About this file

This is a Performance Work Statement (PWS) for an Initial Cross-Connection Hazard Assessment at the Defense Distribution San Joaquin (DDJC) facility in Tracy, California. The contractor must conduct a comprehensive baseline survey of the installation's potable water system to identify actual and potential cross-connections, determine hazard severity, and evaluate existing backflow prevention assemblies. The scope encompasses inspection of one groundwater source, on-site pumping and treatment facilities, an elevated potable-water storage tank, a campus-wide distribution system, and 43 served buildings including mechanical rooms, boiler rooms, fire suppression connections, industrial areas, and irrigation connections.

The contractor must classify hazards (High/Low) according to the Uniform Plumbing Code and military public health guidelines, recommend appropriate corrective actions such as Reduced Pressure Zone (RPZ) assemblies or Double Check Valves, and provide deliverables including a Microsoft Excel inventory database with cross-connection locations, hazard degrees, existing device details, and recommended corrective actions. A Draft Assessment Report must be submitted for Government review with a 15 business-day comment period, followed by a Final Assessment Report incorporating Government comments, an executive summary, complete inventory database, photographic documentation of critical hazards, and a prioritized mitigation plan. All personnel must hold current, valid certifications as Cross-Connection Control Specialists or Backflow Prevention Assembly Testers from recognized authorities such as AWWA or USC's Foundation for Cross-Connection Control and Hydraulic Research. Work will be performed on-site at DDJC in Tracy, California, and the contractor must comply with facility security requirements including obtaining installation passes, vehicle registrations, and identification badges.

PERFORMANCE WORK STATEMENT (PWS)

Initial Cross-Connection Hazard Assessment

Defense Distribution San Joaquin, CA

1.0 General Information

1.1 Background: The Defense Distribution San Joaquin (DDJC) facility located in Tracy, California, requires a comprehensive Initial Cross-Connection Hazard Assessment of its potable water system. The installation's water infrastructure currently includes one groundwater source, on-site pumping and treatment facilities, an elevated potable-water storage tank that supports distribution-system pressure, a campus-wide distribution system, and 43 served buildings.

1.2 Objective: The primary objective of this requirement is to conduct a baseline, comprehensive cross-connection survey of the DDJC drinking water system to identify actual and potential cross-connections, determine the degree of hazard, and evaluate the adequacy of existing backflow prevention assemblies. This effort is essential to protect the potable water supply from direct interconnections with non-potable piping networks and prevent the backsiphonage or backflow of contaminants into the distribution system.

2.0 Scope of Work

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the Initial Cross-Connection Hazard Assessment as defined in this PWS. The assessment must align with applicable federal, state, local, and military regulations (such as TB MED 576 and relevant plumbing codes) governing cross-connection control and backflow prevention.

3.0 Specific Tasks

3.1 Comprehensive Site Survey: The Contractor shall conduct a physical survey of the DDJC potable water system. The survey shall encompass:

· The single groundwater source and associated on-site pumping and treatment facilities.

· The elevated potable-water storage tank.

· The campus-wide water distribution system.

· The interior and exterior of all 43 served buildings, including mechanical rooms, boiler rooms, fire suppression system connections, industrial areas, and irrigation connections.

3.2 Hazard Identification and Classification: During the site survey, the Contractor shall:

· Identify all existing or potential cross-connections between the potable water system and any non-potable water systems, equipment, or fixtures.

· Classify the degree of hazard (e.g., High, Low) for each identified cross-connection based on the most recent Uniform Plumbing Code and standard military public health guidelines.

3.3 Evaluation of Existing Devices: The Contractor shall inspect all currently installed backflow prevention devices and assemblies to determine:

· Whether the correct type of device is installed for the identified degree of hazard.

· The current condition, make, model, size, and serial number of existing devices.

· Whether the device installation meets current code requirements (e.g., proper clearances, drainage, and orientation).

3.4 Corrective Action Recommendations: For every identified hazard or deficiency, the Contractor shall recommend the appropriate corrective action. This includes specifying the type of backflow prevention assembly (e.g., Reduced Pressure Zone (RPZ), Double Check Valve) or air gap required to eliminate or isolate the cross-connection hazard.

4.0 Deliverables

4.1 Cross-Connection Inventory Database: The Contractor shall provide a comprehensive inventory matrix (in Microsoft Excel or similar approved format) detailing:

· Location of the cross-connection/device (Building number, room, specific application).

· Degree of hazard.

· Existing backflow preventer details (if any).

· Recommended backflow preventer type or corrective action.

4.2 Draft Assessment Report: The Contractor shall submit a Draft Assessment Report detailing the methodology, findings, hazard classifications, and recommendations. The Government will have 15 business days to review and provide comments.

4.3 Final Assessment Report: The Contractor shall submit a Final Assessment Report incorporating all Government comments. The report must include an executive summary, the complete inventory database, photographic documentation of critical hazards, and a prioritized mitigation plan based on the severity of the identified risks.

5.0 Personnel Qualifications

All personnel performing the cross-connection surveys must be highly qualified and maintain current, valid certifications as Cross-Connection Control Specialists or Backflow Prevention Assembly Testers from a recognized authority (e.g., American Water Works Association (AWWA), the Foundation for Cross-Connection Control and Hydraulic Research at the University of Southern California, or equivalent state certification).

6.0 Period and Place of Performance

6.1 Place of Performance: All site survey work will be conducted on-site at the Defense Distribution San Joaquin (DDJC) facility in Tracy, CA.

6.2 Period of Performance: The period of performance shall be [Insert Number] days from the date of contract award.

7.0 Security and Access Requirements

The Contractor shall comply with all DDJC security requirements, including obtaining necessary installation passes, vehicle registrations, and identification badges. Personnel must coordinate building access with the designated Contracting Officer's Representative (COR) or facility manager to ensure minimal disruption to installation operations.
