Amendment 0001

A. The purpose of this modification is to answer offeror questions and to make the following corrections.

a) Section 1.2.10 of the PWS changed to CLIN 6319AF in lieu of 6318AC in the title line and Subparagraphs a & b.

b) Correct error in the bid schedule in Column C in each of the three Bid Schedules to show CLIN 6319AF

Q1: Do you have a UN spec for the totes you would like the contractor to provide?

Contractors must ensure that the totes are suitable packaging for the safe and secure transportation and storage of the Non-RCRA liquid waste product. Contractors are invited and urged to provide to the Contracting Office the UN Specs of the tote(s) they are planning to provide for prior approval prior to bid.

Q2: I am assuming these will need to be “drop shipped” from us to the generators to flush their lines before we pick up? If the latter is true sourcing this quantity and getting out to the field post haste maybe more daunting than we foresee. As that equals 41 van loads. If it takes 30 days to place all these then 30 days for all the flushing to occur that leaves 30 days to pick up? Curious on DLA’s thoughts on that timeline.

The totes should be delivered to each location during Phase I of the contract execution, but the Contractor is invited to drop ship them to the respective fire station locations. See Section 0.a.(1) of the Performance Work Statement (PWS). We anticipate that Phase II removals of concentrate and rinsate containers, including totes, will be spread out over several months as the Air Force completes the draining and rinsing of firefighting equipment. This is why the contract has an 18-month Base Period.

Q3: Do you have an SDS of the material to share and or/a few analyticals?

An SDS has been provided to participating offerors. However, Contractors bidding this solicitation must be aware that while this SDS represents the vast majority of product turned in under the AFFF Removal & Disposal contracts, that other AFFF products manufactured by the same or other manufacturers, but that are similar in chemical composition, may also be turned in under this contract. All such products, whether in the form of concentrate or rinsate, must be incinerated at a Part B RCRA Permitted incineration facility appearing on the DLA Disposition Services Qualified Facility List (QFL) at the time of shipment to that facility.

Contractors should be further aware that all AFFF products turned in under this contract will likely contain some level of Perfluorooctane Sulfonate (PFOS) and Perfluorooctanoic Acid (PFOA,) whether or not so indicated in this or other relevant SDS(s).

Q4: Did I miss the quantity of PPI’s required? If not stated how many would you like?

Per “Notes to Offerors”:

Reference projects/contracts and corresponding reference surveys are limited to three projects/contracts considered by the offeror to be the most relevant to the requirements of this solicitation. If more than three projects/contracts with reference surveys are received, the Government will consider the first three projects/contracts received based upon the date and time the reference surveys are received.

Q5: Can an Offeror submit a bid only on one Region in this case Region- West?

Yes

SP4500-16-R-0012

Q6: Can we be allowed to pay a site visit to Edwards AFB, CA only to take a look at typical 3M AFFF wastes (conc. 55-Gal Drums, Conc. 5-gallon Pails, Conc. 265-Gal totes, Rinsate 5-gal pails, Rinsate 55-Gal Drums, Rinsate 265-Gal Totes, Empty Totes Needed, Conc. GalL other Trailers, Tanks)?

To request a site visit, the Air Force POC at Edwards AFB, California is Mr. Mike Hurles @ (661) 277-4449 or Mr.

Thomas Woods @ (661) 277-4773.

There won’t be any rinsate containers generated until the Air Force begins draining and rinsing firefighting equipment for turn-in during Phase II of the contract. Below is a picture of 5-gallon pails of AFFF concentrate.

Q7: Please clarify what types of treatment is meant by “AFFF concentrates and rinsates will be thermally destroyed at a fully permitted RCRA incineration facility. Concentrates and rinsates are defined in section

1.2.8.3 of this contract. For purposes of this contract, incineration will constitute treatment and disposal.”

The only treatment and disposal option for the AFFF concentrates and rinsates turned in under this contract will be incineration at a fully permitted RCRA Part B incinerator facility.

Q8: Is fuel blending and burning in a RCRA permitted kiln acceptable?

If referring to a cement kiln, no, as it is not considered an incineration facility.

Q9: Is treatment allowed only in a RCRA part B Subpart O incineration facility or are other types of thermal treatment allowable and if so what types?

Treatment is allowed only at a RCRA Part B Subpart O incineration facility.

Q10: Please provide a Material Safety Data Sheet for the material.

An SDS has been provided to participating offerors.

Q11: Please provide chemical and physical characteristics and a profile for the material.

We have asked the Air Force for a waste profile sheet for the concentrate and also for the rinsate.

