The purpose of this amendment is to:
A. Extend the offer due date.
The offer due date has been extended:
From - 08 September 2020 2020 by 1500 EST To - 11 September 2020 by 1500 EST
As a result of this amendment proposals are due by 1500 EST on September 11, 2020.
B. Remove PF34 - PF39 from Attachment 1 Price Schedule. Offerors are required to zero out the pricing for CLINs PF34 - PF39 or use the updated Attachment 1 Price Schedule dated 31 Aug 20. If a price schedule is received with pricing information for any or all removed CLINs (PF34 - PF39) the government will delete or zero out that information without notice. Note, the updated Attachment 1 Price Schedule dated 31 Aug 20 also includes the deletions from all previous amendments. Also note, the unit of issue for RE04C7 has been corrected from EA to LB. If a price schedule is received with the unit issue of EA for RE04C7 it will be corrected to LB without notice.
C. The following answers are provided to the 21 submitted questions:
Q1. For section 3.3 under b. part 1: Representative waste stream samples shall be collected and testing performed IAW 40 CFR § 261, Appendix I.. We do not run these ASTM methods. We run the compounds (D code list) by SW 846 methods.
We will leach the samples and then analyze for each of those D codes but not by any ASTM methods." Is this allowable?
(A): In respect to the collection of the sample ASTM methods mentioned in Appendix I are appropriate. In terms of preparing the sample for analysis and running the analysis, SW846 methods are allowed.
Q2. Also related to Section 3.3: To clarify, who will be responsible to perform the sampling, the Government or the Contractor.
(A): The contractor will be responsible for collecting the sample unless the generator chooses to provide the sample.
Q3. For Section 3.5: Assumption is that this is just a field sampling fee, and any analyses determined will be billed under Section 3.3 CLIN?
(A): This is not a field sampling fee. Section 3.5 is for performing services (collecting and analyzing a sample, and providing a waste profile sheet) for the purpose of identifying a solid waste under CLIN 1001SA.
Q4. For Section 5, can proposals be submitted using other facilities or transporters, contingent on them being accepted to the qualified lists?
(A): During the solicitation process or life of the contract, the Contractor can request to add facilities or transporters to the QFL or QTL. Facilities or transporters submitted prior to solicitation closing will be reviewed and the Offeror will be informed if the firm is: Acceptable, Unacceptable, or Acceptable with additional information.
Q5. LP14/LP15 are new and say they take the place of NR06. Should NR06 be eliminated from the bid schedule?
(A): Yes, See Amendment 002
Q6. Several B5 suffixes have quantities of less than 1500g. Is the anticipation that they will therefore be in totes?
If so, should they not use the new "tote" CLIN suffixes? (T1-T3)?
(A): It is possible that those B5 suffixes showing <1,500 gallons will be turned in as totes. Unfortunately, there is not time under the current solicitation to offer CLIN suffixes T1-T3 for all waste streams. Therefore, wastes being turned in under B5 could be in totes or tanks. Only wastes turned in under CLIN suffixes T1-T3 can be assumed to be in totes. Bulk removals via tanker/vac trucks will have a 1,500-gal load minimum.
Q7. Management Services at Cherry Point - 6502CF - why type of forklift is required by the permit of the building?
The cost to provide a forklift is greatly dependent on the type?
(A): This information is not available at this time.
Q8. Can the ordering history for the non-disposal CLINs, i.e. service CLINs be provided?
(A): Non-disposal CLINs are typically under the 6000 series. Please refer to the provided ordering history file.
Q9. What is the name of the current contractor for this contract?
(A): See Amendment 001
Q10. Will there be a scheduled site visit for this opportunity? Will there be Covid19 pandemic restrictions or special instructions for a site visit?
(A1): See attachment 6 of the solicitation. However, due to the closing date of the solicitation a site visit will not be possible.
(A2): Not at this time. However, this is subject to change.
Q11. What will be the anticipated award date for this contract?
(A): This information will not be provided, as it is impossible to predict at this time.
Q12. What will be the anticipated start date for this contract?
(A): See page one of the solicitation section (vii)
Q13. What is the current total annual awarded amount for this contract?
(A): See Amendment 001
Q14. Has funds been appropriated for this opportunity?
