About this file
This document appears to be a Questions and Answers (Q&A) file for a federal contract related to scrap material disposal and demilitarization (DEMIL) services, primarily covering European sites. The document addresses 18 specific questions from potential bidders about Contract Line Item Numbers (CLINs), material classifications, Site Terminology Descriptions (SCLs), and operational requirements. Key clarifications include guidance on material segregation, waste codes, copper material pricing, vehicle processing, and DEMIL (demilitarization) tasks.
Significant technical details involve specific CLIN classifications for materials like Kevlar, tank tracks, brass, and vehicles, with responses consistently emphasizing that the CLIN structure was created by the U.S. Government to suit operational needs. The contract involves scrap yard management, material tracking, and certification processes, with Service Level 4 operations now requiring 8-hour work periods that can be ordered as needed. The solicitation appears to cover multiple sites, including Aviano and Kaiserslautern, with specific instructions on material handling, waste segregation, and export/recycling restrictions.

1. I would like to check if there will be a site visit for this requirement?
a. Site visits are addressed in attachment 10 specifically DLADS L07. Please review this provision.
2. Will there be an option to export the materials after demil and demut?
a. Please read the PWS as DISPOSAL / RECYCLING OUTSIDE THE COUNTRY OF
ORIGIN is addressed. Specifically, under section 14.
3. Combining CLINs into SCLs and merging SCL groups for some CAT 1 materials may adversely impact pricing.
a. The CLIN structure was created by the U.S. Government to suit its operational needs.
Please provide your best offer.
4. Under which SCL has (Kevlar/high tech fiber residue) fallen under?
a. Kevlar is listed under SCL C1A and should price accordingly.
5. Under which CLIN do Tand Track fall under?
a. The CLIN for tank track is now 0E1LKB.
6. CLIN 0D4DAA/B will this material be clean copper as the SCL description suggests?
a. It should be noted to all bidders that in most cases the copper will not be “clean” as the price schedule suggests. We cannot change the description of the SCL, but it will contain foreign attachments.
7. Mixing SCL D1DA/B may considerably decrease the percentage/returns to the US Government.
a. The CLIN structure was created by the U.S. Government to suit its operational needs.
Please provide your best offer.
8. CLIN 0D4CKA cannot contain aluminum cable, as per wording “Insulated Copper wire and cable”.
a. The wording makes no reference to aluminum. Additionally, the scrapyard management team placed by the winning bidder should, as part of their job, ensure that the correct materials are placed in the correct containers. The contract allows them to segregate the scrap that is brought to them, and it is their responsibility to update the site with any weights that have changed.
9. The CLIN listing needs to be amended with the appropriate European Waste Code, which also needs to be on form 1367.
a. The CLINs may contain multiple different waste codes. The winning bidder is responsible for keeping the scrap segregated IAW host nation laws and regulations.
10. Are 8 CLINs necessary for fired brass, since all material is treated with the same machinery?
a. CLIN D2E has been replaced with FBC and consists of all sizes of fired brass. The brass will be turned in as usable and will require DEMIL/MUT. Once it is DEMIL’d or mutilated, then it can be downgraded into SCL FBC. All other CLINs are created by the U.S. Government to suit its operational needs but may not be used. Please provide your best offer.
11. Can CLIN 0C09KI and 0C1AKI be combined?
a. No, CLIN C09 will need to be separate from C1A in the scrap yard. It will need to be secured as if “B” material and tracked separately by weight. CLINs are created by the U.S. Government to suit its operational needs. Please provide your best offer.
12. Is CLIN 0C1BKI valid?
a. 0C1BKI does not appear to be a valid CLIN SCL and was a typo of 01CBNKI.
13. There are two duplicate CLINs for 0B00KA. Would just a B CLIN be sufficient as “A” material already needs to be treated to prevent further use?
a. There is a typo that will be corrected, the second 0B00KA should be 0B00KB. However, the B CLIN requires a certificate and the A CLIN does not, they are not the same.
Additionally, B00KA also would not require escort and security controls (US property treated separately from other property at the TSDR).
14. Should CLIN 0VEHKD read “Oversized vehicles, M-series …..
a. The bolded description identifies m-series vehicles, so it shouldn’t be a problem.
15. Will Level 4 Operation services of CDC be required, will there still be a requirement for DEMIL tasks at the site Kaiserslautern?
a. Service Level 4 will be required, however it has changed to 8 hours of work, to be ordered as needed. If the USG chooses to perform DEMIL on site or electronics de-manufacturing, the USG will order the amount of hours required. “DEMIL tasks” is not clear. As part of a DEMIL required removal, the Contractor is responsible to provide a properly trained certifier. Additionally, part of the certification is the joint inventory of property, any other DEMIL tasks that maybe required would be ordered by the 8-hour man-day.
16. Are Level 4 services authorized to be completed at certified first treatment facilities if there are larger quantities, and such facilities are available. Para 2.2.5 reads “in and around DLA sites”?
a. DEMIL performed at treatment facilities is part of the removal CLIN. The level 4 CLIN is for the DEMIL and de-manufacturing of property only at or near a DLA site.
Additionally, the property that is DEMIL’d does not go directly to the Contractor. The residue is moved into the appropriate scrap container until a removal of scrap is ordered.
17. Will Aviano require CLIN 0VEHAE
a. CLIN 0VEHAE has been added to Aviano.
18. Could you please clarify if we should enter in the table the price that we would pay for pure copper?
a. Please review section 2.1 European Economic Service Publication subsection (b) Category 1 for an explanation on how to fill in the price schedule. Additionally, review the EUWID tab un the price schedule for reference to the pricing that is being used for the purpose of this solicitation.
