Amendment No. 0002 is incorporated into Request for Quote SP3300-20-Q-0053 and shall become a part of any resultant contract.

A) DLA Distribution received the following questions about the RFQ; DLA Distribution’s response to each question is provided below.

1. Question: Can DLA provide a personnel lift as needed for preventative maintenance, servicing of CCTV Cameras?

Response: The Contractor will not need to physically go to the cameras. This will be done by Government personnel. If updates are required to firmware, they can be handled from the server.

Maintenance and servicing/replacements will be done by Government personnel. The contract will be awarded to obtain support for the work functions that require personnel to meet the 8570 and Computing Environment (CE) requirements.

2. Question: Will the government allow for a site visit by interested vendors to view the installed security equipment at DLA New Cumberland, PA campus?

Response: A site visit will not be scheduled.

3. Question: Can DLA provide communication radio(s) for ESS technician to use while performing testing, preventative maintenance or can cell phones be used for communication?

Response: Radios will not be provided, the required work can be handled from the server. All system testing and field hardware maintenance will be handled by Government personnel.

4. Question: What is the Dongle # of the existing Lenel Server?

Response: See Attachment 14 to RFQ SP3300-20-Q-0053.

5. Question: Can the government provide the number of corrective remedial maintenance calls for 2018 and for 2019?

Response: The current PWS is a new requirement and no similar requirement existed in 2018 and 2019.

6. Question: Of the corrective remedial maintenance calls during 2018 and 2019, approximately how many of these calls were remedied during non-working hours?

Response: The current PWS is a new requirement and no similar requirement existed in 2018 and 2019.

7. Question: What software version of Lenel, OnGuard is currently running on the PACS Server?

Response: See Attachment 14 to RFQ SP3300-20-Q-0053.

8. Question: Can the government confirm if the Lenel, Software and User Support Agreement (SUSP) is currently up-to-date for the Lenel Server?

Response: Yes it is up to date.

9. Question: Is the existing Lenel OnGuard PACS currently integrated via a software license with the Pelco CCTV or any other security systems?

Response: No.

10. Question: Are the Lenel PACS and Pelco CCTV currently in good working order?

Response: Yes.

11. Question: What version of Pelco Software is running on the Pelco DSSRV2’s?

Response: See Attachment 14 to RFQ SP3300-20-Q-0053.

12. Question: Can the government provide the approximate age of equipment covered under this requirement and when it was installed?

Response: NVRs are less than 5 years old and the current Lenel server is 6 years old.

13. Question: What company is currently performing the Corrective and Preventative Maintenance at DLA’s distribution facility in New Cumberland, PA and what is the contract number?

Response: No contractor currently performs CM and PM as defined in the PWS. After a contract is awarded, Government personnel will continue to do the majority of the field devices. The contract will be awarded to obtain support for the work functions that require personnel to meet the 8570 and Computing Environment (CE) requirements; in the past this work was done by internal DLA resources.

14. Question: Can our security technician that possess the appropriate DoD 8570 and CE Certifications remote in to the Lenel Server using remote desktop or a similar method?

Response: Yes, the contractor would have to coordinate that with the COR during phase-in.

15. Question: Should the upgrade of the Lenel Server to new server hardware be priced out as a separate CLIN since upgrading the Lenel Server including migration of the SQL database appears outside the normal SOW for preventative and corrective/remedial maintenance?

Response: Yes. The Schedule of Supplies/Services for the Base Year has been revised to include line item 0008 for this purpose. Refer to Revised Attachment 12 to RFQ SP330020Q0053 attached to and incorporated by Amendment 0002.

16. Question: Would the government consider allowing the new Lenel OnGuard Server to be provided via a certified Lenel Value-Added Reseller (VAR) who can work closely with Lenel to provide a physical server that will meet all specifications and requirements for a Lenel OnGuard PRO Server?

The government could still setup this up as a virtual server.

Response: No. The Government will provide the server hardware and operating system. The Government server will accommodate the specifications required for the Lenel applications.

17. Question: If the government decides to provide a virtual Lenel OnGuard Server, will the government also furnish, install and setup all SQL Server and MS Server Software will all required CALs and licensing?

Response: The Government will provide the server hardware and the Windows 2016 server OS; the Government will install and STIG the OS. Then the server will be available for the Contractor to migrate the Lenel applications from the 2008 server platform to the new Windows 2016 server. The Contractor shall be responsible for providing licenses (if applicable), installing/reinstalling software, reconfiguring all Susquehanna ESS items in order to return the ESS system to a fully operational and functional state. The Lenel SQL database currently resides on and will remain on another server (not the same server as the Lenel applications). The Contractor will be responsible for any necessary reconfigurations between the Lenel applications and the SQL database application.

18. Question: Contractor understands that any electronic technician that needs to “touch the system” must have a certification from the DoD 8570 and CE Certification. Can the government define if “touching the system” would include higher level functions such as repair of Lenel Server database, upgrade from one software version of Lenel OnGuard to a newer version or would it include any system that is connected in any way to the Lenel PACS and Pelco CCTV such as cameras, card readers, door contacts, network switches?

