Site Visit – It is recommended that offerors attend the site visit scheduled from 10:00 a.m. – 1:00 p.m. on Friday, September 11th, 2009. Contact COR David Hlatko, DLIS-TIL at 269-961-5152, to notify of planned attendance and for any questions related to the site visit.
PERFORMANCE WORK STATEMENT
Conference Room Upgrade: Hart Dole Inouye (HDI) Federal Center French Room Auditorium and Palm Garden Room Auditorium.
1.1. General
a. The French Room Auditorium and Palm Garden Room Auditorium each require an upgrade of the Video Conference, Presentation, Audio Conferencing, and Control/Lighting Control Systems. This contract is to purchase the supplies identified in the bid schedule, plus any other parts required for complete system upgrades. The contractor is also required to install and configure the new equipment and provide engineering line drawings to identify infrastructure requirements.
b. The Contractor shall furnish all labor, tools, supplies, repair parts, filters, installation tools, cabling, connectors, etc., to complete installation and configuration of the new equipment in the Palm Garden Room and French Room Auditoriums, located at the Hart-Dole Inouye Federal Center, 74 North Washington Ave., Battle Creek, MI 49037-3094.
c. The installation and configuration shall be performed at a date and time mutually agreed upon by the contractor and the Contracting Officer’s Representative (COR). The mutually agreed upon date shall not be later than 90 calendar days after the General Services Administration has completed any required infrastructure changes. The General Services Administration shall have 160 days after receipt of COR approved contractor furnished engineering line drawings to complete the infrastructure.
1.2. Personnel
a. For security purposes, all employees of the Contractor or sub-contractors may be subject to routine background investigations in order to gain access to the Hart-Dole-Inouye Federal Center.
b. The Contractor shall provide and require all Contractors’ employees to wear an identification badge showing the Contractor’s name and the employee’s name. This badge shall be worn at all times while the individual is at the Hart-Dole-Inouye Federal Center (HDIFC), except when safety dictates removal of the badge. Contractor shall return all HDIFC supplied badges to the Site Security Office, prior to contract completion.
c. The Contractor shall submit to the Contracting Officer (CO) and the COR a roster of his employees which shall include the name and employment date of each employee. The Contractor shall notify the COR within two (2) working days of any changes to the roster and ensure this notification is made prior to Contractor employee entering the HDI Federal Center.
1.3. Status Reporting
The Contractor shall make available to the CO and/or the COR the status of any or all engineering line drawing(s), installation(s), repair(s) and/or maintenance work progress upon request.
1.4. Operating Hours
The Contractor shall schedule all work to be accomplished between the hours of 7:30 AM to 3:00 PM, Eastern Standard Time, Monday through Friday, excluding federal holidays, unless otherwise expressly approved by the COR. Work that cannot be completed by 3:00 PM shall be discontinued and resumed the next day, unless approved by the COR.
1.5. Definitions
CLIN – “Contract Line Item Numbers”. The numerical number assigned to a controlled account.
CO – “Contracting Officer”. The only person authorized to approve changes effecting price to any of the requirements under this contract.
COR/CORs – “Contracting Officer’s Representative”. The individual designated in writing by the Contracting Officer to act as the Contracting Officer’s authorized representative. The COR is also the individual designated in writing by the Contracting Officer to monitor the Contractor’s performance to assure compliance with technical requirements of the contract.
1.6. Equipment
The new equipment listed in the bid schedule is a brand name requirement for commercial off the shelf items. The contractor shall determine and quote all other equipment/supplies required to complete installation and configuration. The other equipment/supplies shall be priced as a lot on the appropriate CLIN in the bid schedule. All equipment (brand name and others in lot) shall be delivered to the HDI Federal Center no later than 60 days ARO. A list of equipment quoted in each lot shall be provided by the contractor.
