In accordance with FAR 19.704, FAR clause 52.219-9 (Alt II), and DFARS 252.219-7003 (Basic), a subcontracting plan is required from all large business offerors responding to this solicitation. Large Business Offerors shall demonstrate an acceptable subcontracting plan by addressing all the required elements of FAR 52.219-9 using Attachment 3 of the solicitation and shall include the broadest possible scope of small business participation. All large business offerors shall provide in their subcontracting plan a description of the efforts each will make to assure that Small Business (SB); Small Disadvantaged Business (SDB); Women-Owned and Economically Disadvantaged Women-Owned Small Business (WOSB/EDWOSB); Service-Disabled and Veteran-Owned Small Business (SDVOSB/VOSB); and, HUBZone Small Business concerns will have equal opportunity to compete for subcontracts under any resulting contract. Large Business offerors shall also clearly define the roles and responsibilities between the prime and subcontractors in the proposed subcontracting plan. Subcontracting goals should be set at a level that the parties reasonably expect can result from the offeror expending good faith efforts to use Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Business, and Woman-Owned Small Business subcontractors to the maximum extent practicable. Other than Small Business Offerors shall provide substantiating documentation to demonstrate the above requirements. The Small Business Subcontracting Plan will become part of the resultant contract.

E File II. Technical Capability and Past Performance:

Documentation including but not limited to certificates demonstrating compliance with the required DoD 8140 Work Role 451 must be provided for all individuals designated by the Quoter (Technicians / Administrators) performing any service under the resulting award.
Instructions contained herein are to serve as a guide in preparation of quotes; however, they are not intended to be all inclusive. The instructions generally describe the type and extent of information, which should be provided in the quote. The quoter is expected to completely examine and analyze all aspects of the technical/business, past performance, and price areas to be addressed, and to include information in the quote, which will enable the evaluators to determine the quoter’s understanding of the requirements.
Past Performance The quoter, including subcontractor, may submit up to five (5) relevant, recent (Government or Commercial) references, if they do not anticipate any recent, relevant information is obtainable by the Government from sources, which may include: Contractor Performance Assessment Reporting System (CPARS), Supplier Performance Rating System (SPRS), Electronic Subcontract Reporting System (eSRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases, as well as interviews with POC references, Program Managers/Customers, Contracting Officers, or Contracting Officer Representatives (CORs).

For example, planned small business subcontracting dollars of the Small Business Subcontracting Plan should be the same as the extent of utilization quantitatively in the SBPCD. However, the subcontracting percentages will be different since the SBPCD quote shall be based on the proposed total contract value and the Small Business Subcontracting Plan is based on planned subcontracted dollars. The type of effort to be subcontracted as stated in the Small Business Subcontracting Plan shall be the same as that stated in the type described in the SBPCD. It is important that the provisions of the Small Business Subcontracting Plan that coincide with the contents of the SBPCD are consistent.
The SBPCD enforceable, contractual requirements will require periodic progress reporting to facilitate Government monitoring in the event of an award in accordance with CDRL A001, Small Business Participation Biannual Progress Report. The Small Business Participation Commitment Document will become part of the resulting contract and will be utilized in the calculation of liquidated damages in accordance with FAR 52.219-16 – Liquidated Damages – Subcontracting Plan.
SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT (SBPCD)
All quoters (both other than small businesses and small businesses) will provide the following SBPCD requirements.
