About this file
This is a Questions and Answers document providing clarifications to federal contractors regarding solicitation SP451026Q1015 for warehouse cleaning services across four military installations in the Southeast region (Fort Bragg, Eglin Air Force Base, Camp Lejeune, and Warner Robins Air Force Base). The document addresses eight substantive inquiries from potential offerors regarding contract scope, past performance evaluation criteria, site-specific cleaning requirements, fall protection responsibilities, wastewater disposal procedures, and base access timelines.
Key clarifications include: this is a replacement contract for SP451020A0004 covering only specified locations; subcontractor or teaming partner past performance may be evaluated if projects are documented in volume two submissions and past performance questionnaires are received by esteban.m.gancer@dla.mil; piping at Eglin Building 535 is predominantly bare metal requiring wet wipe cleaning; racking cleaning at Lejeune will not require moving inventory property while Eglin will attempt to relocate items when possible; contractors are 100% responsible for fall protection systems at all four sites except Eglin where scissor lifts may be tied to the equipment itself; wastewater disposal varies by location with Eglin and Lejeune providing sanitary discharge points while Fort Bragg requires environmentally safe drainage solutions and Warner Robins requires off-site hauling; and base access credentials require submission of Real ID driver's licenses and background checks, with processing timelines and procedures varying by installation, including options for DBIDS reciprocal access at Eglin and Warner Robins.

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
This is a replacement contract for SP451020A0004, but only for the locations listed.
2. Please clarify whether the evaluation may consider recent and relevant past performance performed by a proposed similarly situated SDVOSB subcontractor or teaming partner when that entity and its workshare are identified in the quotation, or whether the evaluated projects must have been performed by the offeror itself. If teammate experience may be considered, please also confirm what supporting documentation should accompany the quotation and whether Part I of Attachment 4 should identify the offeror, the proposed teammate, or both.
The subcontractor or teaming partner’s recent and relevant past performance may be evaluated if their projects are listed in volume two submission and receipt of past performance questionnaires are received by esteban.m.gancer@dla.mil. However, to accurately evaluate the offeror’s submission, the offeror must include their projects in volume two and associated past performance questionnaires received by esteban.m.gancer@dla.mil for the teaming or subcontractor evaluation to be considered.
3. Piping scope at Eglin BLDG 535. CLIN 0002 identifies 6,285 linear feet of piping at Eglin BLDG 535. Is this piping predominantly insulated (dry wipe), bare metal (wet wipe / low-pressure), or a mix? Are any pipes hot/live utility that will require utility shutdown coordination before cleaning?
Bare Metal Wet wipe is the majority.
4. Racking cleaning at Lejeune (BLDG 906/907) and Eglin (BLDG 530/531/535). These CLINs state property will NOT be moved by USG personnel. Please clarify whether "clean around property on the storage racks" requires wipe-down of exposed rack components, or if dust/vacuum only is acceptable when property blocks access.
Eglin: I would prefer them to clean around the property, however I will do my best to have things moved from location once we know the dates and times they are coming.
Lejeune: : Inventory Property will NOT be moved by USG personnel and will remain in storage racks. All accessible parts and empty storage locations in the racks require wipe-down/dusting/vacuum. Cleaning of storage racks where Inventory Property is located will not require cleaning during this performance period.
5. Fall protection at height. BLDG 1602 at Warner Robins (50' ceiling), Eglin BLDG 515 (40'), Bragg BLDG J-1334 (40'), and Lejeune BLDG 906/907 (30') will require lift-based access. Does the Government provide tie-off anchor points at ceiling height, or is the Contractor 100% responsible for fall-protection systems at each site?
Eglin: We don’t have tie-off anchors that I am aware of. I have always seen scissor lifts come in when they are doing stuff like that and tied off to the lift.
Bragg: The contractor 100% responsible for fall protection systems at Ft. Bragg.
Lejeune: Lejeune BLDG 906/907 (30') will require lift-based access. The Government will not provide tie-off anchor points at ceiling height. The Contractor is 100% responsible for fall-protection systems while performance at LEJEUNE.
Warner Robins: Contractor is 100% responsible for fall protection systems.
6. Wastewater discharge. The PWS instructs the Contractor to consult the DLA DS site POC regarding disposal of rinse water and cleaning wastes. Please confirm each of the four sites has an accessible sanitary discharge point, oil-water separator, or wash-out area for water-based cleaning methods, or if the Contractor is expected to capture and haul waste water off-site.
Eglin: We have a drain.
Bragg: Site does not have oil-water separator or wash out area. Contractor is expected to use environmentally safe cleaning solution that is allowable to be poured down site drainage.
Lejeune: Lejeune will provide access to a sanitary discharge point and wash-out areas for Non-Hazardous Material/Haste only. Any solvents used should be PH neutral and non-concentrated.
Warner Robins: Contractor is expected to capture and haul wastewater off site.
7. Base access lead time. Please provide the typical elapsed time from initial background-check submission to base access credential issuance at each of the four installations (Fort Bragg, Eglin AFB, Camp Lejeune, Warner Robins AFB). Do any of these installations accept RAPIDGate or DBIDS as a common credential, or does each require installation-specific processing?
Eglin: We have for at least 3 days to make sure everything is good. Our gate does Have DBIDs so if they have access in DBID’s already they should be good. However, I would suggest they just send in all their information so we can just put in for a pass as well.
Bragg: No time estimate for background checks. Real ID driver’s license to get base access pass for Ft. Bragg.
Lejeune: Access to Camp Lejeune: https://www.lejeune.marines.mil/Sections/Provost-Marshals-Office/#contractors. Electronic Submission (Preferred). This process is the most efficient and prevents contractors or vendors from having to visit the CVO until their credentials are ready to be issued. Companies or employees should email their requests to lejeunecontractorvetting@usmc.mil for a secure upload link to the DoD SAFE website. Upon successful completion of a background check and data entry, customers will be contacted to schedule an appointment to obtain their credential or pass. Please follow the process on this flowchart. The Contractor Vetting Office is located in building 818 which is adjacent to the Camp Lejeune Main Gate on Holcomb Boulevard. Office hours are Monday through Friday 6 a.m. to 2 p.m. The office is closed on weekends and holidays. Contractors and other personnel requiring access credentials will be vetted/screened through building 818 only. Contractor Vetting Office (Appointments or Questions): (910) 450-5977. Contractor Vetting Office Fax: (910) 450-0289 Warner Robins: Robins AFB accepts DBIDS but contractor must also have Real ID.