1.7. Engineering
a. Engineering services shall identify requirements for power, conduit and any cable run infrastructure not provided by the contractor, deemed necessary to complete this project in accordance with DLIS drawings to be provided. Examples include conduit, switch locations, power outlets, high voltage, low voltage, A/V cabling, control cabling, etc. All programming involving the AMX control system must be coordinated with the COR during the design phase, and approved by the COR prior to final programming. Modifications in cabling, conduit and/or electrical requirements during the performance of this contract may delay the project as determined by the COR.
b. Drawings – The contractor shall provide line drawings and diagrams as deliverables for the engineering portion of the contract. Drawings shall illustrate the floor plan, location, equipment name/model #, conduit requirements, cabling and connectivity of all equipment within the scope of this project. The contractor shall at a minimum, provide an overall line drawing as specified above for each room/auditorium, and shall also provide additional line drawings for sub-system components, to include AC power and conduit drawings, video one-line drawings, audio one-line drawings, and control one-line drawings. These drawings must be submitted to the COR 30 days after receipt of order (ARO). The contractor agrees to allow any infrastructure related work not performed by the contractor to be completed prior to installation. Infrastructure is defined as work relating to the installation, modification or removal of any infrastructure including conduit, switch locations, power outlets, high voltage, low voltage, A/V cabling, control cabling, etc. The contractor shall also supply any instructions and manuals for all equipment installed by the vendor.
c. Safety Inspection shall be performed on all electronic equipment. The Contractor shall be required to physically inspect power, LAN and interface cables and replace said cabling if deemed necessary during installation.
d. Government Furnished Equipment – The government shall provide the existing equipment, existing cabling and existing power as is currently located within the area of performance. Any additional requirements for power, conduit, chasing, cabling, switches, etc. must be specified.
1.8. Installation
a. Unless otherwise noted, the performance described applies to both the Palm Garden and French rooms.
b. Installation of new equipment – The new equipment installed shall be located as indicated in the drawings provided by DLIS and installed in new or existing standard 19 inch equipment rack(s) to be located as determined by the COR, unless requirements specified elsewhere within this document require installation at a specific location. The racks shall contain security panels to prevent unauthorized system access and tampering. Unless wall mounted or rear accessible, the racks shall have wheel kits installed to provide mobility of the racks. If multiple racks are required, the racks shall be fastened together so as to create a single unit unless physical or configuration requirements prevent same.
c. Removal of existing equipment/cabling – All equipment removed during the performance of this project will remain the property of the U.S. Government and shall be turned over to the COR. Any cabling, with the exception of equipment specific/vendor supplied cabling such as power cables, proprietary or reusable connectors, or manufacturer supplied cables shall be turned over to the COR.
Any cabling, including connectors and re-usable terminations, not reutilized in the project, falling within the exception noted above shall remain the property of the U.S. Government and be turned over to the
COR.
d. Cabling – Whenever possible, the existing cabling shall be reutilized. All new and existing cabling shall be labeled at both terminations/ends to ensure the identification of the cable for future maintenance, upgrades and/or repair. All cable installed shall meet the appropriate guidelines and requirements set forth in the current applicable National Electrical, and other applicable codes.
1.8.1. Audio Conferencing
The existing Gentner GT-1526 Audio conferencing/Microphone matrix system with 8 microphone inputs shall be replaced by a ClearOne Converge Pro 880T Audio Conferencing Unit and Microphone and Line Input Mixer with a Telephone Interface. A ClearOne Converge Pro 8i Slave Unit will also be integrated into the system. The Podium Microphone, two Wireless Lavaliere Wireless Microphones, two Wireless Handheld Microphones, L/R audio feeds from the Production System, VGA Matrix L/R, S- Video Matrix L/R, Aux in L/R for a total of 13 input channels will be run through the two ClearOne Converge Pro Units. This unit will provide Echo Cancellation, Noise Cancellation, and Equalizing for the Room. Dial Up, Disconnect, and Incoming Volume Level will be controlled by the AMX Audio Visual Control System.
