Arifjan Custodial PWS

Performance Work Statement Camp Arifjan, Kuwait Custodial Cleaning Services Defense Logistics Agency (DLA) Disposition Services

1.1 SCOPE: This Performance Work Statement (PWS) sets forth requirements for custodial services at the DLA Disposition Services Kuwait, Camp Arifjan, Kuwait. The contractor shall perform these custodial services to present a clean, neat and professional appearance in accordance with (IAW) commercial standards, all local, state and federal laws and the requirements of this Performance Work Statement (PWS).

1.1.1 Period of Performance:

This contract is for a base period of 12 months plus four option years. The period of Performance will be 3/17/2020 – 3/16/2021.

1.1.2 Holidays:

DLA Disposition Services Kuwait is open Sunday through Thursday except for the US Federal Holidays listed below:

1.2 APPLICABLE DOCUMENTS

1.2.1 OCCUPATIONAL SAFETY AND HEALTH ACT (OSHA): Full compliance with Federal Law, DoD, Host Nation, DLA and Army Regulations requiring safety are applicable.

1.2.2 ENVIRONMENTAL PROTECTION AGENCY (EPA): Full compliance with environmental and hazardous waste management laws, rules and regulations when propagated by Federal Government, Federal agencies, and local Government.

1.3 REQUIREMENTS: The Contractor shall provide all management, labor, supplies and equipment necessary to ensure that custodial services are performed at DLA Disposition Services Kuwait. The Contractor will provide all supplies and equipment for the cleaning of floor areas. The required services will consist of sweeping, dry mop, wet mop, vacuuming of any floor area of the floor spaces and the supplies and equipment for the shampooing and cleaning of carpets. The Contractor shall at all times provide adequate supervision of his employees to ensure complete and satisfactory performance of all work in accordance with the terms and conditions of the contract. Attachment 5 details the frequency at which the services are to be performed. Attachment 6 contains a list of applicable buildings by facility number and the individual building floor area per schedule, broken down into square feet by the type of floor surface of area under contract. This represents the Government's best estimate of the actual square footage of designated areas. The contractor shall notify the COR in writing when actual conditions or actual measurements differ from those provided by the government. If the contractor does not inform the COR of differing conditions, the government shall not be responsible for any additional cost that may be incurred by the contractor. The contractor shall also notify the COR if a facility undergoes renovations, which prevents the contractor from performing cleaning duties under this contract.

1.5 DEFINITIONS:

Contracting Officer (CO) : The CO at the procuring activity is the individual with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.

Contracting Officer Representative (COR): The COR is the individual designated in writing by the CO to act as his/her authorized representative within the scope and limitations as defined by the CO.

1.6 BASIC CLEANING SERVICES: All cleaning tasks shall be accomplished to meet the requirements of this PWS and Attachment 4, Acceptable Performance Levels (APLs). There are minimum frequencies that each area will require cleaning in Attachment 5. The Contractor shall maintain each facility to the standards established in this contract. Services listed below may not be required for some or any of the buildings listed in the schedules. Attachments 5 and 6 include frequency and square footage requirements for each building.

1.6.1 SWEEP/DUST MOP FLOORS: All accessible floor and computer floor surface area shall be swept or dust mopped, including corners and abutments shall be free of liter, dust and debris. Chairs, trash receptacles and easily movable items shall be moved to maintain floor underneath these items. All moved items shall be returned to their proper position when all operations have been completed.

1.6.2 MOP FLOORS: All accessible floor areas shall be damp and/ or wet mopped. Chairs, trash receptacles and easily movable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their proper position when all operations have been completed. After being mopped, the floor shall have a uniform appearance with no streaks, swirl marks, detergent residue or any evidence of soil, stains, film debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboard etc., or mop stains remaining in the area.

1.6.3 CARPETS: All carpets areas shown in Attachment 6, shall be vacuumed and free of all visible lint, liter, soil and imbedded grit. Any spot shall be removed by carpet manufacturer‘s approved methods as soon as noticed. Area and throw rugs are to receive these services also. All tears, burns and raveling shall be brought to the attention of the COR.

