About this file

This document is a Questions and Answers (Q&A) file for a Defense Logistics Agency Distribution solicitation (SP330026Q0009) for Material Handling Equipment (MHE) Preventative and Corrective Maintenance Services in Saipan. The solicitation covers semiannual preventive maintenance and corrective maintenance for equipment, with key requirements including U.S. citizen personnel, work performed during daytime hours, and maintenance coordinated through a government representative. The contract includes multiple Contract Line Items (CLINs) covering preventive maintenance (CLIN 0001), corrective maintenance (CLINs 0002-0004), and a phase-in period (CLIN 0005).

Critical details include no incumbent contractor, no government-furnished property or tools, and maintenance to be performed using contractor-supplied equipment. The work will be conducted in San Antonio, Saipan, with specific maintenance schedules to be determined after award. Contractors can propose annual labor rate adjustments tied to Department of Labor wage determinations. The government will provide a 20-foot container for temporary material storage during maintenance cycles, and all maintenance activities will be documented and tracked in the DPAS system. The solicitation allows for option year adjustments and requires comprehensive reporting of maintenance activities.

Q&A:

1. Work Location:

Could you please provide the exact coordinates or physical address of the work location in San Antonio, Saipan?

· This will be provided at time of award.

1. Recommended Staffing:

How many personnel does the Government recommend or anticipate the contractor will need to perform the required scope effectively?

· The number of personnel should match the level of effort to PM the equipment list, twice a year.

1. Personnel Clearance & Citizenship Requirement:

Section 1.9 of the PWS specifies that all contractor personnel performing work under this contract must be U.S. citizens. However, I noticed that the “2024 CW-1 Wage Table” was also included in the attachments, which typically applies to non-U.S. citizen workers. Could you please clarify the intent or applicability of this wage table to this solicitation?

· The 2024 CW-1 Wage Table will be removed.

1. DPAS System Access & Training:

The DPAS eLearning link in the PWS (http://dpaselearning.golearnportal.org/login/index.php) appears to be inactive; I attempted access using multiple devices and networks, and the site could not be reached. Is there an updated or alternate link for the DPAS training portal? Please note, we are located in Saipan, so can this be a geographic location issue (especially outside the continental U.S.)? Additionally, from my understanding, the Production Controller / Lead Technician is the individual primarily responsible for DPAS data entry and management. Could you please confirm if that is correct and, if possible, provide a few examples of the type of work or data entries that person will handle?

· A Government employee will be on site during the PMs and will ensure that DPAS is accessible.

1. Incumbent Contractor Information:

Is there currently an incumbent contractor performing these services? If so, may I request the award details, including the contractor’s name, contract number, and award amount?

· No incumbent. This is a new requirement.

1. Work Schedule Clarification:

Could you please confirm whether the contractor’s services are primarily expected to be performed during regular Government working hours (Monday through Friday, 0700–1600), or if on-call or after-hours availability will also be required?

· The work will be performed during regular day-time hours.

1. Preventive Maintenance Schedule: Can the Government confirm whether the semiannual PM cycles should be approximately six months apart (e.g., June and December), or if the specific months will be assigned by DLA?

· The specific schedule will be determined after award; 6 months apart would be optimal.

1. Corrective Maintenance Calls: If equipment requires corrective maintenance between PM cycles, will the Government issue a separate task order or authorize it under the same CLIN?

· CLINs 0002, 0003 and 0004 cover corrective maintenance.

1. Parts Procurement: Will the Government provide OEM parts for proprietary equipment, or should the contractor procure all replacement parts and bill them as reimbursable materials?

· All PM parts fall under CLIN 0001 and all CM parts fall under CLIN 0002.

1. Calibration / Specialized Tools: Are there any equipment items requiring OEM diagnostic tools or calibration devices (e.g., Hyster service laptop, Tennant diagnostic cable), or will the Government provide access if needed?

· No GFP, GFM, workbenches, test equipment, or tools will be provided by the Government.

1. Work Authorization Process: Will all maintenance work be coordinated and approved through the on-site Government representative (TPOC/COR), or will task orders be issued from DLA Distribution HQ?

· The result of this solicitation will be one purchase order; no further task orders will occur. All maintenance will be coordinated through the TPOC/COR.

1. Performance Reporting: Is the contractor required to submit a monthly or semiannual report of all maintenance performed, or only update records in DPAS?

· DPAS and any other report/deliverables required by the PWS.

1. Government-Furnished Property (GFP): Can the Government confirm if any tools, workbenches, or test equipment will be furnished under this contract, or must the contractor supply all?

· No GFP, GFM, workbenches, test equipment, or tools will be provided by the Government.

1. Common Access Card (CAC) Processing: Could the Government please confirm where CAC enrollment and fingerprinting will take place for Saipan personnel — on-island or remotely via Guam?

· Unknown at this time.

1. Phase-In / Phase-Out Timeline: Is the 90-day phase-in period fully paid as part of the base year, or is it considered a no-cost administrative transition period?

· CLIN 0005 – Phase-In, will be added to the Schedule of Services for pricing.

1. Travel / Lodging Reimbursement: For preventive maintenance cycles, will travel and lodging be priced as part of the fixed price CLIN, or can they be billed under a separate reimbursable CLIN?

· PM is a fixed price CLIN that should include labor, parts and travel.

1. Option Year Adjustments: May the contractor propose annual labor rate adjustments tied to Department of Labor wage determination updates for CNMI?

· Yes

1. Government Acceptance: After PM or corrective maintenance is completed, will the Government representative sign an acceptance report or digital work order confirming completion for invoicing purposes?

· If the contractor provides the report, yes.

1. Safety Requirements: Are there any specific safety or environmental training certificates (e.g., OSHA 10, HazCom) required before personnel can work on-site?

· Outside of the PWS, none at this time.

· Update: Attachment added.

1. On-Site Storage: Will the Government provide a secure area for storing contractor tools and spare parts during the PM cycles, or must all equipment be removed daily?

· No known storage at this time. This may change during the life of the contract.

· Update: There is empty 20ft container inside the warehouse that the contractor could store their material in for maintenance (securing it with their own lock) while they are onsite conducting maintenance (not to be stored there the entire time).