1.8.2. Video Conferencing (VTC)
1.8.2.1 The existing Polycom View Station FX shall be replaced with a Tandberg 6000MXP Integrated Codec with a three (3) year Warranty. The 6000MXP shall support a T1 (PRI) interface, and a LAN network interface. The unit shall be interfaced with new Sony BRC-300 3- Chip Camera with Zoom, Focus, and Pan/Tilt will be used as the main camera and mounted on the West Wall of the room to cover the Podium. A second Single-Chip Sony EVI-D100 Camera with Zoom shall be installed at the front of the room to cover both the podium and the audience.
The VTC will have the capability to send video from a new Extron VSC-500 Scan converter, and all other available video sources, including both RGB and NTSC, so as to provide the capability to display and/or send via the VTC. The Sony VRC-300 and EVI D100 cameras shall be installed with zoom lenses. The zoom lenses shall have a focal length appropriate in order to capture the entire room at the widest focal length and be able to zoom in to a standard head shot of an individual sitting at the farthest location in the room, or as deemed appropriate by the COR.
The cameras shall be mounted on a motorized pan/tilt mount, and shall have pan/tilt/zoom control capability interfaced with and controlled by the AMX touch panel. The VTC shall display via the Extron Crosspoint Ultra 1212 HVA 12x12 RGBHV Audio Matrix switcher with audio follow and the existing Mitsubishi Video/Data Projector. A Winnov XSTREAM ENGINE2 TWIN TURBO shall be integrated into the AV System for Video Streaming. All Video conferencing and audio conferencing audio sources shall be routed to the existing ceiling mounted speakers, and interfaced with and controlled by the AMX control system and/or external buttons as noted in section 8.6. Both incoming and outgoing audio shall be controllable via the AMX control panel.
1.8.2.2 Video and Audio Conference muting, mute indicator and volume controls
A mute indicator shall be installed at or near ceiling level at a location viewable by all seating locations within the room. This indicator shall be lighted when video/audio conference outgoing audio is being muted, and shall extinguish when the audio is in an unmuted condition. There shall also be a “Mute All” option which mutes both incoming and outgoing conference (Audio and Video) and Program audio.
1.8.2.3 Conference Room NTSC Video
A Sony BRC-300 3-Chip Camera with Zoom, Focus, and Pan/Tilt shall be used as the main camera and mounted on the West Wall of the room to cover the Podium. A second Single-Chip Sony EVI-D100 Camera with Zoom, Focus, and Pan/Tilt will be used as a second camera to be mounted in the front of the room to cover the audience. The tilt, pan, zoom and focus camera functions shall be controlled by the AMX control system. The existing Audio switcher shall be replaced by an Extron MAV Plus 816AVAudio/Video matrix switcher, which shall be interfaced and controlled by the AMX control system. A Contemp Research 232STS TV Tuner shall be installed to provide reception of the existing cable service and output as a selectable video source. This Tuner shall be controlled via the AMX control system. The S-Video inputs shall consist of the following:
-Sony BRC-300 Camera #1 -Sony EVI-D100 Camera #2 -DVD/VHS Player -TV Tuner -Video Conferencing Codec -Aux Video Camera S/VHS -Aux Video Camera Input DV-Firewire
S-Video outputs shall consist of the following:
-Projector -Sony 36: CRT Television -Video Conferencing Codec -Scan Converter -Video PreviewTP#1 -Video Preview TP#2 -Streaming Video -Caption for Streaming Video -DV (Firewire)
1.8.2.4 Conference Room RGB Video
There shall be a total of four RGB/Audio external source locations made available for display.