1.6.3.1 CARPET SHAMPOOING: Contractor shall shampoo and clean carpets every six months.

1.6.4 WALK-OFF MATS: The Contractor shall on a daily basis vacuum/clean interior and exterior walk-off mats. After vacuuming or cleaning, mats shall be free of all visible lint, litter and soil. Carpet style mats entrance mates shall be vacuumed to remove soil and dirt and to restore resiliency of the carpet pile. Rubber or polyester entrance mats shall be swept, vacuumed or hosed-down and then dried to remove soil and grit. Soil and moisture underneath entrance mats shall be removed and masts returned to their normal location.

1.6.5 FURNITURE AND UPHOLSTERED FURNITURE: All horizontal surfaces, such as window sills, window blinds, hand rails, woods strips, door frames, exposed piping, light fixtures, covers and diffusers, ceiling and walls within six feet from the top of the finished floor shall be free of lint, dust, dirt, cobwebs, marks, finger prints, smudges and other accumulated soils. Items on furniture tops are to be dusted and replaced; however, items on desktops such as papers are not to be disturbed. Upholstered furniture shall be free of dust, dirt, lint or other stained and discoloration and shall be kept free of all visible lint, litter, soil and imbedded grit.

1.6.6 TRASH: All trash receptacles including all administrative and office areas shall be emptied and returned to their initial location on a daily basis with contractor provided plastic liners. Any obviously soiled or torn plastic trash receptacle liners in such receptacles shall be replaced. Boxes, cans, and papers placed near a trash receptacle and marked “TRASH” shall be removed. All debris or liquids remaining in a trash receptacle due to a leaky plastic trash bag shall be removed. Trash shall be disposed of in a secured plastic bag. The contractor shall pick up any trash that may fall into the facility or grounds during the removal of such trash collection. All refuse collected shall be disposed of in the nearest trash dumpster outside the building. Unless otherwise indicated, trash shall be emptied from all wastebaskets. Dirty trash receptacles shall be washed inside and out and shall be odor free.

1.6.7 INTERIOR GLASS/WALL SURFACES: Includes all glass partitions, walls, mirrors and adjacent strips. It does not include glass surfaces that are integral part of the outer wall of the building. Interior glass and wall surfaces shall be free of dust, dirt, smudges, film, tape, streaks, watermarks or other foreign matter.

1.6.8 GENERAL SPOT CLEANING: Spot cleaning includes the removal of or cleaning of smudges, fingerprints, marks, streaks, spills etc. from washable surfaces of all walls, partitions, vents, grill work, door guards, door handles, push bars, kick plates and fixtures. Germicidal detergent shall be used in common areas and break areas. After spot cleaning, the surface shall have a clean, uniform appearance; free of streaks, spots and other evidence of removed soil. Janitor‘s closet shall be kept neat and orderly with restocking materials and cleaning solutions.

1.6.9 CLEANING OF RESTROOMS: All cleaning tasks shall be accomplished to meet the requirements of this PWS and Technical Exhibit 1, Performance Requirements Summary (PRS). There are minimum frequencies that each area will require cleaning in Technical Exhibit 2. The contractor shall maintain each area to the standards established in this contract. This may require contractor services at more frequent intervals such as re-supply restrooms to ensure adequate supplies are available. As referenced in Attachment 6, restroom area consists of two separate rooms, male and female, with four stalls each and two lavatories each.

1.6.9.1 CLEANING AND DISINFECT: Clean and disinfect all surfaces of sinks, wash bowls, toilet bowls and seats, urinals, lavatories, dispensers, plumbing fixtures, partitions, door, walls, polish exposed piping, mirrors and other such surfaces daily utilizing a damp cloth or mop with disinfectant or germicidal detergent. Disinfect all surfaces of partitions, stalls, stall doors, entry doors (including handles, kick plates, ventilation grates, metal guards, etc.) and wall areas adjacent to wall mounted lavatories, urinals and toilets. After cleaning, receptacles will be left free of deposits, dirt, smudges and streaks, soap film, dust, soils, graffiti, scum and odors. All bright metal finishes such as faucets, pipes, fittings, and hardware shall be kept in a bright and clean condition.

1.6.9.2 SWEEP AND MOP FLOOR: After sweeping and mopping, the entire surface shall be free from litter, dust and foreign debris. Floor shall have a uniform appearance without streaks, swirls, marks, detergent residue, or any evidence of soil, stain, film or standing water. Easily moveable items shall be tilted or moved aside to sweep and damp mop underneath. Restroom floors shall be stripped, scrubbed, waxed, etc., as necessary to maintain sanitary conditions and a clean, uniform appearance.

