About this file
This document is Amendment 3 to Solicitation SP450025R0013, a hazardous waste removal contract for Albany, Benning, and Moody military installations in Georgia, designated as an 8(a) Set Aside procurement. The amendment addresses 16 key questions and answers related to the solicitation, covering critical aspects such as waste disposal requirements, contractor responsibilities, invoicing methods, and contractual nuances. Significant details include a $2,000 minimum charge per task order, provisions for container-based and bulk waste billing, restrictions on international waste shipments, and guidelines for waste transportation and disposal that mandate compliance with local, state, and federal environmental regulations.
The solicitation requires contractors to provide comprehensive hazardous waste removal services, including transportation, treatment, disposal, and recycling across military installations. Contractors are expected to have expertise in handling various waste streams, with most disposal containers provided by the government. The contract emphasizes flexibility in task order execution, allows potential additional pickup locations within a 50-mile radius, and requires detailed past performance documentation. Bidders are directed to review 45-month usage data in the solicitation for historical volume information, and are advised that specific waste handling requirements, including PFAS/AFFF waste destruction standards, are detailed in the Performance Work Statement (PWS) and Price Schedule.

Amendment 3 to Solicitation SP450025R0013, Hazardous Waste Removal Albany/Benning/Moody, GA, 8(a) Set Aside
Amendment 3 includes the following questions and answers and changes to the Attachments as follows:
1. Can the Government provide Safety Data Sheets (SDS) for representative or commonly encountered waste streams?
A: On some occasions an SDS is provided (such as a new CLIN being added to an established contract), however, it is expected that an experienced contractor or subcontractor performing services awarded under a contract should have a reasonable amount of experience and familiarity with the substances being removed for disposition.
In general, reference PWS 0.0 f.:
f. The Contractor agrees to provide all services necessary for the transportation, final treatment, disposal, and/or recycling of the items listed in the schedule in accordance with (IAW) all local, state, and federal laws and regulations, and the terms and conditions of this contract. These services shall include all necessary personnel including subcontractors, labor, transportation, Material Handling Equipment (MHE), other equipment, and the compilation and submission of all documentation required by this contract. All waste items, regardless of their condition, are being discarded by the Government and will require recycling or disposal as identified via the ordered Contract Line-Item Number (CLIN).
2. Will additional pickup locations be added beyond those listed in Attachment 3, and if so, how will pricing adjustments be handled?
A: PWS section 0.0a. Already states that pickups will occur “located on or around military installations or within a 50-mile radius of any pickup location listed...”
It also states “The government may add new pickup locations situated within the region at any time during the life of the contract at no additional cost to the government.“ Therefore, new Pick-up points (PUPs) may, but not necessarily will, be added when identified by the Government, at no additional price adjustment.
3. For PFAS/AFFF-related wastes, are there specific destruction/treatment standards required (e.g., high-temperature incineration, Certificates of Destruction)?
A: Yes. Please refer to the PWS and the Price schedule for a list of those wastes and their requirements.
4. Are Industrial Cleaning Services (ICS) expected to be recurring, or ordered only as needed under task orders?
A: Only as needed under the task orders. This could be recurring if a CLIN is ordered that way.
5. Does the Government anticipate any overseas/OCONUS shipments under this contract, or will all waste remain CONUS?
A: Reference PWS 1.1.2 Permit/ Special Requirements e for specific links, otherwise, it states:
The Contractor will not ship waste outside of the United States to circumvent Environmental
Protection Agency (EPA) Land Disposal Restrictions (LDR) unless domestic treatment capability does not exist or domestic facilities are unable to meet EPA LDR requirements within the United States (e.g., Lithium batteries). Mercury wastes subject to the EPA’s Mercury Export Ban Act (MEBA) of 2008 will not be exported outside the United States.
6. The PWS notes a $2,000 minimum charge per task order. Are there any exceptions for small pickup orders?
A: Yes. The contractor can choose to furnish the services or supplies for a task order in combination with another task order, although they will be treated as individual task orders.
Reference Attachment 11, 52.216-19 Order Limitations and also PWS 0.0 l. Minimum TO charges.
For example: A contractor requests to deliver $450 worth of 55 gallon drums from one TO when they come to remove the hazardous waste listed on another task order (TO) due for completion in a similar timeframe.
7. Please confirm whether containerized waste CLINs are billed per container versus per weight, while bulk waste CLINs are billed by certified net weight.
A: CLINS are billed as indicated in the unit of measure (U/M) for the given base CLIN.
Reference Attachment 1, Price Schedule.
8. Is DLA Form 2505 (Attachment 6) the only accepted invoicing method, or may invoicing also be processed through Wide Area Workflow (WAWF/iRAPT)?
A: WAWF is not utilized for invoicing. All TO’s will be processed for invoicing per the PWS 8.0.
9. Will the Government provide a projected IDIQ minimum/maximum ordering value for the base and option periods?
A: Reference PWS 9.0. Contract Minimum/Maximum.
10. Can the Government provide a Rough Order of Magnitude (ROM) or the anticipated IDIQ ceiling value (minimum/maximum ordering amount) for the base and option periods, to allow contractors to scale resources appropriately?
A: Recommend reviewing the 45-month usage data provided in the solicitation.
11. Will the Government consider subcontractor past performance in evaluation when the prime contractor has limited history under this NAICS?
A: Yes, however the contractor must detail this in their submitted offer. Reference Attachment 8, Past Performance Information (PPI) Proposal Instructions, items 1,2, & 3.
12. Will the Government provide a sample task order to help bidders structure their pricing and resource planning?
A: A sample will not be provided.
13. Can you provide historical average volumes per site (Albany, Benning, Moody) broken down by waste type?
14. What is the Government’s anticipated annual ordering volume (dollars/tons)?
15. Does the Government require contractor staff to have specific OSHA or HAZWOPER certifications beyond standard DOT/EPA?
A: PWS 1.1.2 Permit/ Special Requirements.
16. Will the Government supply all disposal containers, or should contractors include container costs in pricing (other than lab packs)?
A: In most cases the government will supply the disposal container, however, please carefully read all sections of the PWS and Price Schedule for specific requirements of each CLIN. Most CLINS designate “government provided container…” in which case, added cost for the container should NOT be included.
End Amendment 3.
