About this file

This document is Amendment 0001 to Request for Quote (RFQ) SP3300-26-Q-0278, issued by DLA Distribution Acquisition Operations on September 11, 2026. The amendment provides the Government's responses to vendor questions received during the solicitation period and requires all vendors—whether submitting new quotes, updated quotes, or no updates—to return a signed SF30 form to Joshua.Derr@dla.mil by 1:00 PM EDT on September 17, 2026.

The amendment addresses 13 vendor questions and clarifications regarding the procurement of six fully assembled Polaris UTVs for delivery to Tinker Air Force Base in Oklahoma. Key clarifications include: normal vehicle securement is acceptable (winged pallets not required for assembled vehicles); quotes with CUI markings should be sent directly to Joshua.derr@dla.mil via standard email; the OEM Vehicle Identification Number (VIN) is acceptable as the DoD unique identification equivalent; small businesses may identify themselves as distributors while listing the manufacturer; the Nonmanufacturer Rule does not apply below the Simplified Acquisition Threshold; new OEM vehicles with standard Polaris warranty satisfy the "factory-certified" requirement without additional certification; an authorized local Polaris dealer/service source meets parts availability requirements; realistic delivery times up to 60 calendar days are acceptable; contractors must offload vehicles at delivery and ensure drivers have no warrants and possess a real ID for base access; a short vehicle familiarization is sufficient (no formal training course required); A-arm guards are required on the front only; and factory-installed CV shields satisfy guard requirements.

Purpose:

The purpose of this amendment is to provide the Government’s response to vendor questions received during the solicitation period.

Regardless if a vendor is providing a new quote, updated quote, or no update, vendors must submit a signed SF30 to Joshua.Derr@dla.mil by 01:00pm EDT on 9/17/26.

Questions/Answers:

Q: Winged-pallet requirement Section 7 states that material must be shipped on serviceable winged pallets in accordance with MD00100452. Does this requirement apply to the six fully assembled UTVs themselves, or may the completed vehicles be delivered by a commercial vehicle carrier/trailer using normal vehicle securement, blocking/chocking, and offload procedures?

A: Normal vehicle securement is acceptable.

Q: CUI-marked quote transmission The RFQ directs quotations to be submitted by email to your DLA address, while the quote instructions also require CUI / SSSEL / FED ONLY markings. Please confirm whether transmission directly to Joshua.derr@dla.mil by standard email is the Government-approved submission method for the marked quote package, or whether encrypted email, DoD SAFE, or another secure transmission method is required.

A: Yes, send quotes directly to Joshua.derr@dla.mil. The CUI identification instructions provide the correct CUI markings for all necessary documentation.

Q: IUID / VIN treatment DFARS 252.211-7003 is incorporated. For these commercially manufactured vehicles, will the OEM Vehicle Identification Number (VIN) be accepted as the DoD-recognized unique identification equivalent for each UTV, with the VIN reported in the required receiving/invoicing documentation, or is a separate MIL-STD-130-compliant Data Matrix/IUID marking required on each vehicle?

A: Yes, that is acceptable.

Q: Manufacturer / distributor designation For the Manufacturer or Distributor designation in Section Two, may a small-business nonmanufacturer/reseller identify itself as the Distributor, identify Polaris as the manufacturer, and source the vehicles through an authorized Polaris dealer? Or must the quoter itself hold a direct OEM dealer/distributor authorization? If specific OEM or dealer-authorization documentation is required with the quotation, please identify what documentation the Government expects.

A: Yes, a small business may identify itself as the distributor and list the manufacturer of the quoted product under the manufacturer field.

mailto:Joshua.Derr@dla.mil

Q: Nonmanufacturer Rule / class waiver Because this procurement is a Total Small Business Set-Aside and contemplates distributors, please confirm whether the Government is applying an SBA Nonmanufacturer Rule class waiver for the UTV/off-road vehicle product class under this acquisition, or whether the supplying manufacturer must independently satisfy the applicable small-business manufacturer requirements.

A: The Nonmanufacturer rule does not apply for solicitations below the Simplified Acquisition Threshold (SAT).

Q: “Factory-certified” requirement The specifications call for brand-new, factory-certified vehicles. Will new OEM vehicles supplied through an authorized Polaris dealer, dealer-prepared/PDI-completed, and carrying the standard Polaris OEM warranty satisfy the “factory-certified” requirement, or is an additional manufacturer certification required?

A: Yes, that will satisfy the requirement. Additional manufacturer certification is not required.

No refurbished vehicles.

Q: Local parts/service availability The specification states that service and repair parts must be easily sourced from the Tinker AFB, Oklahoma area without requiring overseas procurement. Is identification of an authorized local Polaris dealer/service and parts source sufficient to demonstrate compliance, or does the quotation need additional documentation regarding local parts availability?

A: An authorized local dealership, service, and parts source meet the requirement.

Q: Delivery lead time The RFQ requests 30 days ARO but allows quoters who cannot meet that timeframe to provide their best realistic and achievable delivery lead time.

Please confirm that a longer supplier-supported lead time, such as up to 60 calendar days ARO, may be quoted and evaluated without automatically making the quotation technically unacceptable.

A: Yes, please provide a realistic and achievable delivery time.

Q: Delivery, offload, and base access Please clarify whether the contractor is responsible for physically unloading/offloading the UTVs at the DLA DDOO Tinker AFB delivery point.

Are there any carrier, appointment, trailer, ramp, escort, driver credential, or base-access requirements that should be included in the delivered price?

A: Contractor will off load at delivery location. For base access, the driver must not have any warrants, and must have a real ID.

Q: Basic operational run-through For the required handover and basic operational run-through, is a short vehicle familiarization performed at delivery by a knowledgeable dealer/contractor representative sufficient, or does the Government require a formal training course, minimum duration, specific instructor qualifications, or separate training documentation?

A: Yes, a short familiarization will be sufficient.

Q: Are A-arm guards required on the front only, or front and rear?

A: Front only

Q: Would the factory-installed CV shields satisfy this requirement, or should separate Polaris A-arm guard kits be installed?

A: Factory -installed CV shields will satisfy the requirements.

Q: Page 7 requires WINGED PALLETS, does this apply to the units since they are already assembled?

A: No, this does not apply.