1.6.9.3 REMOVE TRASH: All trash receptacles shall be emptied and returned to their initial location with contractor provided plastic liners. Any obviously soiled or torn plastic trash receptacle liners in such receptacles shall be replaced. Boxes, cans, papers placed near a trash receptacle and marked “TRASH” shall be removed. All debris or liquids remaining in a trash receptacle due to a leaky plastic trash bag shall be removed. Trash shall be disposed of in a secured plastic bag. The contractor shall pick up any trash that may fall onto the facility or grounds during the removal of such trash collection. All refuse collected shall be disposed of in the nearest trash dumpster outside the building. Unless otherwise indicated, trash shall be emptied from all wastebaskets. Dirty trash receptacles shall be washed inside and out and shall be odor free.

1.6.9.4 RE-SUPPLY RESTROOMS: Contractor shall ensure restrooms are stocked to ensure supplies (paper towels, toilet paper and soap) do not run out and that dispensers are in working order. At a minimum, each restroom will be stocked at the frequency established in Technical Exhibit 2. Supplies shall be stocked in designated areas or off-site at contractor‘s facility. No overstocking shall be allowed. If supplies run out prior to the next service date, the contractor shall refill within one day notification.

1.6.10 OUTSIDE OFFICE AREAS, PATHWAYS AND BREAK AREAS: Contractor shall sweep, clean and wash down all exterior pathways/walkways and break areas on a daily basis. Contractor shall ensure trash and litter shall be disposed of in a secured plastic bag. The contractor shall pick up any trash that may fall onto the facility or grounds during the removal of such trash collection. All refuse collected shall be disposed of in the nearest trash dumpster outside the building. Unless otherwise indicated, trash shall be emptied from all outside wastebaskets. Dirty trash receptacles shall be washed inside and out and shall be odor free.

1.6.11 OUTSIDE YARD AREA: Contractor shall clean outdoor furniture and outside equipment before and after placing into service or transporting out of yard. Contractor shall clean all types of equipment prior to packing, loading and transporting out of yard. Contractor will use water and light soap to clean outdoor furniture and outside equipment. Outside areas shall be kept neat and orderly.

1.6.12 RECYCLABLE CONTAINERS: All recyclable receptacles will be monitored and have contents collected and transferred to the main collection point as required by the COR. All recyclable receptacles shall be emptied and returned to their initial location with contractor provided plastic liners. Any soiled or torn plastic receptacle liners in such receptacles shall be replaced. All debris or liquids remaining in a receptacle due to a leaky plastic bag shall be removed. Dirty recyclable receptacles shall be washed inside and out and shall be order free.

1.6.13 WATER COOLERS/REFRIGERATION UNITS/MICROWAVES: Contractor shall clean the water coolers, refrigeration units and microwaves and ensure it is free from any dirt and grime at all times, both interior and exterior.

1.6.14 INSIDE AND OUTSIDE PERIMETER FENCE LINE: Contractor shall monitor, and clean inside and outside of perimeter fence line. Contractor shall ensure trash and litter found against the inside and outside of the perimeter fence shall be disposed of in a secured plastic bag. The contractor shall pick up any trash that may fall onto the facility or grounds during the removal of such trash collection. All refuse collected shall be disposed of in the nearest trash dumpster outside the building. Unless otherwise indicated, trash shall be emptied from all outside wastebaskets. Dirty trash receptacles shall be washed inside and out and shall be odor free. Trash pick-up around the fence line should be performed twice daily.

1.7 PERIODIC CLEANING:

1.7.1 CLEAN MINI BLINDS: The contractor shall dust and rid of all debris from the mini blinds at a minimum of one time per month or as required by the COR.

1.7.2 AIR CONDITIONING UNITS: There are approximately 67 Air Conditioning units on the DLA Disposition Services Kuwait site. The contractor shall clean the air filters one time per month. Cleaning of air filters shall commence the first Sunday of each month. Cleaning of air filters will be completed within seven business days as scheduled by COR. Contractor shall adhere to AC units cleaning instructions to ensure proper handling is conducted to avoid damaging the units. Contractor will ensure that air filters are allowed to dry before placing back into service.

