The purpose of this amendment is to answer questions received from potential offerors, provide picture and extend the closing date.
Vendor Questions with Answers:
1. What is the max. and min. loading in pounds on a pallet ?
Answer: As listed on page 2 of 10 in the SOW, "Each row will have three levels of pallets using 12' tall vertical columns, 48" deep pallet spaces with roll-in pallet supports 108" wide horizontal load beams and horizontal load beams will be spaced to support 52" of available pallet height space. Each 108" horizontal load beam will support a minimum a 5990 lbs load capacity."
2. What is the psi rating of the warehouse floors?
Answer: Specifics are unknown; assume a minimum of 3000 PSI of reinforced concrete.
3. Do you have a layout of the racking for each building? This needed to do the seismic calculations.
Answer: Travel budget restricted the engineer's site visit so specific building layouts, schematics of rack layouts are not available. A site visit is authorized (See page 26 of 26 of solicitation). It's assumed that the structural engineer will require the concrete's core sample.
4. Are the upright 40, 48 or 42 inches deep?
Answer: All pallet racking will be 48 inches deep as listed on page 2 of 10 in the Solicitation.
5. Is there a current racking layout so we can base disassembly fees and the amount of material that will be needed? Drawings of the actual warehouses would be very helpful.
Answer: Unfortunately, travel budget restricted the engineer's site visit so specific building layouts, schematics of rack layouts are not available. Each building's allowable work area is approximately 39.6 wide x 225' long x 15' high ceiling height (as listed on page 2 of 10 in the SOW). It's recommended the vendor sketch a rough design with the known data to assist in their planning. As listed on page 4 of 10 in the SOW, "Aisles will be spaced no less than 14' apart."
6. How many of the rows in the Solicitation are double rows, and how will the warehouses be laid out?
Answer: It's fair to assume based off the building's known data listed in the SOW that each center two rows will be double rows; hence one double row per building.
7. Can you please provide pictures or drawings of the existing lay out? It will be extremely difficult to gather all the information we need at a site visit.
Answer: See answer to question 5.
8. Will there be any drawings for this project? This project is very similar to the project posted on the
FBO
for pallet racking at Davis-Monthan AFB. That particular solicitation had drawings for each building. Is there any chance this one will have similar drawings? I also noticed there are no height dimensions for the uprights.
Answer: See answer to question 5.
9. In the building descriptions in section 5.2 are we to assume that these descriptions are for the existing teardown and the same layout will be used for the new pallet rack?
Answer: Yes.
10. Can you tell me if you have a TDP for your RFQ SP4510-13-Q-0016?
Answer: No.
11. Please advise if there are any drawings or photos available of the existing buildings and pallet rack layout.
Answer: The attached pictures do not represent a good depiction of the racking project requirements, but it's the best available.
12. We emboss our frame with the column size and gage thickness only. Does not have our full name (abbreviated R-U-R) or part number on it.
Answer: Embossing is an acceptable means to permanently mark the racks as described, however the listed data is required for each component and is crucial that a manufacture's database to reference is available if/when replacement parts are required (the true goal).
13. Our beams are only painted once; Powder coat paint with 2.5 to 3 mil. Thickness. Is this acceptable?
Answer: Yes, this is technically acceptable.
14. Our frames are welded instead of bolted. Our upright frames are welded bracing connections. Our upright frames and beams are powder coated. Some inside surface will have less paint on them and could rust in humid climates like a wet cooler. We do not epoxy paint. Is this acceptable?
Answer: Based off the combined information listed, this is not a technically acceptable product. Powder coat is fine, welded frames may/may not restrict capabilities, but the total end-state is what's required (slotted beams to support easily adjustable pallet support design).
15. If you are wanting the rack to not rust, then the rack will need to have a galvanized finish. Painted rack will eventually rust. We offer a hot dip galvanized product. Is this acceptable?
Answer: Yes, this is technically acceptable.
16. Please clarify if you want the galvanized finish.
Answer: Yes, galvanizing the metal is technically acceptable.
17. You do not specify what height you want on the upright frames, if you ceiling height is only 15’ tall then you can only get 14’ tall uprights per code for sprinklers. With that being said you want the beam spacing to be at 52” therefore you will only get 2 beam levels instead of the three you are requesting(minus the floor level). At 52” spacing the highest beam level will be 156” the next height would be 208” which is not capable because of the ceiling height. If there are varying upright heights, you will need to go into more detail for us to quote properly.
Answer: 15’ tall vertical columns are acceptable.
18. Permits, Calculations, and Signed and Stamped Documents: This can only be acquired if the onsite or Contracting officer can provide the Soil Compaction, concrete PSI and the depth of the concrete slab. If not this will be an expense to the bid that is proposed and can be very costly. This also brings a concern, if the PSI and soil results show that only a certain amount of weight can be attributed to the slab therefore all of your seismic and weight capacity will have to change. We must also consider the time it is going to take to schedule a licensed individual to come on site and to do the proposed work for each building if the present contractor or onsite manger does not have the correct paperwork to show the three items above.
