About this file

The Questions and Answers document provides clarifications for the Yellow Water Road site Inspection and Maintenance Services solicitation, covering several key topics. The document addresses queries about documentation requirements, including confirming that SAM.gov representations and certifications will satisfy submission requirements, and that CPARS evaluations can be used in place of Past Performance Questionnaires. An important clarification involves site inspection frequency, with the Performance Work Statement (PWS) specifying annual inspections for vegetation, monolith, site security, weeds, and shed, instead of the previously proposed semi-annual inspections.

The document also provides detailed guidance on mowing requirements for the site, specifying that contractors must mow the monolith area both inside and outside the fence line, including specific strips to the west and north, and the entryway area from the neighbor's driveway to the fence line. Certain areas are explicitly noted as not requiring mowing, such as the southern strip due to roaming cattle and the eastern strip between the house and fence line. These clarifications help potential offerors understand the precise scope of maintenance services required for the DLA Disposition Services Yellow Water Road site in Baldwin, Florida.

1. Will there be a SF1449 document including the rep and certs section published for a contractor to fill in?

A: Only the awardee will receive the contract document SF1449. The Representations and Certifications are located in your SAM.gov profile in accordance with FAR 52.212-3.

1. Some of our clients do not fill out Past Performance questionnaires (PPQ). Can we submit CPARS evaluations instead?

A: Yes, CPARS evaluations will be accepted as Past Performance in lieu of the Past Performance Questionnaire.

1. Will a copy of our current SAM reps and certs satisfy the requirement?

A: Yes, the current copy of the reps and certs in SAM.gov will satisfy the requirement.

1. Attachment 1 indicates semi-annual inspections (spring and fall) and the PWS indicates one annual inspection. Can you clarify how many inspections the site will need annually?

A: Please refer to PWS section 1.e.2 language as follows:

· Attachment 1 O&M Plan inspection schedule on page 34 and 45 have been adjusted. Inspection of the vegetation, monolith, site security, weeds, and shed are required to be inspected annually instead of semiannually. Also, the monitoring wells have been capped and no longer need inspections.

1. In the O+M Plan, Figure 1.2, it shows the maintenance area in a yellow outline. Are we responsible for mowing that entire area, or only the area inside the fence?

A: The following was approved by the regulator regarding what is required to be mowed:

YWP pic 5 YWR pic6 The monolith including in and out of the fence must be maintained/mowed. There are additional areas outside of the fence line that are required to be mowed, see YWR Pic 1 area highlighted in yellow. This picture also identifies areas in red that are outside of the fence line that are not required to be mowed.

A description of these additional areas requiring mowing that are outside of the fence line: You are required to mow a strip outside of the fence line to the west and north, see YWR Pics 2 & 3. You will also mow the entryway area from the neighbor’s driveway to the fence line in the northeast of the property, see YWR Pics 3 &4. Mowing a strip outside of the fence line to the south is not required due to roaming cattle and mowing a strip to the east in-between the house and fence line is not required, see YWR Pics 5 &6.
