Statement of Work 53’ Dry Van Trailers
1. Requiring Locations:
DLA DISTRIBUTION SUSQUEHANNA PENNSYLVANIA
2001 Mission Drive New Cumberland, PA 17225
2. Background: DDSP will be closed to inbound deliveries of freight and small parcel cargo from 22 Oct to 9 Nov (13 workdays). Closure is required to enable DDSP to burn down remaining induction and stow WIP prior to cutover / blackout (estimated to start on or about 4 Nov). To reduce storage fees, mitigate impacts to the supply chain, and maintain positive control of materiel during and after the WMS Go Live (10 Nov), DDSP plans to store the majority of undelivered cargo in leased trailers. Continuous load / unload will continue after Go Live until all staged materials are processed (estimated 3-6 months depending on WMS throughput capability).
3. Purpose of this Requirements Document: The purpose of this document is to describe leased trailer requirements to store locally sourced (e.g., LTL freight, small parcel) cargo in support of WMS migration.
4. General Requirements - Trailers (Qty 300) and Local Pickup / Drop off Support: The work performed by the contractor will consist of leasing, transport, and movement within the region (up to 50 moves per day) of 300 dry van trailers.
a. 53’ vans in serviceable condition and current over-the-road inspected/licensed (subject to inspection).
i. Dims: 53’ L x 102” W x 110” H (Door)
ii. Cargo Max: 101” W x 108” H; 43-46K lbs Weight
iii. 53’ rail container variant acceptable
b. Contractor must deliver and pick up to / from the below location:
i. Contractor will schedule all moves in advance with DDSP POC and make deliveries / pickups per schedule.
ii. All deliveries must enter via truck gate at intersection of Normandy (Normandy Memorial) Drive and Old York Road. Entering via Administrative Entrance on Old Depot Road (from Old York Road) is prohibited and will lead to significant delays
iii. All truck traffic must enter through the truck gate and pass through a security screening prior to dropping off or picking up trailers. DLA Distribution Susquehanna sites enforce the Real ID Act of 2005. Check https://www.dhs.gov/real-id for states with unacceptable licenses. Acceptable second forms of ID along with a non-compliant state license are:
1. DOD CAC
2. DOD Uniformed Services ID and Privilege Cards
3. USG-Issued Authenticated PIV Credential, such as US Passport
4. TWIC

c. Contractor to deliver a minimum of 75 trailers no later than 17 Oct 2025, with remainder delivered on or before 22 Oct 2025.
d. Contractor to pick up trailers as directed based on operational requirements. End date to be determined.
Expected duration 3-6 months. DDSP will return trailers on an iterative or trailer-by-trailer basis as dictated by operational requirements.
e. Preventative maintenance will be provided by the contractor at predetermined intervals to ensure equipment reliability. All preventative maintenance schedules and work are the responsibility of the contractor for the duration of the contract. Contractor will repair or replace unserviceable trailers identified by DDSP staff within 24 hrs of notification. DDSP will have the final say on serviceability.
f. Will be used on base and off base at both government and commercial facilities. Trailers will be moved by both DLA and carrier drivers and -owned tractors.
g. Contractor to provide placards on each trailer labelled “Storage Project” followed by an alphanumeric designator to be provided by DDSP for tracking, internal movement, etc.
h. As needed, contractor will provide pickup and drop-off support for leased equipment for up to 20 movements per day within the local area, within a 30-mile radius.
5. Assessment Criteria:
a. Timely delivery of trailers to designated locations: This will be measured by tracking the contractor's adherence to the agreed-upon delivery schedule, ensuring all trailers are in place on or before 20 Oct 2025.
b. Trailer availability and condition: This will be monitored through regular inspections to ensure the trailers are in good working order and free from damage, preventing any disruptions to storage capacity.
c. Responsiveness to service requests: This will be assessed by tracking the contractor's response time to any maintenance or repair requests, minimizing any potential downtime.
d. Timely removal of trailers post-transition: This will ensure the contracted company comes to collect the trailers at an agreed upon schedule after the new system stabilizes.
e. System Stabilization: This is a critical metric. Regular monitoring of processing rates, error logs, and delivery times will be done to ensure the new system is stabilizing.
f. Warfighter Support Impact: Regular updates from services will be acquired to ensure that warfighter support is not negatively impacted.
g. Backlog Metrics: Regular updates of current backlog numbers to ensure that the numbers are being reduced to prior baseline levels.
6. Contractor Responsibility:
Contractor shall provide all parts, labor, and services necessary to accomplish said work.
7. Warranty Coverage:
Contractor will provide on-site support for the length of the contract. Response time to be on site must be within 24 hours due to importance of the trailers and critical mission requirements.
8. Manuals:
The operating instructions for the trailers shall be provided by the contractor.
9. Delivery Schedule:
Coordination made between vendor and DDSP Facility Management.