1.8 QUALITY CONTROL/QUALITY ASSURANCE: The contractor shall establish a quality control program to ensure the requirements of the contract are provided as specified. The Contractor‘s Quality Control Program shall be provided to the Contracting Officer in accordance with the Contractor Report Requirements.

1.8.1 CONTRACTOR QUALITY CONTROL: The Contractor shall furnish a “Custodial Inspection Report. provided by USG. ” (Monthly Custodial Inspection Report will be submitted to and approved by Contracting Officer or his representative by the 25th of each month or the next business day should the 25th fall on holiday or non-business day. ) The report shall contain a list of services required to be performed by the contractor for each building/area receiving custodial services. The contractor or his project manager shall conduct inspections of each building after completion of each business day. Inspection shall occur not less often than once each cleaning day, to assure all elements or required services are properly performed and the building/area is being maintained at the level that meets the quality and performance standards of these specifications. The Contractor‘s custodial personnel will initial the form upon completion of service each day, corresponding with the tasks they have individually performed that cleaning day. The Contractor or his project superintendent and supervisory personnel shall initial the form daily verifying the services performed were completed in accordance with and meet the quality and performance standards of these specifications.

1.8.1.1 Monthly Inspection Form will be provided by the USG representative. The form shall be submitted to and approved by Contracting Officer or his representative by the 25th of each month or the next business day should the 25th fall on holiday or non-business day. ) On the first day of each month, Contractor personnel shall post in each building or working area, at a location predetermined by the Contracting Officers Representative (COR) or the USG representative, a properly prepared inspection form. A “properly prepared” form shall show the building number and building/area, all services to be performed during the month (daily, weekly, monthly or quarterly) and space for custodial and supervisory personnel to initial daily to indicate that service was performed that day. Additionally, space shall be provided for the Contract Inspector to make periodic general comments concerning services performed.

1.8.1.2 The Contractor shall arrange the custodial inspection report or any attached sheets in numerical order by building number and deliver them to the responsible Contract Inspector no later than 4:00 p.m. the fifth work day of each month. These forms shall be used to substantiate the Contractor‘s monthly invoice for services rendered. Each completed form shall be endorsed by the Contractor or his duly authorized representative with the following statement: “I certify all services were performed in accordance with, and meet the quality and performance standards of the specifications and all other terms and conditions of this contract.”

1.8.2 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): The purpose of this plan is to prescribe the responsibilities, procedures, techniques, criteria and guidelines for the routine quality assurance, assessing the contractor‘s performance for determining performance under the contract for Custodial Services at DLA Disposition Services Kuwait, Camp Arifjan, Kuwait. Any changes to this plan must receive prior approval from the Contracting Officer (CO).

1.8.2.1 APPLICABILITY: This plan, together with related contractual provisions, is applicable to and shall be used by all Government personnel involved in the surveillance of the Contractor‘s performance.

1.8.2.2 RESPONSIBILITIES: The overall responsibility for implementation and maintenance of this plan rests with the Contracting Officer‘s Representative (COR). The COR is responsible for ongoing Contractor surveillance in accordance with this plan, the contract and instructions from the Contracting Officer, acquiring data as specified in surveillance plan and other data necessary to the evaluation of the Contractor‘s performance.

1.8.2.3 CONSOLIDATING DATA: Data and preparing written reports for the Contracting Officer relative to the Contractor‘s performance will be prepared by the COR.

1.8.2.4 ATTACHMENT 3: This is the customer complaint document. This form will be provided by the customer to the contractor as a means of communicating less than standard services. Just a few examples of reportable services include trash not being emptied daily, floors not being swept or mopped daily or any unsanitary conditions that may exist during the life of this contract.

1.8.3 CONTRACT SURVEILLANCE PROCEDURES

1.8.3.1 ATTACHMENT 4: Contains Acceptable Performance Levels (APLs) for each effort to be inspected. The APL surveillance will be assigned to the COR who will be the point of contact for this surveillance and take full responsibility for this surveillance.

1.8.3.2 GATHERING DATA: The COR is responsible for gathering all required data, performing the surveillance, completing all documentation required, maintaining the surveillance folder and keeping the Contracting Officer informed to significant problems or accomplishments.

