Amendment 0003

1. The purpose of this modification is to answer offeror questions and to make the following corrections:

A.

Q. How are the various categories in the cylinder descriptions defined?

(A): Cylinders are typically categorized by disposal costs. To determine applicable category, simply locate the compressed gas on the 'Compressed Gas Cylinder Guide' and the Base CLIN associated with it. The CLIN suffixed refers to the size of the cylinder as outlined in the CLIN description.

Q. What is the relevance of 2.1.1? If this is a hierarchy how would it be applied to the new CLIN structure?

(A): If a waste has multiple waste codes, this chart lists how the hierarchy would apply. For example, PCB waste also has a D001 (IGN) waste code associated with it, the waste would be assigned the appropriate 'PC' Base

CLIN.

Q. Please elaborate on Waste description that have physical descriptions of "various" as well as descriptions of "debris". Examples include but are not limited to: TX20, TX22 Waste Descriptions often have physical descriptions of "various" as well as descriptions of "debris" can provide clarity as to which have incidental debris as opposed to suitability for encapsulation.

(A): "Mixed" or "Various" physical state refers to solids, liquids, sludges, debris, or any combination thereof.

The term debris used in this document and the Bid Schedule refers to:

(a) solid artifacts, fragments, or rubbles which are present, but not primarily present (incidental) , and are intermingled or suspended in an otherwise fully solid, liquid, or sludge waste stream as described above, or

(b) a waste stream which meets the definition of debris in 40 CFR 268.2(g); e.g. TX06 & TX07. TX06 & TX07 were designed with Macro/Microencapsulation in mind.

Q. We understand there is a large generation of debris comprised of paper, tape, rags contaminated with paint - what CLIN does this fall under?

(A): It can fall under, FL03, TX06, TX07 (depending on the total VOCs), or NR01 (Non-RCRA).

Q. What is the quality (minimum ethylene glycol concentration) of antifreeze offered and or allowed under RE10?

(A): Because this CLIN was developed for recycling, no concentration/quality parameters were introduced.

If the Contractor asserts that a waste designated for recycling cannot be recycled because it does not meet the required recycling parameters; The Contractor must notify the CO in writing at least seven (7) business days before pickup, of the rationale and proof for waste rejection. This must include written input from at least two recycling facilities listed on the QFL, at least one of which is not owned by the Contractor.

NOTE: Unless prohibited by State regulations, fuels blending does meet the recycling/recovery requirements for certain wastes, including solvents, paints, antifreeze, and used oils.

Q. For TX22 what LDR (Land disposal Restriction) does the generator consider suitable?

(A): The contractor may/can contact the COR/Generator of the waste to obtain a copy of a Hazardous Waste profile Sheet for that particular waste in an effort to identify any LDR requirements as applicable

Q. Please elaborate on FL03B1 waste streams composition - it seems to have a large generation. What packaging is the generator offering for FL03B1? Bulk ignitable liquids will need to be DOT compliant for over the road transport and solids/sludges and debris may not be off loadable.

(A): You will have to contact all generators to establish the composition of the wastes, and packaging as it varies.

What I can say is that FL03B1 is considered Bulk Waste, in this particular case, a Rolloff containing <10,000 lbs of Flammable/Combustible/Ignitable waste.

Typically FL03 may contains paint-related-waste such as adhesives, rags, filters, PPE, etc.

Q. Can you please indicate which "new" CLIN the "old" bulk CLINs will be ordered under:

(A): 9407 = Bulk Solids - These would fall within one of the TX baseCLINs.

9906 =Bulk Liquids (Non-RCRA) NR03B5 or NR04B5 9407BM = Blast media, TX16

9407RM = NORM - TX25

9407VB = no longer available - could use FL03/FL12 9407WR = Lead contaminated sheets/wrap - TX06 9507WR = Bulk Industrial waste - TX07B1-B4 9537CF= Electroplating Related waste Sludge Bulk Solids by Totes -TX22B6

Q. During the site visit, we were informed that the current contract requires roll offs to be moved within 3 days of order. Will that be the same in the new contract? I do not see language that indicates this is still required.

(A): Yes. The 3 day requirement was added to the Bid Schedule.

Q. In the notes to the offers it lists the removal timeframes for all sites as 21 day. Could you change this to specify this as Warner Robins only and allow all of the other sites to be a 30 days removal as it is currently?

(A): The standard removal timeframe is 21 days for all sites. Offerors should bid accordingly.

Q. Is there a list of all of the current generators for this contract? It was stated that some new site may be added to the list. If so, if would be helpful to know those a well.

(A): Pick up points will be attached.

Q. Is the request for Management Services correct? It is our understanding that 2 people (the current number) is still planned for this new contract. The CLIN 6502WR is listed at 50 each. Shouldn't this be 60 if it is for 2 people for 30 months?

(A): The Bid Schedule has been updated to 60 ea.

Q. In reviewing the new listed CLIN quantities it appears that some of the number may be grossly over estimated. The CLINs for Lamps RE01-ME, M1. M2, M3, RE03ME, RE04ME, REO5ME, REMO6ME all appear to be over stated. The 90,000 each for RE01ME potentially under the wrong size.

(A): Quantities have been adjusted in the Bid Schedule.

Q. Quarterly Report - How is this going to work under MGMT services. Does the MGMT Services Personnel have access to the data on the Governments Systems?

(A): Please contact the Generator at Robins AFB.

Q. Where is the waste for the volumes of Bulk Liquid (NRO3 and NRO5) coming from?

(A):

a. NR03 = NR-Compressor Wash Water, Simple green, misc Non-RCRA liquids, etc.

b. NR05 = Oil water separator sludge; more solids than liquids, spill clean-ups.

Q. Do you have analysis for the bulk NORM stream, TX25?

Outlets are requesting the isotope, activity level (need more detail than less than 2,000 pCig)

(A): Robins AFB uses "Black Beauty" blast media at Building 125, and Aluminum Oxide media at Building 140.

Radon (Ra-226/Ra-228) is a radioactive substance found in nature (rocks/soil) and is produced by the radioactive decay of Uranium-238. Radium levels vary throughout the U.S.A. and depending on where the coal is generated from, the Radium levels could vary. These levels of radium are not hazardous and are not being generated from the blasting process in BLDG 125, it is coming from the coal media.

Further details regarding “Black Beauty” are attached.

B. The attached Bid Schedule shall be utilized for submission of offers. Any previous version will not be evaluated for award.

C. Please see the attached “Updated PWS”.

D. The Submission Date has been extended to July 14, 2017 at 4:00pm EST.

E. No further questions will be accepted.
