Amendment 0002

Amendment 0002 is incorporated into solicitation SP3300-21-Q-0045.

Amendment 0002 is being issued to modify the proposal due date, provide answers based on vendor questions and to incorporate revised SOW and drawing attachments (SOW revisions are highlighted).

The proposal due date on page 20 of the solicitation has changed:

From: All quotes must be received electronically via email at james.heslop@dla.mil by 1:00 PM EST on 25 May 2021.

To: All quotes must be received electronically via email at james.heslop@dla.mil by 1:00 PM EST on 8 June 2021.

Vendor Questions:

1. Reference SOW Nominal dimensions of 12 ft. wide x 5 ft. deep x 2 ins. High

Question: Our rack cassette design is 12.5 ft. wide x 5.5 ft. deep x 3 ins. High, is that acceptable within your nominal dimensions requested? Our 3 ins high cassette design also accommodates standard 3 ins. forklift fork thickness as well, whereas 2 ins. high fork tubes would limit your use to 2 ins. forklift forks.

Answer: The cassettes shall have 3 in. forklift pockets with 2 in. fill height with sides on the left, right and back of the pallet.

2. Reference SOW 1.3.4 CLIN NO. 0004 DEMO OF RACK ROWS 1-4 AND IN-RACK SPRINKLER SYSTEM

Question: Please confirm if this CLIN will change to reflect removing rows 1-5 per conversation during Pre- Award visit? This will provide more room between the sheet metal rack increasing the ease of use.

Answer: This is correct because the flue sprinkler piping and heads would be exposed in the back and could get hit.

3. Reference SOW 3.1.3.1 Interruption of Operations.

Question 1: Will you please confirm if this is Installation only or are Demo and Installation included together in this consideration?

Answer: The operation will not be affected because material will already be off-loaded from the rack demo / installation area. This applies mainly if you have to shut down power or affect other operations inside the building from picking or shipping material. A work around plan between the Government and the contractor will be developed at the pre-construction conference.

Question 2: How long of a delay constitutes a suspension in production.

Answer: Longer than 30 minutes.

4. Reference SOW 3.1.3.4 Installation Schedule

1) Remove the 1.5 rack sections in rows 5-13.

2) Remove rack rows 1-4.

3) Install first 13 units of sheet metal rack storage system shall be installed after the first four rows of pallet rack are removed.

Question: We would like to request changing the order in which the existing racks are removed. This will allow for more room to work and safely drop the existing racks in succession. This will also allow for install of new racking to start sooner.

1) Remove rack rows 1-4.

2) Remove the 1.5 rack sections in rows 5-13.

3) Install first 13 units of sheet metal rack storage system shall be installed after the first four rows of pallet rack are removed.

Answer: Please perform in the following order:

1) Remove rack rows 1-5.

2) Remove the 1.5 rack sections in rows 6-13.

3) Install sheet metal rack storage system after the first five rows of pallet rack are removed and the 1.5 rack sections in rows 6-13 have been removed and the sprinkler system has been restored to rows 6-13.

5. Reference SOW 3.2.1. Sheet Metal Cassette Tower: Tower Lift Height: 12 ft.- 10 ins.

Question: Will you please clarify what the Tower Lift height is referring to?

Answer: This requirement was included in error and is irrelevant to this SOW. The ceiling height is 50 ft.

6. Reference SOW 3.2.1. Sheet Metal Cassette Tower: Number of Base Towers: 39 (CLIN 0001)

Question: Will you please confirm that this number of towers should be 36 to match CLIN 0001?

Answer: Correct, it is 36.

7. Reference SOW 3.2.1. Sheet Metal Cassette Tower: Filing Height: 2 ins. Lift space between levels 4 ins.

Question: Lift space between each empty cassette level shall be 4 ins. or between each cassette with 2 ins. of material?

Answer: Yes, the lift off height shall be four inches and the material height shall realistically be limited to 1- 3/4 inches because the sides are set at 2 inches.

8. Reference SOW 3.2.2 Sheet Metal Cassettes: Sides and Back Walls: 2 ins. high

Question: Requesting permission to provide cassettes with 2 ins. high removable pins for sheet containment within the cassette. The removable pin design is significantly more user friendly and allows your team more flexibility and ease of use. Example being with the fixed side/back walls you will not be able to easily stack the pallets in the depalletizer system. The fixed walls can also cause damage to sheet metal during loading and unloading process, whereas the removable pins allow you to keep your sheet metal contained during transit but easily removed when needed by hand, no tools required. The removable pin design also significantly decreases the labor to manufacturer the cassettes as well as the total freight cost to transport, due to the stacking challenges of the fixed walls. Fixed walls will cause considerable transportation challenges and will likely damage the cassette paint in transit. Fixed walls will require spacers between each cassette and double the cost to transport.

Image below of the (8) Removable Pin design that provides material containment and ease of use.

Answer: Sides are required because if the material slips the pins will damage the high dollar value sheet metal.

9. Reference SOW 3.2.2 Sheet Metal Cassettes: The forklift pockets shall be deigned to be loaded/off-loaded with standard 6K counterbalanced forklift.

Question 1: Will you please provide any documentation, drawings, or spec sheets available for the standard 6K Forklift & Forks for us to review to ensure our design will meet your team’s needs?

Answer: We will be purchasing two Raymond Reach 7310 4D R45TT 95”/211” lift trucks with 54 in. forks.

Question 2: Will you please provide any documentation, drawings, or spec sheets available for the Drexel Forklift mentioned in the Pre-Award conversations as a potential use for loading/off-loading the sheet metal cassettes.

Answer: This idea has been scrapped because the forks on the vehicles are only 40 ins. deep.

10. Reference SOW 3.5 Building 109 Floor Testing for Capacity. If awarded the contractor shall perform core drilling at six locations in the rack storage area and perform dynamic cone penetrometer (DCP) testing to evaluate the subgrade soils.

Question: Will specific locations of the 6 core drilling locations be provided, or is the core drilling sub-contract able to perform these anywhere in the general area of the new racking systems?

Answer: Contractor will choose the locations underneath where the rack will be installed.

11. Question: RFQ Page 21 of 41 (Past Performance) In lieu of no relevant past performance will vendors past performance be acceptable?

Answer: If an offeror has no recent/relevant past performance then their past performance shall be considered unknown. In the context of acceptability/unacceptability, “unknown” shall be considered acceptable.

12. Question: Is there an existing sprinkler (Fire Protection) Maintenance contractor? Can POC be provided?

Answer: NAVFAC Facilities Maintenance maintains the systems.

13. Question: Will a copy of the site walk sign-in sheet be available?

Answer: Yes, this has been posted to beta.Sam.gov.

14. Question: The current pricing for the steel industry is changing almost daily. Given the proposed length of the pending contract for this project of 270 days, what provisions does DLA have to protect the Integrator from increases after the quotation submittal?

Answer: The purchase order does not involve an extended period of performance with significant costs to be incurred beyond 1 year after performance begins, therefore it is not appropriate to include an economic price adjustment clause.

15. Question: Does Building 109 have compressed air available in the building for the proposed vacuum lift?

Answer: No. A compressor is built into the system or shall be supplied by the contractor.

All other terms and conditions remain unchanged.