Response: Paragraph 1.B of the PWS describes the portions of the Lenel ESS and CCTV that the contractor will be responsible for maintaining and providing sustainment support. Beyond that, the Government has certified Lenel technicians that will handle and provide equipment needed on all field devices.

19. Question: Attachment 2 does not list of contain any field devices, card readers, electric locks, cameras, door position switches, etc. In order to properly price the required preventative maintenance, Contractor requests an accurate device count from the government for all security field devices (card readers, cameras) contained in the twenty (20) buildings on the East side and seventeen (17) buildings on the West Side that need preventative maintenance?

Response: This information is not required for this contract action as Government personnel will handle maintenance of those items.

20. Question: Where do we include the costs associated with the Govt moving from Server 2008 to Server 2016?

Response: The Schedule of Supplies/Services for the Base Year has been revised to include line item 0008 for this purpose. Refer to Revised Attachment 12 to RFQ SP330020Q0053 attached to and incorporated by Amendment 0002.

21. Question: Where do we include the costs for the application hardening and the ATC?

Response: Under line items 0003/1003/2003 (for the Base Year and Option Years 1 and 2 respectively) in the Schedule of Supplies/Services.

22. Question: We require the dongle number to provide support plan pricing for the Lenel system? Can this be provided?

Response: See Attachment 14 to RFQ SP3300-20-Q-0053.

23. Question: Where do we price the costs for Lenel training for users on new features?

Response: The contractor is not expected to provide the training courses. The Government has certified technicians that will require training during the contract POP. Lenel training has to be scheduled through a VAR, the Government cannot go directly to Lenel. The Government would pay for the training courses via another method, not through this contract.

24. Question: Is the contractor responsible for the fiber runs between buildings as well as the fiber data converters?

Response: No, the fiber and the data converters are the Government’s responsibility not the Contractor’s. The contractor will be responsible for supporting the CCTV switches.

25. Question: What is the expected turnaround time on approvals to move forward with hardening as described below:

The Contractor is responsible for hardening the portions of the ESS and CCTV systems covered under this PWS (as applicable) and keeping them in compliance with the latest STIGS and NIST Special Publication 800-82. The Contractor shall submit all modifications to the COR/TPOC and J6 TPOC for approval prior to implementing any changes.

Response: The Government may be able to provide an estimate for approval turnaround times after the contractor submits the modification to the COR/TPOC and J6 TPOC.

26. Question: Please confirm this contract does not require the contractor to support any field hardware such as control boards, card readers, electric locks, cameras. It is just as described in SOW section 7.9.1?

Response: Correct, the certified Lenel Government personnel are responsible for the field hardware. The items that the contractor is responsible for supporting are listed in PWS 1.B and re-stated in PWS 2.1.B and 7.9.1, and on the Equipment and Software Inventory List.

27. Question: If response to previous question (26) is affirmative, who or what entity is providing field hardware support and does the successful contractor have to work with them in resolving issues? If so, where do we price those costs?

Response: Please refer to the response to Question 26. Based on that response, the contractor has no costs to price.

28. Question: We have been unable to create a log in on beta.sam.gov to review Attachment 2. Is there another solicitation website that can be accessed for this attachment or another means of obtaining it?

Response: After this question was received, the contractor was able to create a log in on beta.sam.gov and request access to review Attachment 2. The Contract Specialist approved this contractor’s request for access to review Attachment 2, and considers this question to be addressed as a result of that approval.

29. Question: In section 2.1 C of the PWS, it states the server is to be upgraded and that the OnGuard application will be hardened for compliance. Please verify where this is to be priced in the Schedule of supplies/services for the RFQ.

Response: Server upgrade should be priced under line item 0008 which is added to the Schedule of Supplies/Services for the Base Year for this purpose. Application hardening should be priced under line items 0003/1003/2003 (for the Base Year and Option Years 1 and 2 respectively) in the Schedule of Supplies/Services. Refer to Revised Attachment 12 to RFQ SP330020Q0053 attached to and incorporated by Amendment 0002.

30. Question: In section 2.1 C of the PWS, will the new server be connected to the government network?

Response: Yes.

31. Question: In section 2.1 C of the PWS, is the existing connected to the government network.

Response: Yes.

32. Question: In section 2.1 C the PWs, states that documentation for compliance and hardening of the application will be provided. Please verify where this is to be priced in the Schedule of supplies/services for the RFQ.

Response: Line items 0003/1003/2003 (for the Base Year and Option Years 1 and 2 respectively).

33. Question: In section 2.1 D of the PWS, in reference to the “other OEM products for the CCTV system. Please verify where this is to be priced in the Schedule of supplies/services for the RFQ.

Response: Line items 0003/1003/2003 (for the Base Year and Option Years 1 and 2 respectively).

