For example, the current cost element for H&W for an employee making $15 per hour is 28.13%; for an employee making $20 per hour it is 21.10%. Instead of using a static rate for the application of fringe in developing cost, we use actual cost and apply dollars as a cost element. Which of the two different references to labor and benefits should industry be looking to satisfy in our proposal, the DOL Wage Determination schedule, as included, or, is the government mandating the involvement of a Union, CBA also included, effectively costing the contract significantly more Labor and Benefits costs? File details come from the government source that posted it. Updated .
