DLA Disposition Services Huntsville Statement of Work (SOW)
1. INTRODUCTION
The primary mission of the Defense Logistics Agency (DLA), Disposition Services is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA, Disposition Services is headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire fixed height industrial-type racking at the DLA facility, Warehouse Road, Redstone Arsenal, Al 35898-7320.
2. SCOPE
DLA Disposition Services Huntsville has the requirement for the dismantling of existing/worn pallet racking, purchase and install a new rack system in buildings 7420, 7403, 7404, 7405, 7406, 7413, 7414, 7415 on Redstone Arsenal, Alabama. Current layout will be followed for future reinstallation, with the exception of Building 7420, which will have 192 pallet spaces dismantled and not replaced.
DLA Disposition Services Huntsville requires a 24 hour notification for all visitors. Completion date for all CLINs is 60 calendar days after award of this contract.
3. DISASSEMBLY AND REMOVAL OF EXISTING PALLET RACKING (CLIN 0001), Buildings: 7420, 7403, 7404, 7405, 7406, 7413, 7414, 7415 Contractor shall provide all labor, material and equipment to:
- Dismantle the existing racks that extend in sections from 20 feet to 225 feet /per row.
- Remove all the current racks in buildings 7420, 7403, 7404, 7405, 7406, 7413, 7414, 7415. Random racks are to be bolted to the floor; 12 existing corner protectors or guards are present in Building 7405 only.
- Remove the column bolts if present and fill with epoxy-type filler (grey in color closely matching the existing concrete floor).
Alternatively, if bolts cannot be removed without causing excessive damage, the Contractor shall grind the column bolts flush to the concrete floor ensuring no sharp protruding edges remain.
Existing rack rows are various configurations in length, three tiers tall with approximately 108” load beams, 40” deep, and varied isle spacing between 14’ to 14.6’ wide. The dismantled pallet racking shall be the responsibility of the Site Manager and disposed of through internal processes. The contractor shall place dismantled pallet racking within 100 meters from the building (based off the Site Manager’s discretion).
4. PURCHASE OF PALLET RACKING (CLIN 0002)
CLIN 0002 shall incorporate all material costs associated with the purchase of new pallet racking. All material and equipment shall be delivered to: DLA Disposition Services Huntsville.
Items offered shall meet all specifications identified in paragraph 4 to be deemed technically acceptable.
The following specifications are common to all existing rack configuration to be purchased and installed: 48” deep vertical columns, 108” long horizontal load beams with a minimum rated capacity of 5990 lbs each, pallet supports as listed below, install horizontal load beams to be approximately at 52 inches above the floor, between 108” and 110” above the floor, and if a 3rd load beam is used install approximately at 165” above the floor. Contractor shall be prepared to adjust rack height spacing listed (as needed) in order to meet any requests from the Site Manager. Vertical column heights will vary due to ceiling heights (see below). Vertical columns shall have a minimum 23,000 lbs load capacity and vary in heights (specific to each building listed below).
A minimum of two roll-in pallet supports per load (i.e. four pallet supports per 108” platform), capable of withstanding loading/off-loading accidents and beam spreading. The pallet supports shall support a minimum of 1000 lb. loads. All pallet supports shall be designed to support 48” deep pallet spaces.
The contractor shall permanently mark the manufacture’s brand name, component part number, and capacity on each component (i.e.
horizontal load platforms and columns). Acceptable examples of permanent marking are spot welded or riveted data plate, or the manufacture’s stamping during the fabrication process. If permanent marking is not installed by the manufacturer, the licensed structural engineer must re-evaluate the manufacture’s capabilities and ensure the marking process doesn’t conflict with the RMI standards, or alter the manufacture’s capabilities to be non-seismic compliant, and in clear and plain English state the rack’s capacities.
4.1 Additional Racking Specifications –
4.1.1 Each individual component must be permanently marked with the manufacture’s brand name, replacement part number recognized by the manufacturer to support ease in component replacement.
4.1.2 All beams are to receive two solid coats of paint on every surface and then oven baked to support corrosion resistance.
4.1.3 Bolted frames that are electro-statically immersed in epoxy paint to ensure that the paint saturates every surface. This provides corrosion resistance to rival galvanizing - proven in humid climates.
4.1.4 Slotted horizontal load beams that enable use of roll-in type pallet supports which allows flexibility in rapidly moving/adjusting pallet support/crossbar locations without the use of hand tools.
PAGE 5 OF 26 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
4.1.5 24” tall column protectors that attach only to the columns (limited due to seismic and pallet space requirements).
4.1.6 End of aisle guard rails are a minimum of 17” high, preferably 11-gage or thicker 5” x 5” x 3/16” structural cold rolled steel with continuous welds used at all joints, 12” x 12” base plates anchored with 5/8” x 4-3/4” grade 5 bolts. Painted with highly visible safety yellow paint.
4.2 Column Protectors
The racking system shall include sets of individual column protective devices and a corrosion resistant coating applied to each to mitigate the environmental conditions (heat, humidity, and chemicals).
The contractor shall purchase and install an approximate total of three hundred seventy five (375) 24” tall bolted-on column protectors as described above; the number is estimated, but it’ll be the contractor’s responsibility to ensure each isle-facing column is protected.
All vertical columns shall have a column protector. Due to the column’s seismic compliant base plates and available space requirements, column protectors are limited to bolt-on protectors only.
The contractor shall install two (2) grade 5 or better bolts securing the column protector to the columns and a minimum of two (2) screw anchor bolts into the concrete. Screw anchors shall have 360-degree contact with the base material. Oversized holes shall not be required pending screw anchor type selected for installation. Fasteners shall be manufactured from carbon steel, and are heat-treated.

Any overtime/weekend work must be coordinated with DLA Disposition Services Huntsville for advanced approval. Any remaining new pallet racking not installed shall be turned over to the Site Manager to be used as replacement pieces for future use.
DLA Disposition Services - Huntsville is in a seismic zone 1 (or IAW zip code 35898). Calculations suggest ordering a non-standard 5” x 7” x 3/8” thick foot plate on each column in order to better distribute the loads. The contractor shall verify that the selected racks are in compliance with a current/licensed professional Structural Engineer and provide signed/stamped drawings validating seismic zone safety calculations. The contractor will coordinate if changes to the listed industrial storage rack system is determined with the COR or contracting officer (KO).
