SP451025Q1048: Pearl Harbor Solid Waste Removal_Q&A
DLA Disposition Services, Pearl Harbor, HI
Q: In the current contract we have 9 CLINS that help to address the unique issues faced here in Hawaii for disposal/recycling of the different waste streams. CLIN 0004 would not suffice all the different disposal costs for the different waste streams, would you consider adding additional CLINS to address the different waste streams?
A: No. The CLINs menu all work.
Q: Special Handling for Over the Ton Limit. Because of the differences in disposal, would you consider putting a special handling CLIN for the different waste streams?
A: Yes, we have done it in our last contract.
Q: The recycling of tires is based on off island markets, in the event of disruption, would you consider reimbursement for shipping and recycling of the tires?
A: Yes, this also was addressed in the last contract in CLIN 0009
Q: If tires are recycled in Asia; will this be a problem?
A: Shipment of disposal tires out of the US does not comply with export rules.
So, in order to handle this issue, your company will come up with an alternative supply chain (disposal facility) in the US.
Q: Could you please clarify the disposal location for the textiles? My understanding is that it's an on-base site and your team will be escorting us. Could you confirm this.
A: Yes. We are Located on Joint Base Pearl Harbor Hickam.
Q: Regarding the bid form, is the "extended price" for CLINs 1-5 meant to cover the bin cost/dump fee, or only dump overages? *See attached.
A: Our current contact includes the bin and dump fee. We don’t have a CLIN for the additional dump fee on our current contract.
Q: Will the contractor be granted access to each military base on Island?
A: Yes. The Vendor will need Base Access. We will not be available to escort them in. The Vendor must apply for what is called a DBIDS Card. To learn more information on that, the Vendor can go online to Pass and ID JBPHH, or can go to Pass and ID, located right outside the Nimitz Gate
Q: Is this a Davis-Bacon rate project?
A: No. Service Contract Act (SCA)
(PWS) 4. RECYCLING/DISPOSAL PROCESS:
e. Military Textiles must be handled following DEMIL code instructions. Textiles include but are not limited to uniforms, clothing, netting, parachutes, harnesses with DEMIL codes including A, B, D, E AND Q. For DEMIL required textiles DoD representatives will escort the textiles to the Contractor’s specified delivery site/incinerator.
A: Yes
Q: Can you please provide more specifics on the items the contractor will be disposing of?
A: There really isn’t any more specifics. If the Textiles Must be Incinerated, we make sure that it is Incinerated.
Q: Will the DOD Representative follow the contractor to H-Power or is there a site on base that incinerates the items?
A: Yes. (DEMIL only)
Q: Delivery/drop-off days will be Monday through Friday, 7:00 am to 1:00 pm, except holidays.
For each delivery, the POC will notify the contractor at least three (3) business days before the requested removal. The Contractor shall be responsible for off-loading the textiles at their delivery site.
A: Contractor is responsible for Off-Loading.
Q: When “off-loading” is mentioned, does the contractor need to physically off load the roll-off bin by hand or is the contractor to just “dump” the textiles at the delivery site? The Contractor opens the back doors of the Roll Off and Dumps it all on open ground, which the representatives have eyes on.
g. Containers at Building 1656 shall be weighed using the Government provided scale at that location prior to removal.
A: Yes. Coordinate with the site POC to weigh the empty conveyance upon arrival at the DLA DS Pearl Harbor site and weigh the full conveyance when exiting the DLA DS Pearl Harbor site.
Containers located at Building 490/491 are not required to be weighed.
Q: What is the exact process on the weighing of bins coming from Building 1656?
A: First is the delivery of the Roll Off. It is placed on the Truck Scale to get the exact Tare Weight.
Then picked back up from the Truck Scale and put into a Secure location for the Filling of the Roll Off. When the Roll Off is Full and Picked back up, we have the Contractor place it back on the Truck Scale to get Gross – Tare, which gets us the Net Weight.