One at the workstation at the rear of the room, one at the podium for the existing workstation, one at the podium for a laptop input and one for the video conference codec. A new Extron Crosspoint Ultra 1212 HVA 12x12 RGBHV/Audio Matrix Switcher with audio follow shall be installed to replace the existing switcher. The system shall have the ability to project multiple sources including video (camera output, VCR/.DVD, etc), computer, RGB and other available video sources simultaneously via the projector, and scan convertor located within the room. All audio sources shall follow the parent video source. These units shall interface with and be controlled by the AMX control system. The RGB video inputs shall consist of the following:
-Workstation at the back of the room -Workstation at the Podium -Laptop Input at the Podium -Video Conferencing Codec
RGB Video outputs shall consist of the following:
-Projector -Scan Converter
1.8.3 Presentation
1.8.3.1 Data Projection
A new Sharp XG-PH70X projector shall be mounted and optimized for brightness, contrast, keystone, skew, size, etc. in order to provide the best possible image projection using the existing projection display screen. This unit shall interface with and be controlled by the AMX control system via RS232 protocol. The projector shall be configured to blank the screen after a period of inactivity to be defined by the COR, and awakened from the blank state by the either RGB or NTSC signal activity.
1.8.3.2 Composite to S-Video Transcoder
A Composite to Video Transcoder shall be integrated into the system. This will allow the conversion of the DVD/VHS composite video signal to S-Video and feed it through the Extron S-Video Matrix Switcher.
1.8.3.3 S-Video to Firewire Transcoder
A Canopus ADVC1000 Analog/Digital Video Converter shall be integrated into the system for recording from the S-Video Matrix Switcher. All RGBHV inputs will be Scan Converted and run through the S-Video Matrix Switcher.
1.8.3.4 DVD/VCR Player/recorder
The existing Sony SLVD-380P DVD/VHS players (GFE) shall be mounted in such a way that it is accessible for use, while preventing unauthorized access to the rest of the equipment mounted in the rack. This DVD/VCR player shall interface with and be controlled by the AMX control system.
1.8.3.5 Equipment Rack
1. French Room - The two existing equipment racks shall be replaced with a new single Equipment Rack with a locking front door. The equipment rack will be located in the back of the room in the North/East corner of the room.
2. Palm Room - The new Middle Atlantic MRK-4426 Equipment Rack with SPN-44-267 side panels, CBS-5-26 skirted base with 4 non-locking commercial grade casters for 26” depth model, and power strip shall be housed in the Control/Storage Room in the back of the Auditorium.
1.8.3.6 Motorized Projection Screen
The existing motorized projection screen shall be controlled via the AMX touch screen control system. The existing wall mounted control switch shall be replaced by a low voltage switch interfacing to the AMX control system for manual control of the screen.
1.8.4 Audio Conferencing
1.8.4.1 Microphone Direct Out
There will be a Microphone Direct Out Plate that will allow the microphones to be fed to the production system at a set gain and be controlled independently of the presentation system.
1.8.4.2 Audio Inputs and Outputs Balancing
All audio inputs and outputs will be wired balance and use XLR type connectors. This will reduce the amount of intersystem hum generated between the presentation and production system.
1.8.4.3 Microphones
The existing Shure Podium Microphone (GFE) shall be integrated into the system. Two new Wireless Lavaliere and two Wireless Hand-Held Microphones shall be integrated into the Audio System.
1.8.4.4 Ceiling Speakers
The existing ceiling speakers will be replaced by Government furnished JBL Control 26CT 2-way 6.5 inch 70/100v Ceiling Speakers.
1.8.4.5 Podium
The existing Podium shall be used. A Mockett podium box, part number PCS7-90, shall be cut into the surface to provide infrastructure for a Laptop and to include AC power, network, and computer/audio input.
1.8.4.6 Program Audio
a. French Room - One of the existing QSC Amplifiers (GFE) along with two new front wall speakers will be used for Program Audio to include, DVD, VCR, TV Tuner, and Computer Audio. Program volume control of the program audio will be integrated into the control system.
b. Palm Room - The existing QSC Amplifier along with two existing Apogee
ACS-4P Front Wall Speakers will be used for Program Audio to include, DVD, VCR, TV Tuner, and Computer Audio. Program volume control of the program audio will be integrated into the control system.
