ATTACHMENT 1 ‐ PRICE SCHEDULE
IMPORTANT EXCEL INFORMATION ‐ please note that Excel doesn’t always use the visible price when executing formulas.
If the cell is formatted for currency in USD or Yen, the visible price will always show the amount to the nearest cent.
However, when an additional formula is used to calculate a unit price, for example an escalation from a base period unit price to an option period unit price, Excel uses the actual amount, not the price rounded to the nearest cent that is displayed in the cell on the spreadsheet. The amount shown in the formula bar, not the cell, is the figure Excel uses for calculations. This can cause inconsistencies between the extended price shown for a CLIN and the offered unit price and subsequent inconsistencies in the total price for the schedule. Unit prices rounded to the nearest cent must be inputted into the spreadsheet. The unit price shown in the cell is the figure we will use to evaluate the price proposal.
Offerors are advised to make sure there are not inconsistencies between the unit price shown and the figure in the formula bar for that cell.

1.2.7.1 TASK ORDER WEIGHT ADJUSTMENTS
All TO weights are estimated amounts. The Contractor can expect that the TO weights will be required to be adjusted as removals take place and the actual weights being removed are measured. Therefore, the USG has the unilateral right to increase the TO weight in those instances where the USG has underestimated the amount of weight that is required to be removed so the Contractor can continue performance. The USG has the unilateral right to decrease the TO weight in those instances where the USG has overestimated the amount of weight that is required to be removed. In instances of decreasing weight, these decreases are not subject to FAR 52.212-4, termination for convenience coverage.
1.2.8 WEIGHING OF PROPERTY
All TO weights are estimated amounts. If the Contractor elects not to accept the USG weight the Contractor shall weigh all property before removal. An authorized USG representative will witness all weighing that occurs on site. The weight agreed upon by both the Contractor and the USG representative at the time of removal will be the basis for payment to the Contractor.
a. BULK ITEMS
(1) Bulk items will be measured by one of the following methods – whichever is most practical, sufficiently accurate, and agreed upon by the Contractor and the USG representative:
i. Actual weight using USG-owned scales. Weights measured in pounds (LB) will be converted to kilograms (KG).
ii. Actual weight using Japan commercial scales.
iii. Calculated weight. As an alternative to actual weighing, the weight of bulk shipments may be computed, provided that the specific gravity of the material is known, and the volume picked up is determined. For example, 2,000 gallons (GL) of liquid with a specific gravity of 1.4 = calculated weight of 23,366 LB or 10,621 KG. The calculation is derived from the equation, Volume (GL) x Specific Gravity of Liquid Waste x Density of Water, or 2,000 GL x 1.4 x 8.345 LB or 3.79 KG per GL, where the density of water is based on 8.345 LB or 3.793 KG per U.S. Gallon (1 LB ≈ 0.4536 KG, and 1 KG ≈ 2.2 LB). Specific gravity of the material will be obtained from the hazardous waste profile sheet (HWPS).
Attachment 2 SP450022R0014 Page 12 of 26
(2) For bulk shipments, where USG scales are not available or operable, the use of commercial scales is authorized. The Contractor will arrange for and incur all expenses of weighing property at the nearest certified public scale.
(3) One roll-off container will not weigh over 40,000 lbs.
b. NON-BULK ITEMS
(1) For non-bulk items, the Contractor shall provide portable scales for outweighing of property. Portable scales must have a minimum capacity of 1,500 pounds. For the purposes of this contract, scales permanently affixed or built into a vehicle are considered portable scales.
(2) Prior to the use of portable scales at each pickup site, the Contractor must demonstrate reasonable weight accuracy to the USG representative. Only materials to be removed by the Contractor will be weighed.
Pallets, boxes, strapping, etc., which are not integral parts of the packaging and are not being removed by the Contractor will not be included in the weight.
