2Combined Synopsis SolicitationPage 1. Section 9The CSS identifies the Place of Performance as DLA Distribution San Diego California site including Naval Base San Diego (NBSD) and Naval Base Coronado – North Island (NBC-NI). Can DLA confirm the place of performance?The place of performance is DLA Distribution Depot San Joaquin, CA (DDJC). The CSS will be updated to correct section 9.
3PWSSections 3.3, 5.1, 5.2 and 6.2.1The Performance Work Statement (PWS) identifies some tasks where onsite support will be required. For example, Section 3.3 meeting attendance, Section 5.1 onsite Program Support assistance, Section 5.2 building surveys, Section 6.2.1 onsite Environmental Program Reviews. Does DLA require the Contractor to provide full-time onsite liaison support, or is a combination of remote support and onsite support (when required) acceptable?Full time onsite support is NOT required. Onsite support will be on an "as-needed" basis.

5PWSSection 5.11. Under Section 5.1 Professional Planning and Programming, the last sentence states “The Contractor shall provide liaison Program Support for DDJC and onsite support as needed for emergent tasks, audits, publication development, and compliance issues up to 80 hours per year.” Are those 80 hours per year intended to cover all the requirements listed under Section 5.1?The 80 hours is for the onsite support functions of the items listed in Section 5.1. This is for emergent requirements only and does NOT include the onsite time necessary for the annual required audits and any other onsite time specifically called out in other Sections.
6CSSQuote Submission InstructionsQuote Submission Instructions says that the quotes must be marked as controlled Unclassified Information (CUI) on "the appropriate pages on each quote volume." Does "the appropriate pages" mean all pages?"CUI" should be on the Header and Footer on all pages of your quote.
7CSSQuote Submission InstructionsPlease clarify why CUI designation and markings are being required. How will the use of CUI markings affect our use of our own information?The CUI Program standardizes the way the executive branch handles information that requires protection under laws, regulations, or Government-wide policies, but that does not qualify as classified under Executive Order 13526, Classified National Security Information, December 29, 2009 (3 CFR, 2010 Comp., p. 298), or any predecessor or successor order, or the Atomic Energy Act of 1954 (42 U.S.C. 2011, et seq.), as amended. All unclassified information throughout the executive branch that requires any safeguarding or dissemination control is CUI. Law, regulation, or Government- wide policy must require or permit such controls. Material and information relating to, or associated with, the acquisition and procurement of goods and services, including but not limited to, cost or pricing data, contract information, indirect costs and direct labor rates are considered CUI.
8CSSQuote Submission InstructionsPage 18, Technical Capability, says: "The Quoter shall list, in matrix format, all personnel proposed for assignment as discussed in the PWS (Introduction), the labor category that they represent, their years of experience, degree/education, and their personnel qualifications and experience." Normally, we would provide resumes to cover all of that information, but it seems as if you're looking for something more abbreviated. Could you provide a row or two of a sample matrix to show the level of detail you are seeking?We are not looking for anything specific as far as the "matrix format" goes. A table in word with the individuals name alongside their qualifications would be sufficient. The goal is to be able to find all of the individuals’ qualifications without having to search through their full resumes. You may also submit their resumes as supporting documentation.

10PWSSection 5.0Regarding Environmental Planning, are any Environmental Impact Statements or Environmental Assessments anticipated for this performance period?An EA will be needed after the completion of the Integrated Natural Resourses Management Plan. An EA is also required after a new Master Plan is completed in 2025.
11PWSSection 5.2Paragraph 5.2 lists Natural and Cultural Resources. What is the nature of the Natural Resources work anticipated for this performance period?None at this time, Natural Resources usually consist of a Integrated Natural Resources Management Plan. It is current until 2026.
12PWSN/AIs it intended to have any contractor personnel on-site full time?No
