About this file
This document includes a federal contract solicitation and related template for reporting on subcontracting limitations. The solicitation seeks proposals for labor, logistics, and administrative support services at two Defense Logistics Agency locations in Portsmouth, Virginia. Required services include supply management, material handling, transportation, storage, and issue support. Proposals are due by the date specified in System for Award Management. The subcontracting template is to be used post-award by the prime contractor to report payments to similarly situated small business subcontractors versus other subcontractors, ensuring minimum thresholds are maintained. Relevant details include services required, two places of performance, proposal submission instructions, and subcontractor payment reporting guidelines for small business participation.

| *“Similarly situated entity” means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone setaside or sole source award under the HUBZone Program. If small business set-aside it can be any small business to be considered similarly situated. 8(a) would need to be another 8(a) contractor to be similarly situated. |
