QUESTIONS & ANSWERS
Solicitation Number SP4500-14-R-0006
1) B1 and B6 appear to be the same CLIN. A 20 yard box divided by 10,000 is less than 600 lbs/CY. How will the correct CLIN be determined?
ANSWER: B6 would be used for waste comprised of fragments/rubble/etc. that could be comingled with other like waste and is inherently either lightweight or low density. B1 would be ordered for waste that would be typically considered a 'heavy waste' but with likely less than full roll off.
2) NR08 is for empty containers in bulk. Will these be in roll offs?
ANSWER: They are anticipated to be in roll offs.
3) What is anticipated to be ordered under NR11?
ANSWER: Primarily rags/pads/booms/etc. with non-regulated constituents. From what we were told, there is often free liquids associated with the C4s.
4) NR98 is a C6, which according to the chart should be “EA” not “LB.” Please clarify.
ANSWER: The Bid Schedule has been revised. C7 is the correct CLIN suffix, the quantity is 3000 and the unit of issue is 'LB.'
5) Clause 1.2.8.1 a. States that “Pumpable liquid wastes that are removed via totes…are considered bulk waste and have a surcharge associated with them (see Tote surcharge CLIN 6386TS.)” However, this CLIN does not appear on the contract.
ANSWER: See revised clause.
6) BDU’S (NR99) are traditionally packaged in Triwalls or Pallets making C6 the correct new CLIN to use.
However, only C7, B1, and B6 are the only choices. How will it be determined which CLIN to use?
Answer: The Bid Schedule has been revised to exclude CLIN suffixes B1 and C6. C7 is the correct CLIN suffix and no other CLIN suffixes will be used for NR99.
7) CLIN RE79 requires the recycling of HAZARDOUS blast media. Is the government aware of a facility with these capabilities?
ANSWER: Offerors are directed to review contractor requirements under Section 5.0 USE OF FACILITIES AND
TRANSPORTERS
8) CLIN 6502EQ states that the contractor must provide an EE rated forklift. The purchase of an EE rated forklift for only 18 months of this contract cycle will drive this price up considerably. Would the government consider allowing the contractor to utilize an existing government owed forklift?
ANSWER: The Government will not provide an EE rated forklift.
9) Have you guys opened the newly provided ERS report in Excel? I just downloaded and opened it and the data appears to all be there but the format is in such disarray that it makes it very difficult to read. Can you guys please take a look and see if it might be possible to reformat the data being generated from the report so that it is easier to read in Excel? It looks like it might have been a conversion issue when the data was exported.
ANSWER: Unfortunately, the format/appearance of the ERS report cannot be manipulated by us.
10) I'm assuming that the data from the ERS AI Report came from a different database? It is at least in a more readable format. Given that this ERS Detail report format cannot be changed, would it be possible to get an extension to the response date for the solicitation, as it will take most of a week to get through this data to make it useful? With the current contract holder not needing to spend that time going through this data for analysis, it gives them an advantage in time that they can spend working on their pricing strategy.
ANSWER: The closing/response date has been extended to 4:30PM (Eastern) Friday, August 15, 2014.
When necessary, the contractor shall weigh all property before removal. An authorized Government representative will witness all weighing that occurs on site. The weight, agreed upon by both the contractor and the Government representative at the time of removal, shall be the basis for payment to the contractor. Unsubstantiated charges for subsequent increases in weight, after removal from Government custody, shall be the responsibility of the contractor.
1.2.8 DEFINITIONS, BULK AND CONTAINERIZED WASTE
1.2.8.1 BULK WASTE
a. The term bulk waste refers to waste that is typically removed via rolloff boxes, vacuum or sludge boxes, dump trucks, tank trucks, vacuum trucks, pump trucks, and trucks with vacuum-loaded or pump-loaded tanker trailers. Bulk waste does not refer to containerized wastes including waste contained in drums, cubic yard boxes, military tri-wall boxes, cubic yard bags or “super sacks”, lamp boxes, cylinders, or palletized waste.
b. Bulk debris (as defined in 40 CFR 268.2(g)) and other solids weighing equal to or less than 600 Lbs/yd3 shall have the CLIN suffix “B6”, and shall be priced per cubic yard (YD). Bulk debris (as defined in 40 CFR 268.2(g)) and other solids weighing 600 Lbs/yd3 or greater, shall have the CLIN suffix B1, B2, B3, or B4, and shall be priced per pound.
c. The terms solid and solids used in this document and the Bid Schedule refers to solid material which is largely free of free liquids, e.g., soil, silt, sand, gravel, filtercake, powder, granules, crystals, fines, and artifacts that do not meet the definition of debris as defined in 40 CFR 268.2(g).
d. The terms liquid and liquids used in this document and the Bid Schedule refers to liquid material which is pumpable by conventional pumping devices designed to pump low-viscosity liquids and largely free of suspended or settled (vs. dissolved) solids. A liquid that has become frozen due to ambient freezing temperatures, but would otherwise be of liquid state at 72°F, will still meet the definition of liquid for purposes of this contract.
e. The terms sludge and sludges used in this document and the Bid Schedule refers to material that is either (a) a multiphasic material with some combination of a liquid phase and a solid phase as defined above, (b) a slurry or mud-like material, such as liquid-saturated soil or tank bottoms, whereby solids are largely or completely suspended in liquid and typically flows under gravity, and may or may not be conveyable by high capacity pumping or vacuuming devices designed to move heavy material, or (c) a highly viscous liquid not pumpable by conventional pumping devices designed to pump low-viscosity liquids.
f. The term debris used in this document and the Bid Schedule refers to (a) solid artifacts, fragments, or rubbles which are present, but not primarily present, and are intermingled or suspended in an otherwise fully solid, liquid, or sludge wastestream as described above, or (b) a wastestream which meets the definition of debris in 40 CFR 268.2(g). Note: Definition (a) in this