1.8.3.3 SURVEILLANCE: Each surveillance will be performed in accordance with (IAW) guidance in this plan. If for any reason the plan must be changed it is the responsibility of the COR to head this effort. The CO may appoint Quality Assurance Evaluators (QAE) to perform Contractor surveillance.

1.8.3.4 SURVEILLANCE DATA: All surveillance data will be completed monthly and provided to the COR no later than 10th of the month.

1.8.3.5 CONFERENCE: The COR will schedule a conference with the Contractor, the Contracting Officer and the COR as needed. The purpose of this conference is to discuss performance provide direction and reach mutual solutions for resolution.

1.8.4 PROCEDURES

1.8.4.1 REVIEWS AND ASSESSMENT: The COR will make frequent reviews and assessments of the Contractor‘s performance as set forth in this plan. These reviews will be based on personal observations; available data derived from reports and other verifiable Contractor information.

1.9 CONTRACTOR’S PERSONNEL

1.9.1 CONFLICT OF INTEREST: Contractor shall not employ any person who is an employee of the United States Government, if the employment of that person would create or appear to create a conflict of interest. In addition, the contractor shall not employ off-duty COR, or any person who is an employee of Defense Logistics Agency if such employment would be contrary to the policies contained in Standards of Conduct. The contractor shall not employ any relatives of Government personnel who have either direct or indirect association with the awarding or administration of this contract.

1.9.2 Reserved.

1.9.3 LITERACY OF CONTRACTOR EMPLOYEES: All contractor employees required to interface with Government employees shall be literate in English to the extent of being able to read and understand printed regulations, detailed written orders, directives, training instructions and material, and traffic or other signs posted on Camp Arifjan, Kuwait and at the DLA Disposition Services Kuwait.

1.9.4 CONDUCT OF PERSONNEL OFF DUTY: While on duty working in Government buildings and on Government property, personnel employed by the contractor shall be prohibited from sleeping, using Government telephones and utilizing Government facilities for recreational activities. Personal items in office areas, such as desk accessories, radios, supplies, pens, pencils, plants and food shall not be disturbed by the contractor‘s employees at any time. Contractor‘s employees are subject to Government standards of conduct including sexual harassment. Clothing, personal grooming, and personal cleanliness standards for Government working environment apply.

1.9.5 PERSONNEL APPEARANCE: Contractor personnel shall present a neat appearance and be easily recognized. Contractor is responsible for providing uniforms bearing the name of the company and must be worn at all times while on the DLA Disp Svcs premises in order to easily identify individual as employee of the company. The military uniform, or any part thereof, may not be worn by contractor‘s employees while performing work under this contract. Additionally, employees shall be fully attired. Contractor shall provide all required safety equipment to their employees as required by DLA Disposition Services Kuwait Standard Operation Procedures such as hard hat, hand and eye protection, reflective vest and proper foot protection as required.

1.9.6 STANDARDS OF CONDUCT: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering Camp Arifjan, Kuwait and DLA Disposition Services Kuwait’s compound/facilities, shall obey all regulations of installation and DLA Disposition Services Kuwait and shall be subject to surveillance to ensure that no violations occur. The contractor shall be responsible for maintaining satisfactory standards of employee competency and conduct and taking such disciplinary actions with respect to contractor employees as may be necessary. The contractor shall ensure that all personnel employed in the performance of this contract shall meet host nation residency and employment requirements as well as installation requirements. No contractor employee shall be permitted on DLA Disposition Services Kuwait Compound when investigation reveals employee‘s presence would be detrimental to the security of the installation or to the accomplishment of the work prescribed. The Government reserves the right to refuse to permit any contractor employee to perform services under this contract who is not in compliance with requirements of this contract (for example, employees not meeting stated minimum qualifications). In such cases, the CO/COR shall advise the contractor of the reason for requesting an employee‘s removal or withdrawal of authorization to enter DLA Disposition Services Kuwait Compound.

1.9.7 DISORDERLY CONDUCT: Disorderly conduct, such as use of abusive or offensive language, quarreling, intimidation by works or actions, or fighting shall not be condoned. Contractor employees shall not participate in disruptive activities which interfere with normal and efficient Government operations.

