1. INTRODUCTION:

a. The Defense Logistics Agency (DLA) Disposition Services (DS) is a Major Subordinate Command (MSC) of the Defense Logistics Agency with the responsibility of disposing and reutilizing the United States Government’s (USG) Department of War? (DoW) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoW activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is in Battle Creek, Michigan. The Southeast region of DLA DS requires Warehouse Cleaning Services.

b. This requirement is for Warehouse Cleaning Services to be completed at the DLA DS sites listed (See Section 13) from our Southeast region and is to be completed once a year at sites identified by the USG.

c. The performance requirements are established in Section 11 of this PWS and in the attached Quality Assurance Surveillance Plan (QASP).

d. This is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. It is possible not every DLA DS site listed for Southeast region will be cleaned each year. The contract period of performance starts from the “award/effective date” as reflected in block three (3) of the SF1449. The Contracting Officer (KO) may extend the Warehouse Cleaning period for extenuating circumstances. Ten (10) business days prior to the end of the period of performance, a written request for extension must be received from the Contractor detailing the circumstances that delayed delivery. Such written notifications will include the subject Task Order (TO) number, reasons for the delay with supporting substantiated actionable documentation as applicable, and the estimated date and time for completed performance.

e. Bid price on the Price Schedule must include all costs to complete the job, for each DLA DS location, per square foot.

f. Within seven (7) calendar days after receipt of a TO, the Contractor shall coordinate with the DLA DS site Point of Contact (POC) to determine the cleaning date(s) for the site. If the Contractor arrives without prior coordination, the USG has the right to deny the Contractor entry to the site until proper coordination takes place. Contractor shall sign the Visitor Log upon arrival at the main DLA DS entrance for any service, each day.

g. After site coordination has taken place, the Contractor shall provide the DLA DS site POC within seven (7) calendar days a cleaning schedule for all buildings. Contractors shall complete all work tasks at the DLA DS site identified no later than 90 calendar days, once work has begun, unless otherwise agreed to by the KO and DLA DS site POC.

h. The USG estimate of square footage of each location represents the USG best estimate. It is expected that the estimated space versus the actual space will differ. Upon initial arrival to the DLA DS site, if the Contractor believes the estimate was unreasonable, the Contractor shall notify the KO and DLA DS site POC for resolution prior to performance.

i. The contract consists of a period of performance of one (1) 12-month base period and four (4) 12-month options.

j. Prior to providing services on the first day, the Contractor and the DLA DS site POC will conduct an initial walkthrough to communicate expectations and identify any potential issues.
