Contractor Question: Cell C2 for CLIN0001 has a 12 in it. Should it not be an 11 only for the base year tab so that the 1-month Phase-In in CLIN0006 plus the 11 in CLIN0001 equal the full first year?
Government Response: CLIN 0001 should be 11 and a 1-month phase-in. The schedule has been revised and submitted with amendment 0002.
Contractor Questions: Manpower requirements are discussed throughout the solicitation, naming responsibility and credential requirements for a CPM and a technician. However, this "Key Personnel" section references only a System Administrator (SA). Is the project currently being serviced by a single on-site dual hatted SA/technician and managed remotely by a CPM? Is this the intention for this contract's POP as well? If not, please define the Full Time Equivalent (FTE) requirement to meet the need for each of the three separate required roles.
Government Response: The key personnel list the SA who in the past has also been the technician.
This is labeled as a "key" role because this individual is who touches the network and has to have all cyber certifications. The CPM role is listed in 3.1.1.
Contractor Question: The first paragraph under FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) ends with the sentence, "Should we put something here about LPTA?" Please indicate whether the Government intends to include a statement about LPTA, and if so, what that statement is.
Government Response: Solicitation has been revised with amendment 0002.
Contractor Question: The PWS(Section 20.0, lists the Period of Performance as a one year base period with two one-year option period yet the Schedule of Services on Attachment 6 requires pricing for the base period and four option periods. Can the Government confirm the period of performance.
Government Response: Base and four one-year options.
Contractor Question: Section 2.0, Page 1, of the PWS identifies 14 Warehouse buildings as being part of the DLA Anniston compound. However, the equipment list identifies 26 buildings. Can the Government clarify the discrepancy?
Government Response: 26 Buildings, PWS is revised to read 26.
Contractor Question: Section 2.0, Page 1 of the PWS states that, "When the DLA networks are utilized, all servers, switches, and workstations are provided by the Government." However, Section
21.0 states "The Contractors are responsible for maintaining and supplying servers, hardware, or networks for DLA Site Name as needed". Can the Government confirm if all equipment under this project are on the DLA network, or which items the Contractor is responsible for?
Government Response: The majority of equipment used with DLA Anniston ESS is not currently on a DLA Network. The systems are mostly operating on isolated, or stand-alone / private (non-DLA), networks that the vendor would be expected to support.
Contractor Question: The requirement maintenance actions identified under Section 3.2 of the PWS don't appear to align directly with Attachment 5 - Maintenance Task List. Both seemed to be focused on the software updates, configuration, and cybersecurity checks of the servers, workstations, cameras, and other equipment on the IP network. However, Section 3.2.3 outlines Preventive Maintenance services for the ESS hardware to include inspection, cleaning, lubrication, adjustment, etc. Can the Government confirm the Preventive and Corrective Maintenance requirements for ESS hardware (card readers, cameras, motion detectors, door sensors, door locks, power supplies, etc)? Does the Government have a Maintenance Task List for these peripheral ESS devices?
Government Response: DLA does not have a Maintenance Task list for peripheral ESS devices. The Contractor is expected to follow the recommended maintenance actions & intervals set forth by the manufacturer of each ESS device/peripheral.
Contractor Question: Section 3.3.2 outlines the transition requirements to the DLA OT network.
Under previous solicitations, this effort was specifically broken out in the Schedule of Services as a unique CLIN along with the Governments estimate for the required number of hours. This is beneficial as the level of effort is significantly impacted by the coordination of activities with the DLA Cybersecurity team for transition of the Lenel server to the OT environment. Can the Government provide a separate CLIN along with the estimate number of 8140 certified labor hours for this effort?
Government Response: Removed language regarding network migrations. If the site requires a network migration, it will be treated as a standalone requirement.
Contractor Question: Can the Government provide the Software Upgrade and Support Plan (SUSP), System ID, and/or License number for the Lenel, Pelco, and Morse Keywatcher systems?
Will the license renewals be covered under CLIN 0005?
Government Response: Licenses renewals shall be included in the monthly PM cost. The current Lenel OnGuard version is 6.6.287. The Pelco version is 6.1.7601.
Contractor Question: The PWS states, "The Contractor shall use the DLA enterprise ticketing system and Business Capability Management (BCM) ServiceNow". Will the Government provide the Contractor with access to this system, or will the Contractor be required to purchase licenses/user accounts from the ServiceNow company?
Government Response: DLA will provide access to these systems through our Account Management and Provisioning System (AMPS) system for automated role/access requests.
Contractor Question: Will the Contractor be required to rent a manlift in order to reach any equipment items covered under this contract?
Government Response: Yes contractor shall provide a manlift.
