About this file
This document is an Amendment to a Request for Quotation (RFQ) SP330026Q5002 issued by the Defense Logistics Agency (DLA) Distribution Acquisition Operations for DDOO Blade Pack Special Instruction Boxes. The solicitation is a 100% Small Business Set-Aside for a Fixed Price Requirements Contract with a one-year base period and four one-year option years. The amendment provides answers to 16 vendor questions regarding special packaging instructions, box specifications, shipping requirements, and quantity details for corrugated fiber boxes.
Key details include a minimum order of 20 individual boxes/sets per item, with deliveries requested throughout the year based on customer needs. The contract requires vendors to provide fully assembled blade pack boxes with specific configurations, including RSC boxes, partitions, pads, and liners, which must be shipped flat and organized logically on pallets. Vendors must refer to Attachment OC8400001 for detailed specifications, and the estimated quantities on the Schedule of Supplies and Services represent individual boxes/pads/sets, not pallets. The amendment emphasizes using the latest version of the Schedule of Supplies and Services dated 12.12.2025 when submitting quotes.

Question from RFQ SP3300265002
DDOO Blade Pack Special Instruction Boxes
1. The items are hyper specific, and do not appear to be straight forward boxes. Additionally, the term “liners” and “partitions” can have multiple interpretations. Are there specs available on these items beyond the descriptions provided on the Attachment 01 – Schedule of Supply and
Services.xlsx?
a. The specifics are detailed in Attachment OC8400001 Latest Rev 12.9.2025, which replaced Attachment 02 – Special Packaging Instructions (SPI).
2. Will there be a variance allowed on final produced quantities for each item ordered?
For example – DLA places an order 500 of N00005482 – are we allowed to deliver 450 – 550
(10%) of the requested quantity? We ask because the cost of producing 0%/0% overs/unders significantly increases the cost of goods to the government.
a. We cannot accept a variance in delivery for these SPI boxes.
3. Many of these items are missing critical information such as corrugated board strength. Example:
N00005479, N00007810, N00005485, and many others.
a. All of the required specifications can be found on the Special Packing Instruction No.
OC8400001.
4. While we see that the Schedule shows item volumes as “Projected Quantity” for each item are these items all ordered at the same time?
a. No, the customer will request deliveries as needed throughout the year.
5. What is the minimum order that can be placed for each item?
a. This question is answered in the solicitation under the Order Limitations Clause – FAR
52.216-19. (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 20 EA, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
6. Is this solicitation directed at any existing vendor or would a new entrant like ourselves have the opportunity to win this contract?
a. This solicitation is not directed towards any one vendor. This RFQ is being solicited as a
100% Small Business Set-Aside.
7. Are there historical budgets for this that we can review please?
a. The estimated quantities shown on the schedule of supplies and services are based on historical data.
8. Are the partitions assembled, and is the entire pack fully assembled? Or can we send in a pallet of partitions, a pallet of pads, a pallet of liners, and a pallet of boxes separately?
a. They will need to be assembled and laid flat for shipment.
9. Are the blade packs shipped fully assembled? Meaning: RSC box built, partitions assembled and placed into box, bottom and top pad placed in the box, with the sleeve placed inside the box surrounding the partitions?
a. Yes, they need to be shipped assembled. Your meaning is correct.
10. Are the blade packs shipped flat? And if so, is there anything that needs to be assembled before shipping flat? For example - the box, sleeve and pads could be shipped flat. The partitions could be assembled and then folded down so they are flat.
a. Yes, they should be shipped flat. The box should be assembled as described in question 9.
11. Can there be more than one blade pack type per pallet? For example, can blade pack #1 and blade pack #8 be together on one pallet? Or does each respective blade pack # need to have its own pallet?
a. Yes, there can be more than one blade pack type per pallet. Please ensure they are organized in a logical way, for example if you have 50 blade pack #1 boxes and 30 blade pack #8 boxes on a single pallet, all 50 #1 boxes should be together on the bottom rows of the pallet, with the 30 #8 boxes together on top of the #1 boxes. They should not be mixed up on the pallet.
12. I didn’t quite understand the note within the packaging detail document talking about “less than fill containers”. I am wondering- however the blade packs are sent (whether fully assembled as in question 1 or flattened as in question 2), do they need to be contained within a “master” box that houses multiple blade packs? As an example, if DLA received a pallet with the blade packs but no packaging surrounding the blade packs themselves, is that acceptable? Or does there need to be a form of covering for all the blade packs?
a. This is for the end user of the boxes.
13. Does the number represent the annual quantity of individual boxes/pads/sets, or the annual number of pallets of material? Since "Standard pallet" is included in most item descriptions, we wanted to confirm the unit of measure.
a. The estimated quantities show on the Schedule of supplies and Services is for the individual boxes/pads/sets.
14. Will this be a single, one-time purchase, or will it involve multiple purchases throughout the year? If it is multiple, could you provide an estimate for the time period and quantities for each subsequent order?
a. The period of performance for this contract action will be established for a one-year base period, with four one-year option years. This Request for Quotation (RFQ) is being issued to establish a Fixed Price (FP) w/Economic Price Adjustment (EPA) Requirements
Contract, with Firm-Fixed Price (FFP) delivery orders, for Special Packaging Instruction
(SPI) Corrugated Fiber Boxes as described in the Schedule of Supplies & Services
(Attachment 1) and in accordance the Special Packaging Instruction (Attachment 02).
15. All of the liners show double the quantity, but they’re the same size. If the intention is to double them, then one of the liners needs to be larger?
a. As shown on SPI OC8400001 there are two liners in each container. The liner consists of two pieces instead of one continuous piece; hence the numbering 5 & 4 associated with the liners.
16. RSC #34 has qty. 350 should it be 247 to match the partition qty?
a. Attachment 001 - Schedule of Supplies and Services, has been updated. Please ensure you use the latest version when submitting your quote.