1.8.4.7 Production Audio
A separate microphone mixer and microphones will be used as supplements to the installed microphone system by the production group. The ClearOne Converge Pro System shall be able to take a direct microphone input feet from the portable system and integrate it into the installed system. The AMX control shall provide direct input control for this device.
1.8.5. Lighting Control
1.8.5.1 French Room - Lighting shall be controlled by an installed AMX Radia Lighting control System. Existing lighting shall be programmed to allow preset scenes for a minimum of:
All lights on, meeting high, A/V low and all lights off. The scenes shall be configured to provide the optimum level of lighting for each particular application, and be controlled automatically when selected via the AMX touch screen. In addition, seven lighting zones shall be configured.
Three separate zones shall be configured as dimmable incandescent zones. In addition, five additional incandescent circuits, each supporting up to four fixtures shall be installed and configured for future use. All scenes and zones shall provide control via the AMX touch panel.
All incandescent zones shall be dimmable and have their own control via the AMX touch screen.
A single gang switch shall be installed at the room entrance to provide manual control of the lighting scenes described above.
1.8.5.2 Palm Room - Lighting shall be controlled by an installed AMX Radia Lighting control System. Existing lighting shall be programmed to allow preset scenes for a minimum of: All lights on, meeting high, A/V low and all lights off. The scenes shall be configured to provide the optimum level of lighting for each particular application, and be controlled automatically when selected via the AMX touch screen. In addition, seven lighting non-dimmable fluorescent zones shall be configured. In addition, four additional dimmable incandescent circuits, each supporting up to four fixtures shall be installed and configured for future use. All scenes and zones shall provide control via the AMX touch panel. All incandescent zones shall be dimmable and have their own control via the AMX touch screen. A single gang switch shall be installed at the room entrance to provide manual control of the lighting scenes described above.
1.8.6. AMX Control System
The Control System will have the following functions:

The touch panel shall be made available for production use during A/V productions. Each touch panel shall display the same interface to minimize confusion of the user.
1.8.6.1 Interface/Controller cards:
Controller cards shall be installed and configured as necessary in both equipment racks to the control requirements set forth below.
1.8.6.2 Programming
The AMX system shall be programmed with functionality and ease of use as a priority. The system will be utilized by a variety of users requiring that the programming interface be intuitive and easy to use, requiring minimal training, if any.
Programming shall be such that an initial screen for start up is available to all users.
When selected, the system shall go through a start up process which powers up all equipment to an “on” status and a ready state. During this time, the users shall not be able to make any inputs via the touch panel. A similar screen shall be displayed during the shut down process. The shut down screen shall prevent the system from being re-started until all devices have had time to reset and are again available for start up.
a. The program design for the touch panel control interface shall be coordinated with and approved by the COR during the design phase, and shall include either conceptual drawings or screen shots for approval prior to final design. The final design of the user interface shall be reviewed and approved by the COR prior to installation.
b. The vendor shall provide two copies of usable source code for future use by the government. The source code shall not be password protected nor considered the intellectual property of the vendor. The code shall be considered the property of the U.S.
Government and shall be provided in both non compiled and compiled formats.
Prospective bidders failing to agree with this requirement will be determined non-responsive and removed from consideration.
1.8.6.3 French Room
An AMX NI-4100 Network Controller will be used. Two AMX NXT-CV10 10” Table Top Touch Panels will be used to control the Audio Visual System. One Touch panel will be located on the Podium. The location for the second Touch Panel will be at a location near the control system rack, and made available for production use during A/V productions. This panel shall have a minimum of a 35 foot cable to allow use in remote areas of the room.
