About this file

This document is a Questions and Answers (Q&A) attachment for a DLA Disposition Services Southeast Region Tire Removal and Disposal Services solicitation. The Q&A addresses key operational details including tire demilitarization/mutilation requirements, trailer logistics, and site pickup procedures. Notable responses clarify that tire mutilation must be performed on US Government property and witnessed by government personnel, with tires requiring demilitarization set aside for on-site destruction during scheduled pickups.

The Q&A also reveals incumbent contract details, indicating Kross Wholesale Tire Co., Inc. previously held the contract with an award value of $1,534,460.00 (Contract Number SP4510-21-A-0002). The solicitation (SP4510-25-Q-1049) is a small business set-aside (100%) under NAICS code 562219, with a $47 million size standard. The contract will have one 12-month base period and four 12-month option periods, not exceeding five years total, and will be awarded as a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation closing date was extended to Friday, September 12, 2025 at 3:00 PM EST.

Questions and Answers

1. Are pictures available from the sites?

A: I have requested pictures from the sites and will provide those in a separate Amendment if available and I will provide a notification at that time.

2. For the DEMIL, it requires prior to pick up. Just making sure it is before the pickup or at the pick-up with my own employees.

A: Demilitarization/Mutilation of the tires can be provided at the time of pickup but must be performed, witnessed, confirmed, and signed off by the US Government representative. Once this is completed these tires can be loaded on the trailer for final removal.

While we are not able to predict the exact quantities of each type of tire being turned in, historically a majority of tires have been Demil A, requiring no Demil/Mutilation requirements.

3. Since it's required to have a trailer on site, how do we work with the Mutilation process on site?

A: The trailer will be loaded as Demil A tires are received (requiring no Demil/Mutilation), and tires requiring Demil will be set aside to allow for the Demil/Mutilation to be performed on the scheduled pickup day to swap trailers and loaded at that time.

4. Can we deliver the trailer to each site and just pick up and provide certifications for mutilation?

A: Tire Mutilation for required tires must be completed on US Government property and witnessed by US Government personnel to confirm proper destruction. Further details are provided in the PWS Section 3(k) – (n).

5. Is there any incumbent/recompete or is this a new requirement? If yes, please provide the previous contract award number and award value.

A: This is not a new requirement. Please see the publicly available information below:

· Incumbent – Kross Wholesale Tire Co., Inc.

· Award Value - $1,534,460.00

· Contract Number – SP4510-21-A-0002

6. The PWS states the USG will load the shipping container(s) which are staged at DLA DS locations and specified RIP locations while the contractor will be notified when the trailer or container is full and ready for removal/replacement. Can you please explain this better?

A. A trailer shall be provided to each required site and as tires are received from our military customers, will be loaded by USG personnel into the trailer. Once the trailer is nearly full, our site personnel will schedule a pickup to remove the full trailer and the contractor is expected to provide a new empty trailer.