Answer: All is acknowledged. At this time, historic files with the data are inaccessible to the assigned DLA engineer. We acknowledge a substantial added expense for this project; please submit your offer and we can always change the design/down scope if required. What’s truly the goal is a historic document in the file to support design layouts to support future operational planning and legal inquiries in case a catastrophic event occurs.
19. Why would you have 2 pallet supports per pallet position that can only carry a 1000lbs each but then have a beam level capable of holding 6000lbs? If you have 4 pallet supports per beam level that are only capable of holding a 1000lbs and then therefore only holding 4000lbs why would you get beams that are rated for an additional 2000lbs? Please advise….
Answer: Pallet supports are also commonly referred as cross bars. These pieces of metal mitigate the fork lift operator’s error when placing/removing a load. The racks’s horizontal beams are designed to carry the load. If you have other options please do offer your advice for consideration.
20. To get an accurate tear down and install quote, would we be able to get the number of bolted in the concrete frames there are. Are the bolts screw in bolts or are they flanged? This number will help us assess how many bolts will need to be cut and how many holes will need to be filled.
Answer: It is unknown the number and type of current bolts.
21. On the Defense Logistics website it states the hours of operation are 07:30-15:30 Monday-Friday, what would be the latest that my team could stay there and could we work Saturday?
Answer: It’s doubtful Saturday work will be authorized due to budget constraints, but the awarded contractor is to set up pre-installation meeting date, time, and location with the COR.
22. Will there be any safety meetings prior to performing work?
Answer: The awarded contractor is to set up pre-installation meeting date, time, and location with the COR.
23. Could you send me pictures of each buildings pallet rack as they stand now?
Answer: Yes, however please note that the archived pictures are old and not clear (see attached pictures).
24. Can you send me a bill of materials or a list of components for the new racking? We have rack runs, but can't determine the quantities needed.
Answer: No. We are relying on the vendor to develop a BOM based off their site layout/site visit.
25. What are your terms for payment? Do you give any upfront funds for materials?
Answer: See FAR 52.212-4. No financing will be provided.
26. Are you interested in getting a credit towards the new racking for us to take the worn/used old racking?
If so, how old is the old rack and why are you getting rid of it?
Answer: No, another contract restricts this option.
27. How much time will we have to execute the job?
Answer: Reference Solicitation (page 7 of 26): “DELIVERY/PERFORMANCE TIMEFRAMES:All required services must be completed within 60 calendar days from date of contract award. The contractor must provide at least 14 calendar days advance notice to the contracting officer representative (COR) before rendering services at the site.” If this cannot be completed in the above listed timeframe the contractor and COR can re-negotiate an acceptable timeframe.
28. Will we need to get background checks on every person entering the project site?
Answer: The crew must be able to access the installation. If able to get on the base, then they’ll be able to access DLA’s warehouse/facilities.
29. When is the site visit?
Answer: See page 26 of 26 of solicitation.
30. Is there a forklift and/or scissor lift at the facility that we could use?
Answer: yes, however the awardee will be required to provide all material handling equipment to safely complete their project. The goal is minimize the burden on current operations. Reference paragraph 7 of solicitation.
31. The requirement that “Each individual component must be permanently marked with the manufacturer’s brand name [and] replacement part number” strikes me as a bizarre. I know of no brand name manufacturer who does this. It would be a mindless task to comply with this requirement and an unnecessary expense to the government.
Answer: I’m sure what’s confusing is writing semantics, however what’s truly important is the manufacture’s brand name and replacement part number can be recognized by the manufacturer to support ease in component replacement.
32. 40" deep racks are being removed, specifications call for replacement with 48" deep sections. The additional depth does not appear to be a viable alternative. Pallets in use here will not store safely on the deeper crossbars without using optional wire rack sections for each compartment. You will also lose valuable aisle space for access to racks. With the more expensive 48" design and the added expense of wire racks, the cost of the project will be greatly increased. Replacement with a standard 36" or 42" depth would save money and meet space requirements.
Answer: 48" deep racks are the way-ahead at the Huntsville site for many reasons; mainly reducing pallet overhang (safety) and a minimum available aisle space of 10 feet would exist after installation. Wire racks would add an additional expense but offers an additional safety precaution. If wire racks are used the following is required: Over the beam or commonly referred as “waterfall-type” wire mesh decking that’s 48” deep x 52” wide, 2 ½” x 4” mesh spacing size, and has a capacity of 3000 lbs each with four support channels each. This is in lieu of pallet supports.
33. Can electrostatically coated material be used in place of two coats of oven baked?
Answer: Yes, electro-statically immersed in an epoxy paint is a robust technique to ensure the material is resistant to the humidity and is acceptable. Rust commoly forms at the base and reduces the life expectancy -note the attached picture. Others options such as spray painting/baked on is an acceptable technique, but after additional research it's less perferred, though not an evaluation factor for award.
