Amendment 0002

1) The purpose of this Amendment is to respond to bidder questions.

(1) Bidder Question: “Please advise if you would consider disposal at a non-US facility.”

(1) Answer: DoD is requesting disposal occur in the continental United States as required by the requirements in SP4500-15-R-0001. This solicitation includes significant volumes of foreign made PCBs generated by US forces in Japan. The U.S. Department of Defense understands that the Government of Japan does not plan on executing export notices under Article 6 of the Basel Convention, as it prefers that the US dispose of these PCB wastes in the United States. This has been our long standing practice and it is reflected in the current contract requirement.

(2) Bidder Question: “Would you consider amending PC08 to 50-500 ppm and adding a >500 ppm HIN?”

(2) Answer: No - PC08 is a standardized CLIN. Generators provided estimates based on the standardized language.

(3) Bidder Question: “Would you consider amending PC10 to remove the transformer carcasses from the description and have it on a separate line?”

(3) Answer: No - PC10 is a standardized CLIN. Generators provided estimates based on the standardized language.

(4) Bidder Question: “Could you please provide an example of past RCRA contaminates and quantities that have been present in PC01 item?”

(4) Answer: PC01 is a new CLIN so no previous history exists.

It is anticipated that leaking small and large capacitors previously disposed of using dedicated capacitor CLINs on the previous contract will be disposed of under this new HIN. Previous HIN descriptions did not differentiate between leaking and non-leaking capacitors. Possible liquids to be anticipated under this HIN would include PCB containing liquids contaminated with solvents and oils such as laboratory standards and sampling wastes which have been corrosive (D002) in the past.
