1. Who is required to submit a PPI questionnaire? Who fills out the PPI questionnaire?

a. PAST PERFORMANCE INFORMATION (PPI) PROPOSAL INSTRUCTIONS

(1) The offeror shall provide PPI for up to 3 contracts where they were the prime or a subcontractor performing the same or similar services within the last 2 years. Within the three-contract limit, the contractor can also provide principal subcontractor past performance.

(2) For each contract, provide: a valid name and telephone number, contract number, contract type, dollar value, contract award date and completion date, description of work performed, and name and e-mail address of a point of contact. If submitting a contract performed as a subcontractor, include information on the extent of the work performed in relation to the contract as a whole. The description of work performed for each contract shall be in sufficient detail to explain how it is the same or similar to the requirements of the instant solicitation in areas such as number of pickup locations, complexity, scope, and magnitude of the services to determine the relevancy of the referenced work. Additionally, if performance deficiencies occurred, the offeror shall identify what the deficiencies were and detail what corrective action they took, if any. Offerors may meet these requirements by including a completed page 2 of the questionnaire within Volume II of their offer.

(3) If an offeror elects to provide principal subcontractor past performance, the offeror shall provide the principal subcontractor’s consent allowing the Government to disclose negative past performance information to the offeror.

(4) The Government will evaluate up to three contracts submitted by the offeror. If an offeror identifies more than three contracts in its past performance proposal, the Government will evaluate the first three contracts in the order listed in the offeror’s past performance proposal. Current or past contracts with Defense Logistics Agency (DLA) Disposition Services will not be used for evaluation unless they are identified in the past performance proposal (See II (2) of “Addenda to FAR 52.212-2 Evaluation,” Evaluation of Past Performance, for exception of using PPI for contracts not identified).

(5) Attachment 15 contains a PPI questionnaire that is used to evaluate an offeror’s past performance. The offeror shall provide the PPI questionnaire in

Attachment 16 to the past performance reference for contracts it identifies in its proposal. The past performance reference must independently submit the completed PPI questionnaire to the point of contact listed in the solicitation for submittal of offers prior to the closing date of the solicitation. A completed PPI questionnaire for a reference is not required for any DLA Disposition Services Hazardous Waste Disposal contract that is included in an offeror’s past performance proposal. The Government will not consider in an offeror’s evaluation any completed PPI questionnaire received after the date offers are due or directly from the offeror for that reference in the past performance evaluation unless the Government has other past performance data readily available (See II (2) of “Addenda to FAR 52.212-2 Evaluation,” Evaluation of Past Performance) to evaluate the reference. Offerors are responsible for ensuring their references submit PPI questionnaires directly to the point of contact listed in the solicitation for submittal of offers; the Government will not be contacting references to obtain a questionnaire/survey on behalf of the offeror.

(6) The submission of a past performance Volume II is required from all offerors. If offerors do not have any past performance, they must at least identify a Volume II in their proposal and state they do not have any past performance to provide. Otherwise, they may be considered non-responsive and excluded from the competition. If the Government only receives a completed PPI questionnaire from a past performance reference and there is no information in an offeror’s proposal regarding that reference, the reference will not be evaluated or considered as a reference for the offeror’s past performance proposal.

2. The extension period of the CLIN N63101 (Waste Management Services, Naval Station Rota) is 1 month. Shouldn't it be 30 months? Is this a mistake?

a. Option period CLIN N63101 is correct, Waste management services after the 1st month of the option period will no longer be considered a requirement and will cease to be part of the contract.

3. Is no form 1449 to be signed necessary?

a. The awarded Contractor will need to bilaterally sign the SF1449.

4. Is no information regarding VAT necessary?

a. No

5. The price sheet is in Dollar, but according to solicitation it should be in Euro, please clarify

a. This contract must be bid in U.S. Dollars (USD). It will be converted/awarded according to the currency the Contractor currently gets paid on any USG contracts.

6. Do the 2 employees in the WMS have to be replaced in case of sickness and holidays?

a. When performing WMS work under CLIN N63101, the Contractor must provide a crew of two consisting of one (1) HW Technical Lead employee and one (1) HW Handler employee every standard business day during normal hours of operation. As such, the Contractor must provide qualified personnel as replacements when necessary to meet these requirements.

7. Do the 2 employees in the WMS need to be hired by the new contractor assuming current salary conditions and the length of their previous contracts with the old contractor?

a. No

8. If so, is there any info available about the current salary conditions of the employees in the WMS?

a. N/A

9. If there is a rental of a ROB for 6 months, will the invoice only be paid when the whole service will be done?

a. Yes, if 6 months of rental is ordered on a single Task Order (TO). The Contractor will be paid only upon fulfilment of the written TO.

10. Shall any bulk liquid pumping be conducted, if the pH value is lower 6 or higher 9?

a. Yes, it may be required when performing bulk liquid pumping for removal under Section 1.2.9. The Contractor may use a chemically compatible pump in lieu of a vacuum truck to transfer these liquids. When performing ICS work per Sections 3.6 thru 3.9, “The Contractor shall have the right to restrict the use of the vacuum truck to specific materials such as water-and hydrocarbon-based liquids, limited volatile organic compound (VOC) concentrations, limited pH range, and limited percent (%) solids content.” In this case, the Contractor may also utilize a chemically compatible pump in lieu of a vacuum truck to transfer the liquids.

11. Will there be any electrical power supply for using the liquid transfer pump?

a. Yes. The contract requirements for ICS work do not require the liquid transfer pump to be self-contained.

12. Will there be any electrical power supply for using the heated power washer?

a. Maybe, but the USG is not obligated to provide a power supply source for the self-contained heated power washer. If one is readily available, it is likely the USG will provide access to the Contractor, but the USG will not be obligated to do so.

13. Why USG will, order only up to three months of CLIN 63101?

a. It is because DLA is discontinuing WMS services under CLIN N63101 effective 01 Oct 2026. After this date, the installation must manage these services independent of DLA.

14. The contractor will utilize the vehicle, which will be used only for transport of personnel and not for waste?

a. Government Property (utility vehicle) will be used as allowed by the Site leadership, provided such use remains in compliance with Spanish laws and installation policies. It is not for use as a HM/HW transport.

15. Will USG be responsible for delivery of HW from HWAP to HWSA?

a. Yes, but only in the performance of WMS work under CLIN N63101.

16. Who will be responsible for providing the containers at HWAP?

a. Per Section 1.2.3, “The USG may choose to procure containers and other supplies through this contract or by direct purchase from vendors. When procured through this contract, the Contractor shall deliver the item(s) to a single receiving point at the installation within 20 business days following issuance of a written TO.” Only when performing WMS work under CLIN N63101 will the Contractor be required to deliver containers and other supplies to various locations throughout the installation.
