in accordance with ADDENDUM TO 52.212-2

EVALUATION – COMMERCIAL ITEMS.

12. We note that Section 1(d) of the PWS references approximately 22 contracted personnel, whereas the Price Schedule CLINs appear to account for 21 personnel. Kindly clarify whether the Contract Manager position referenced in Section 4(b) should be priced under an existing CLIN or added as a separate line item.

a. Answer: The estimate is 19 personnel. See updated performance work statement and price schedule. The number of personnel will be listed on a funded task order after a contract has personnel. The Contract Manager and Contract Supervisor are the same position.

13. We note that both CLIN 0001 (Material Management Supervisor) and CLIN 0007 (Maintenance Lead) reference Section 4(a) of the PWS. Kindly clarify whether these are two separate positions requiring distinct U.S. citizen personnel, or whether a single individual may perform both roles concurrently.

a. Answer: The Material Management Supervisor and the Maintenance Lead are two separate positions. The Material Management Supervisor under CLIN 0001 shall be a U.S. citizen.

14. Section 10.1 of the PWS identifies three IT clearance levels (IT-I, IT-II, and IT-III); however, the applicable clearance requirements for each position are not specified. Kindly advise which CLINs/roles require security clearances and provide the anticipated processing timelines.

a. Answer: There is no sperate CLIN for a certified welder. One of the MHE mechanics will also be a certified welder and will perform welding repairs as needed. The contractor is required to provide all welding equipment and supplies.

17. Section 10(s) of the PWS identifies drain and purge services, including the handling of fluids, refrigerants, and batteries, as a Contractor responsibility. We assume that this task will be performed by the supplied workforce and does not require separate pricing. Kindly confirm

a. Answer: The drain and purge service will be performed by the supplied workforce under the task order. Specifically, the drain and purge shall be completed by the trained MHE mechanics, on an as needed bases.

18. Section 4(a) of the PWS requires a minimum of one supervisor per shift, which may indicate multiple shift operations. Kindly clarify the number of shifts anticipated under this contract and confirm whether the current CLIN quantity allocation for the Supervisor position is intended to cover one shift or multiple shifts.

a. Answer: It is anticipated that the workforce will work one shift.

19. PWS does not specify whether relief personnel are required to cover employee absences due to annual leave, sick leave, emergency leave.
