FAR (48 CFR) 53.243

A. The purpose of this modification is to answer offeror questions and to make the following corrections.

1. After delivering totes in phase 1 under a 90-day Task Order, will the government issue a second Task Order for removal once the tote has been filled? Will the second Task Order also be a standard 90-day removal?

DLA Disposition Services will issue separate task orders for Phase 2 of the AFFF requirement. The timeframe for the issuance of the second round of task orders is dependent on the Air Force draining and rinsing the contents of their fire trucks and other equipment into totes, drums, and pails. The Air Force will not do this until they have replacement product on hand. We anticipate that Phase 2 removals of concentrate and rinsate containers, including totes, will be spread out over several months as the Air Force completes the draining and rinsing of firefighting equipment. This is why the contract has an 18-month Base Period.

2. The minimum order amount is $1.00 - this is an unreasonably low amount especially for such a large project. Will the government raise the minimum order amount to a more reasonable number like $5,000 or a similar number?

The government will not raise the task order minimum. Each region will be issuing multiple task orders for the removal locations. The contract allows 90 days to execute Phase 1, providing the Contractor time to optimize the logistics.

3. The expedited removal is for 5 business days, with such a large geographic area, the material being non RCRA and a standard removal time of 90 days could you modify this into something more achievable like 15 days? This would still provide service in an expedited time frame but allow scheduling more on an industry standard.

The Air Force does not anticipate ordering expedited removals, but the option was provided for unforeseen contingency events. DLA Disposition Services will work with the Generator and Contractor should such a requirement arise to attempt to provide additional time if needed. However, the Contractor should anticipate a 5-day performance requirement when bidding CLIN 6333AF.

4. I did not see limitations listed on the expedite, is it limited to one location? If not one location how many?

The Air Force does not anticipate using expedite CLINs under this contract, but there exists the possibility. If there is a customer in need of an expedited removal, any location listed on AFFF inventory may order an expedite.

5. Is there a limit on expedite volume and if so what is it?

The contract does not limit the number of containers, including totes, turned in under an expedite CLIN. There will be only one (1) pickup location per expedite CLIN.

6. Will the contractor be coordinating pickups with the regional DLADS office or will the DLAR be located in Battle Creek or some other centralized location?

Scheduling of pickups/deliveries will be coordinated with the local DLADS office, with assistance if needed from DLAR in Battle Creek.

7. Will the government load the full totes and drums onto the contractor’s conveyance? If not can the contractor utilize government equipment to load totes?

The contractor is responsible for loading and providing all equipment to facilitate loading. However, in some cases, the Government will be able to provide equipment for loading. Upon award, the Contractor will be provided with local POC info for each pickup location so that the Contractor can inquire.

8. Clause 1.1.3 requires 5 business day notifications prior to site visits or pickups and a list of CDL Drivers that may be doing the pickup. Does this also apply for tote supply delivery? If we drop ship supply totes the government is filling with a common carrier, must we provide the Driver info at least 5 business day prior to delivery?

Clause 1.1.3 does not apply for tote supply delivery.

9. Will payment be done by Task Order? If yes will the contractor be required to wait to invoice until delivery of all totes and receipt at the TSDF of all waste identified on the Task Order? Essentially with a 90-day order covering multiple locations, you will have effectively a 120-day payment term.

Payment will be done by task order. All requirements for payment are located in section 8.1 of the solicitation.

10. Also I did not see a response on the Idaho locations I submitted earlier.

Idaho is hereby added to the West region

11. If we ship the supply totes direct from our facility or the supplier, will the government off load the supply totes at the installation?

The driver or Contractor representative should be prepared to offload the totes at each delivery location.

However, in some cases, the Air Force is likely to able to assist. Upon award, the Contractor will be provided with local POC info for each location so that the Contractor can inquire about fork lifts, loading docks, etc.

12. Do we have to have a contractor employee at the supply drop off and/or waste removals?

If totes are shipped by a common courier, a Contractor representative need not be present for the delivery.

However, a Contractor representative must be present for all waste removals.
