Key clarifications include: CLIN 0002 and 0003 relate to wood frames and self-adhesive frames, nametags will be ordered in quantities of 100 per year (50 sailors with 2 nametags each), patches will be ordered in 50 packages of 2, and most logo/patch items will be sourced from Vanguard as the manufacturer. The solicitation is a 100% small business set-aside for apparel accessories manufacturing, with a minimum contract value of $13,939.38 and a maximum of $174,241.25, covering a five-year base ordering period from April 2025 to March 2030.

The purpose of this amendment is to:

To answer questions below:

1). CLIN 0002 Description does not match what is pictured in Attachment 4.

We are not doing the Bronze, Silver, or Gold Frames. CLIN 0002 and 0003 are the replacements for all of those. I’ve attached a picture that shows both the wood frame (CLIN0002) and the self-adhesive “slide in” frame that goes with it. CLIN 0003 gets glued onto CLIN 0002

2). CLIN 0003 there is no attachment showing what it looks like.

Included in attached picture. Attachment 20- Wood Frame for Awards

1). CLIN 0002: How many are in the Case?

We assume they come in cases of 10, when we did the math we used 10 as our number. If they are different please advise.

2). CLIN 0003: Do these slide-in frames have a gold border? How many are in a case?

There are Gold and Silver ones. We just want one color for all. We prefer Silver, but don’t know what color is represented by the MM NO. If it’s Gold, that’s fine.

3). CLIN0012: Nametag: The attachment picture shows a finished name badge with

CLIN0013 (Nametag Emblem) attached. However the description for CLIN0012 does NOT mention the Emblem, so are we correct that CLIN0012 is just the engraved name badge?

Yes, it is the stand-alone, engraved nametag WITH two-pronged backing to affix to a military uniform.

4). CLIN0012 and CLIN0013: How many are in a PG?

Our needs, per year, are 100 nametags total. That means 50 new sailors per year, each getting 2 nametags (one for their shirt, one for their jacket). If we order once a year, we’ll need 100 nametags and 100 emblems per year, estimate. That’s 50 military with 2 nametags each.

The way it’s written on the schedule page spreadsheet, CLIN 0012 there is 50 in a package because 2 are requested. 50x2 = 100.

5). CLIN0017: How many are in a PR?

Normally, they come in a small package of 2. we ordered 50 packages, total of 100 patches.

6). CLIN0017: What are the specs such as size and material? Is the back flat?

SP3300-25-Q-0073

AMD0002

This goes on the shoulder flap of an Army enlisted soldier. We need 100 per year, we believe they come in pairs, so we ordered 50 pairs. It is not flat, it has 2 pins on the back to secure it through the shoulder flap of the uniform.

7). CLIN0019, 20, and 21: What does State Manufacturer mean?

What company/manufacturer are you getting them from I.E VANGUARD

8). CLIN0022: The description says "Engraving and Plaque" but there is nothing else to identify what that is. Can we get a picture or a more descriptive description.

Flexi-Brass engraving plates, this is by the letter for various sizes and color flexi-glass engraving

9). CLIN0017, 0018, 0023, and 0024: These are all logos that get put on a patch or a badge. Can we get the manufacturer that already has the "mould/set up" or the artwork from which the previous ones were made from?

CLIN00017 – VANGUARD (metal crest) ; 0018 – VANGUARD (Army shoulder patch); 0023 – VANGUARD (Navy Shoulder patch); 0024 – VANGUARD (Air Force shoulder patch)