(A): As per section 9.0 of the Performance Work Statement (PWS), this is a firm-fixed price indefinite quantity contract (IDIQ). The contract minimum shall be $25,000.00. There is no contract minimum for any option period. Other

than the contract minimum, funding is secured prior to the issuance of a Task Order. Contractor provides services only after receiving a Task Order (TO).
Q15. We can’t help but believe that there appears to be some major discrepancies in the prospective volumes vs what the historical volumes show. Examples of such would be as follows. Very large of amount of containers for order. (CLIN 6311MR at 4,048 ea.), (CLIN 6312ES at 540 ea.). This is a very large amount of containers. Can this volume be verified?
(A): The volumes have been verified. Quantities for each of the CLINs appearing in the Price Schedule are based on average usage over the course of approximately 3 years. It is possible that some CLINs could have been ordered early in the contract, or ordered with less frequency over the last 12 months of the contract as presented in the provided PR information. This is an IDIQ contract and the actual quantities of CLINs that will be ordered under this contact cannot be fully predicted.
Q16. A number of the Analysis CLINS appear to be high. Some very high considering their uniqueness and rarity of use.
Like the CLINs 6431 and 6431KK – Are these not one and the same except one is for a 7 days turn-around? Do they really ask for over 75% to be expedited. Why not just have one CLIN? The same goes for CLINS 6401-6401KK, 6402-6402KK, 6403-6403KK. Is there really any reason to have this high of volumes when it is highly likely that it is only one or the other, with the quantities more than likely one and the same.
(A): Providing analytical CLINs with the option of having a faster turnaround time for the same service may seem duplicative; however, as indicated by the usage data over a 3 year period the customers have used this service.
Quantities for each of the CLINs appearing in the Price Schedule are based on average usage over the course of approximately 3 years. It is possible that some CLINs could have been ordered early in the contract, or ordered with less frequency over the last 12 months of the contract as presented in the provided PR information.
Q17. Based on your own provided data (ERS), most all of the first 7 Battery CLINs (BA01 – BA 10) are extremely over estimated. It is vital that these CLINs are as accurate as possible and not over estimated as these CLINS, and Volumes are extremely important to the overall bid as they are a large portion of the bid.
(A): Quantities for each of the CLINs appearing in the Price Schedule are based on average usage over the course of approximately 3 years. It is possible that some CLINs could have been ordered early in the contract, or ordered with less frequency over the last 12 months of the contract as presented in the provided PR information.
Q18. The Cylinders CLINs appear to be overestimated. CLINs CY01ME, M1,M2,M3 look like they are grossly over stated.
Q19. The inclusion of the PF CLINS as listed is very troubling. There is 20,000 gallons of B5 Bulk Liquid (Tanker) , 11,500 gallon of T2 Bulk Liquid (Totes) , 577,500 pounds of Bulk Solid B1-B4 (Roll-Off), 210 B6 (Cubic Yards), all of which is essentially the same waste. The likelihood of even as “small portion” of this waste ever being ordered is extremely low. Adding these CLINS at these volumes totally change the complexity of this contract dramatically. While this may look good on the face of the bid for “coverage” purposes, it has great “effects” on the contractor when attempting to submit a reasonable, sound, and competitive bid. These volumes make up over half of what this contact “really” is. The contract as a whole (without these CLINs) has a very limited amount of CLINs that are the “core” of the contract. This places a tremendous amount of risk on the contractor. From a disposal standpoint may of the CLINs are redundant and not needed. The pricing is the same. Why not cut them down to the most likely needed (or leave out totally), and add what might be needed later? That way your pricing what you know you have.
(A): Concur. Removed Base CLINs PF34-39 altogether. The remaining PFAS CLINs (PF03, and PF31-33) cover all of the AFFF concentrates and rinsates anticipated for removals under this contract at this time. The analytical CLINs will remain as a mechanism for the Generators to determine the concentrations of their rinsates.
Q20. CLIN RE01C 95,000 pounds. Based on your ERS data volumes, this number would only be about 30,000 pounds.
(A): The quantities have been verified. Quantities for each of the CLINs appearing in the Price Schedule are based on average usage over the course of approximately 3 years. It is possible that some CLINs could have been ordered early in the contract, or ordered with less frequency over the last 12 months of the contract as presented in the provided PR information.
Q21. CLIN RE04C7 is listed as EA. This CLIN is LB.
(A): The unit of issue has been corrected to reflect “LB”.
No further questions will be accepted or answered due to the closing date of the solicitation.
All other solicitation requirements remain unchanged.