1.9.8 INTOXICANTS: The contractor shall not allow any employees, while on Camp Arifjan or the DLA Disposition Kuwait premises, to possess, sell, consume, or be under the influence of intoxicants, illicit drugs, or any other incapacitating agent which produces similar effects. The CO/COR shall require the contractor to remove from the job site, any contractor employee found under the influence of intoxicants, illicit drugs, or incapacitating agent during his tour of duty.

1.9.9 CRIMINAL ACTIONS: Contractor employees shall be subject to prosecution for criminal actions. These shall include, but are not limited to, the following:

a. Falsification, unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omission from official documents or records.

b. Theft, vandalism, immoral conduct, or unauthorized use of Government property.

c. Unethical or improper use of official authority or credentials.

d. Misuse of weapons, including possession of weapons on Camp Arifjan or the DLA Disposition Services Kuwait premises.

e. Violations of law, such as traffic offenses, which have been assimilated and are enforced through the Camp Arifjan Military Police.

f. The contractor‘s employees shall be on Camp Arifjan and/or the DLA Disposition Services Kuwait premises only for contractual duties and not for other non-contractual purposes.

1.9.10 CLEAN UP OF SPILLS OR LEAKS: The contractor is solely responsible for any and all spills or leaks during the performance of this contract that occur as a result of or are contributed to by the actions of its agents, employees, or subcontractors. The contractor agrees to clean up such spills or leaks in a manner that complies with applicable environmental and Safety laws and regulations. This clean-up is at no cost to the Government.

1.10 GENERAL INFORMATION

1.10.1 PHYSICAL SECURITY: The Contractor shall coordinate base/installation access for all their employees. The Contractor will be familiar with, and comply with all Base Command policies regarding security considerations for all contractor employees. The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. Items forbidden on site include “strike anywhere” matches, alcoholic beverages, narcotics, photographic equipment, unauthorized tools, firearms, explosives and illegal knives (stilettos, switchblades, hook blades and blades over three inches in length). Personnel shall not retain passes and/or badges upon job completion or termination, enter the site in an intoxicated condition, fight, gamble, picket or create a disturbance. All contractor personnel shall adhere to all Camp Arifjan and DLA Disposition Services Kuwait fire, safety, security, and other applicable regulations/policies.

1.10.2 CONTRACTOR ACCESS: Only authorized personnel shall have access to the Camp Arifjan, Kuwait. The contractor is responsible for providing personnel who are technically certified and badged for base access. The Government shall provide access to buildings on DLA Disposition Services Kuwait.

1.10.3 CONTRACTOR ONSITE LEAD: The contractor shall designate a skilled laborer as the lead worker with authority over the other contractor employee(s) on-site to resolve performance or other service issues that may arise during performance of this contract. The Lead Worker shall be able to read, write, speak and comprehend American English.

1.10.4 MATERIAL SAFETY DATA SHEETS (MSDS): The contractor shall provide to the Government three copies of the MSDS for all cleaning products used during the performance of this contract.

1.10.5 DLA DISPOSITION SERVICES ENVIRONMENTAL MANAGEMENT SYSTEM: DLA Disposition Services implemented EMS in accordance with ISO 14001:2004(E), DOD and DLA requirements at all Disposition Services appropriate facilities. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy of an organization. The Disposition Services EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the Disposition Services mission. The Disposition Services EMS program is explained in DRMS-I 6050.2, Environmental Management System (EMS) Core Instruction. Site supplements detailed information required by EMS at a local level such as local, state and host environmental regulations as well as local emergency procedures and operating procedures unique to the location. Site supplements also contain information concerning the local interaction between the Disposition Services tenant appropriate facility and the DOD/DLA host facility EMS program. Contractors and their personnel are required to be aware that each Disposition Services appropriate facility has an EMS and to be aware of EMS policies to perform work and/or gain access to an installation. Each Disposition Services activity maintains EMS awareness posters that identify the Disposition Services Environmental Management Representative (EMR) and host facility EMR for specific guidance concerning any specific facilities' EMS program. 1.10.6 SAFETY REQUIREMENTS: In performing work under this contract, the contractor shall conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes. Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period), a safety plan for the protection of government personnel, facilities and property and to provide a safe work environment for contractor personnel. Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable. Record and report promptly (within one hour) to the contracting officer or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel. In the event of an accident/ mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed. The contractor shall include a clause in each applicable subcontract requiring the subcontractor’s cooperation and assistance in accident reporting and investigation. The contractor shall be accountable for all tools to be used on the job.

a. The contractor shall ensure that all personnel meet Security specifications and force protection requirements in accordance with Arifjan security guidelines for entry and work conducted on the camp.

b. Contractor personnel shall be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that display the company's name or the employee's name.

c. The contractor shall be responsible for obtaining base access badges for all contractor employees.

d. The contractor shall be responsible for accountability of all their personnel working on Disposition Services Kuwait, Camp Arifjan.