Q12: The notes to offer on Page 2 of the solicitation state that there may be up to three awards, one for each region. Must offerors bid on all three regions or may they choose to bid only one or two of the regions?

Offerors may bid on one or more of the regions.

Q13: If an individual installation needs to order another tote as discussed in 1.2.10 will CLIN 6318AC be ordered only once for the additional delivery or will it be issued a second time when the contractor goes out to remove the additional tote?

There was an error in the solicitation package, and a correction has since been made. The correct CLIN for “Surcharge for Additional Removal and/or Delivery” is CLIN 6319AF. This correction was made both in the PWS (1.2.10) and in the Bid Schedule. This contract allows for two (2) scheduled service calls at each location identified in the inventory. There will be one (1) service call conducted under Phase I of the contract, where the Contractor picks up various-sized concentrate containers and also delivers empty totes. There will be one (1) scheduled service call under Phase II of the contract, where the contractor picks up various container types and sizes (including totes) containing concentrate and rinsate. Any removal/delivery service calls ordered outside of these two scheduled service calls will require that CLIN 6319AF be ordered in addition to the appropriate disposal and/or service CLIN(s).

Q14: With the Phase I and Phase II procedures described in the notes to offerors it would appear that the contractor would service locations at least twice, once when delivering totes and once when returning to pick up the full totes, should the contractor expect the service most locations twice?

Yes

Q15: The notes to offeror seem to indicate that the Government will order totes to place any bulk AFFF concentrate or rinsate in during Phase I. Will the Government be loading all AFFF concentrate or rinsate stored in tanks into the totes? Will the contract be expected to transfer any of the material from bulk tanks into totes and if so at what locations and what tank volumes would be transferred?

The Government will transfer any bulk concentrates and rinsates into the container sizes and types of their choosing, hence the various container sizes in the Bid Schedule. For example, if the Generator has 50 gallons of excess rinsate remaining after rinsing firefighting equipment, the Generator may opt to turn it in under CLIN NR94C4 (a 55-gallon drum). The Contractor will not be required to transfer waste from tanks or equipment into totes or other container types.

Q16: Will there be coordination between installations when issuing Task Orders, for example will all the installations in an individual state (similar geographic divisions) issue their Phase I requirement on a single Task Order? It would be the most efficient use of COR and Contractor time to handle all the material in a geographic region on a “milk run” or coordinated basis.

All Task Orders for Phase I removals and deliveries are expected to be issued shortly after the Award.

Contractors will then be given 90 days to complete such removals and deliveries, giving Contractors time to order totes and optimize their logistics.

Q17: A large number of supply totes are estimated; it would be very difficult to supply 900 totes in an individual Bid Schedule area if they are all ordered at once. If you then expedite them, it would not be feasible to get them procured from suppliers let alone delivered in 5 working days. Is the work going to be spread out over the 18 months of the contract or do you anticipate some other schedule? What is the current government anticipated time frames for ordering totes, delivery and pickup of the majority of material covered under this contract?

The Contractor may need to procure totes from more than one supplier in order to execute Phase I of the contract within 90 days. The Government does not anticipate ordering any expedites during Phase I, but the Contractor should be prepared for the possibility. Totes should be delivered to each location during Phase I of the contract execution, but the Contractor is invited to drop ship them to the respective fire station locations.

Q18: What is the anticipated start date for the work?

It is anticipated that Task Orders will be issued on or before 30 Sep 2016, and that Phase I work will be completed by 31 Dec 2016.

Q19: The inventory provided with the solicitation references Ascension Island next to Patrick AFB. Will the contractor be expected to travel to Ascension Island or is the material being transported back to Patrick AFB by the Air Force or other Government agency?

The Contractor under this contract will not be required to remove waste directly from Ascension Island. The Government will either have the containers shipped to Patrick AFB for removal, or will have the product removed under the existing HW Disposal Contract using that respective Contractor.

Q20: Would Waste to Energy suffice as incineration?

The only treatment and disposal option for the AFFF concentrates and rinsates turned in under this contract will be incineration at a fully permitted RCRA Part B (Subpart O) incinerator facility.

Q21: Do you have a MSDS on what the USAF is using now?

An SDS has been provided to participating offerors. However, Contractors bidding this solicitation must be aware that while this SDS represents the vast majority of product turned in under the AFFF Removal & Disposal contracts, that other AFFF products manufactured by the same or other manufacturers, but that are similar in chemical composition, may also be turned in under this contract.

“What the USAF is using now” is the product being turned in for destruction and disposal under this contract. If referring to replacement product(s) the Air Force will use going forward, that is of no relevance to DLA in this solicitation.