34. Question: In reference to section 2.1 E of the PWS, please clarify which staff needs to have the required certifications listed. Typically there is service staff that will work on ESS components that would never touch the server, network or workstations. The IT certifications do not seem to be applicable to the routine maintenance staff. Please verify where the IT certified staff is to be priced in the Schedule of supplies/services for the RFQ.

Response: The contract will be awarded to satisfy 8570 requirements. The Government has certified technicians to directly support Lenel for routine maintenance and required testing and field hardware configurations. IAW the PWS, the contractor will support Lenel OnGuard server applications, client applications, Lenel database(s) and any other software associated with Lenel; for the CCTV, the contractor is also responsible for the switches, NVRs and the client applications. In order to support these items, the contractor will need to have the required 8570 certification and the CE certifications. IT certified staff would be priced under line items 0003/1003/2003 (for the Base Year and Option Years 1 and 2 respectively).

35. Question: In reference to section 2.1 H of the PWS, in regard to “keeping them in compliance with the latest STIGS and NIST Special Publication 800-82. This is a very broad statement with a broad scope of requirements that are not clearly quantifiable. We have implemented Lenel’s hardening guide and “Secure Baseline” from DISA. Is this acceptable? If not then please identify your baseline.

Response: The contractor will be expected to meet the latest DOD STIGs, and will need to go through a security scanning process and make adjustments accordingly.

36. Question: Volume 2 Factor 1 – Technical Capability asks for at least one (1) 8570 IAT Level II, CE, Switches, and Database certifications for the individuals designated for elevated privileges/system administration. Can the Government confirm that this requirement must be met for each individual?

Response: Yes, the requirement must be met for each individual that requires elevated privileges and access to the network and system. The Contractor will need to provide personnel that possess a certification to meet the DOD 8570 IAT Level II (minimum one IAT II certification from this list) and those personnel will need a certificate for each of the following computing environments (CE):

Windows, switches/networking and database.

37. Question: Would the government all provisions similar to DoD 8570-01M, (must obtain within 6 months of assuming the role), for Lenel certifications or switch certifications?

Response: The contractor is expected to provide personnel that meet the certification requirements at the start of the POP.

38. Question: Computer Environment Certifications – Does the CE environment certification list expand to the list in Attachment 5, and not just the RFQ? The certifications listed for the CE are expired or will retire this June on the RFQ itself. This severely limits number of candidates and competition, if the certifications listed are valid.

Response: The CE certifications listed in Attachment 5 are all the DLA Approved Computing Environment certifications. The CE certifications listed in the Solicitation RFQ are the ones applicable to the computing environments supported under this contract. If the Contractor believes that there is an applicable CE certification in Attachment 5 that was not included in the RFQ, the contractor is requested to identify that specific certification to us for our consideration and review.

39. Question: Switches – The certifications listed range in products and experience skill sets. What is the certification requirement for vendor certifications needed as there is not enough information to provide an accurate price quote.

Response: The CE certifications listed in Attachment 5 are all the DLA Approved Computing Environment certifications. The CE certifications listed in the Solicitation RFQ are the ones applicable to the switch/network computing environments supported under this contract. If the Contractor believes that there is an applicable CE certification in Attachment 5 that was not included in the RFQ then please identify that specific certification to us for consideration.

40. Question: Database – Does the DB environment certification list expand to the list in Attachment 5, and not just the RFQ? The certifications listed for the CE are expired or will retire this June on the RFQ itself. This severely limits number of candidates and competition, if the certifications listed are valid.

Response: The DB CE certifications listed in Attachment 5 are all the DLA Approved Computing Environment certifications. The DB CE certifications listed in the Solicitation RFQ are the ones applicable to the DB computing environment supported under this contract. If the Contractor believes that there is an applicable CE certification in Attachment 5 that was not included in the RFQ, the contractor is requested to identify that specific certification to us for our consideration and review.

41. Question: Attachment 5 provides provisions for alterations or alternate certifications, but Microsoft as a whole is retiring certifications outside of their Azure/365 ecosystem. All of the certificates required for the CE will not be possible to obtain past June 2020, and may retired more than 5 years ago. Is there an alternate approach the government is will to take such as years of experience in CE environments, or depth and breadth considerations?

Response: The Government is not aware of any alternative approach to using number of years’ experience or depth and breadth of experience instead of a certification to meet the computing environment certification requirement in DoD 8570.01-M.

42. Question: The Equipment and Software Inventory lists multiple Lenel Client workstations. Will the Lenel Clients be required to meet the STIGS and NIST requirements?

Response: Yes. The contractor is responsible for keeping the Lenel application in compliance. They are on installation machines so STIGS and NIST requirements are already in place. The only required interface with these machines will be loading software and updating software upgrades.

43. Question: Do the various Lenel Clients meet the current STIGS and NIST requirments?

Response: Yes, that is the Government’s understanding.

44. Question: What OS is being used on the Lenel Clients?