1.10.7 INSURANCE: Contractor pays all employment/payroll taxes, and insurance for their personnel as prescribed by local, regional, and national laws. The contractor is responsible to provide all insurance as required by Kuwaiti Government Laws and, in the event of an accident, is solely responsible for all injuries to their personnel. The Government assumes no liability for injuries. The Government will provide medical treatment only in emergencies and only treatment that is necessary for the patient until he can be evacuated to a local treatment facility.

1.10.8 LABOR LAWS: The contractor shall be in full compliance with all Kuwaiti labor and related laws. The contractor shall assume full responsibility and liability for compliance with all applicable local, state and federal regulations pertaining to the health and safety of personnel and environmental management during the execution of work.

1.10.9 SERVICE SCHEDULES: Daily required janitorial services will be from 07:00 – 16:00 Sunday through Thursday with Fridays and Saturdays being off days. This schedule is subject to change based on operational workload and ASG Kuwait directives. The Government and contractor shall develop and maintain a service schedule for DLA Disposition Services Kuwait; Buildings T830, T831, T832, T833, T834, T835, T836, T837, T838, T839, T843, T844; 5,758 Linear Feet of Perimeter Fence at Camp Arifjan, Kuwait. The service schedule shall be finalized within five (5) business days after contract award but no later than the Contract Performance Start Date. The contractor shall coordinate with the COR to agree upon a day and time that cleaning shall be done that is convenient both to the contractor and the occupants of the building. Contractor shall provide written notification to the COR informing him/her of the day cleaning shall be accomplished in their building. The COR shall be advised of changes as they occur. The contractor shall comply with the schedule as authorized by the COR. The Disposition Services at Camp Arifjan, Kuwait is open five (5) days a week, multiple hours per day operation with the core hours of operation being 06:30 until 18:00. Additionally, Disposition Services at Camp Arifjan will be observing all US Federal holidays as referenced in section 1.1.2. During these Holidays, operations will be shut down for which the contractor personnel will not be expected to be at work due to little or no staff being on site. The contractor as part of their bid proposal shall explain how they will ensure that areas are maintained and are kept adequately and properly supplied at all times to include a proposed daily work schedule (i.e.) daily employee start and end times.

1.10.10 DRIVER QUALIFICATIONS: Contractor employees shall be required to have a valid driver‘s license for operating a motor vehicle on Camp Arifjan, Kuwait. The contractor is responsible for providing transportation to and from the work site for all their employees assigned to this contract.

1.10.11 VEHICLE REGISTRATION: All contractor or subcontractor-owned vehicles and privately owned vehicles of contractor or subcontractor employees, shall be properly registered, insured, licensed, and safety inspected IAW applicable Federal, installation, and host country and local requirements. Said vehicles shall also be registered IAW Camp Arifjan, Kuwait requirements, decals, if issued, shall be properly displayed. Evidence of a valid Camp Arifjan driver‘s license, vehicle registration and insurance identification is required. The contractor shall ensure that all contractor employees are aware of and adhere to all regulations of Camp Arifjan, Kuwait pertinent to their access to the installation; i.e. traffic regulations, security regulations, etc.

1.10.12 CONSERVATION OF UTILITES: The contractor shall be directly responsible for instructing employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which preclude the waste of utilities, which shall include, but shall not necessarily by limited to:

a. Lights shall be used only in areas where and at the time when work is actually being performed. Upon completion of service, lights shall be turned OFF.

b. Mechanical equipment controls for heating, ventilation and air conditioning systems shall not be adjusted by contractor workers.

c. Water faucets or valves shall be turned OFF after required usage has been accomplished.

d. Government telephones shall not be used for personal reasons, nor for any toll or long distance calls.