1.8.6.4 Palm Room
An AMX NI-4100 Network Controller will be used. Two AMX NXT-CV10 10” Table Top Touch Panels will be used to control the Audio Visual System. One Touch panel will be located on the Podium. The location for the second Touch Panel will be at the moderator desk located at the rear of the room, adjacent to the control room. An additional jack shall be installed inside the control room in order to provide system control from within the control room if desired.
1.9. Testing
The contractor shall provide a complete and comprehensive test plan at the completion of the installation and prior to training. The test plan shall include the testing of all equipment to ensure that the Audio Visual (A/V) System and all related equipment, including Audio, Video Conferencing, Audio Conferencing, Projection, Controller, interface, and any other equipment provided by the contractor, or otherwise covered under the scope of the performance work statement (PWS) are in an “Operational Status” at the completion of the installation. For the purpose of the contract, “Operational Status” is defined as: All covered equipment being on-line and operating in an error free, normal condition or state. The contractor shall provide a demonstration to the COR to confirm the proper functioning thereof. The contractor shall perform systems diagnostic testing and maintenance at the completion of the installation or when notified by the COR or other authorized individual granted authority by the COR. If the problem/error cannot be cleared remotely, and the Contractor deems the problem/error to be critical enough to cause a system or partial system failure, they will send a technician on-site to clear the problem and return the equipment to operational status.
1.10. Training
The contractor shall provide systems training for up to six identified individuals no later than 3 business days after the testing phase of the installation confirm all systems are Operational. Training shall include system startup and shut down, basic and advanced operation of all related systems and basic troubleshooting including trouble reporting procedures.
1.11. Warranty Repair Response Time
Contract shall provide 1 year parts and 90 days service warranty from date of completed installation for all work performed. Contractor shall respond by telephone to the COR or other point of contact authorized by the COR, for repair service within 4 hours of receipt of telephonic notification. Response time shall not include holidays unless prior approval is obtained from the COR.
The Contractor shall provide qualified personnel and appropriate conveyance necessary to load, unload and transport all components, should it become necessary to repair equipment off-site. Contractor shall sign DA Form 2407, Maintenance Request, acknowledging receipt of Government equipment for repair off-site. Upon receipt of equipment to the Government, the Contractor shall receive a copy of DA Form 2407 showing delivery of the equipment to the Government.
1.12. Acceptance/Correction
All work performed under this contract shall be subject to the acceptance of the COR, and if performance is found to be unsatisfactory and not in accordance with the requirements of this contract, the Contractor shall begin correcting unsatisfactory work not later than the first three (3) hours of the following regularly scheduled Government workdays and shall be completed within 48 hours, excluding time required to obtain parts. The COR will inform the CO in writing if correction is not acceptable, to initiate further action if needed. The Contractor shall guarantee that under normal use, the repair work performed will be free from defects for 90 days from the completion of the work and that the Contractor shall perform the work to correct any defect at no charge to the Government.
1.13. Clean Up of Premises
Upon completion of service, Contractor is required to clean up workspace removed and dispose of any parts or debris caused by service performed.
1.14. Parts and Materials
Parts and Materials used by the Contractor in performance of this contract shall be new and conform to the original equipment manufacturer’s or re-manufacturer’s specifications unless previously approved by the COR. Rebuilt assemblies may be used with prior approval of the COR when it is a standard industry practice and the rebuilt assembly or subassembly carries the same manufacturer’s or re-manufacturer’s warranty as a new assembly or subassembly. Any part removed is Government property and shall be returned upon request of the COR unless the replacement part is predicated upon an exchange basis with the part being replaced. Contractor shall provide all repair parts and supplies necessary for preventive maintenance and repair of requirement and will be reimbursed by the Government for actual cost, to include any material-handling fee.
1.15. Environmental Protection
In order to prevent and to provide for abatement and control of any environmental pollution arising from the services of the Contractor in performance of this contractor, the Contractor shall comply with all applicable Federal, State and Local laws and regulations concerning environmental pollution control and abatement in effect on the date of this contract.

(d) Comptroller General Examination of Record.
