Amendment 0004
# Contractor Questions Government Answer
1 Can DLA provide a personnel lift as needed for preventative maintenance, servicing of CCTV Cameras?
Lift is provided by contractor, not DLA. Host installation has lifts but cannot guarantee availability.
2 Can DLA verify that when using a personnel lift that DLA policies and procedures allow for operation of personnel lift by one person using a fall arrest harness instead of requiring two people when operating a personnel lift?
One person may operate lift. Safety harness must be worn at all times when using.
3 Can DLA provide communication radio(s) for ESS technician to use while performing testing, preventative maintenance.
Portable radio will be provided to technician to communicate with Chief of Security while performing PM, etc.
4 Can DLA verify that the existing Lenel Server will be upgraded by others to include new computer hardware, newer operating system to latest version of Lenel OnGuard?
Lenel Server and software will both be upgraded with this equipment upgrade project; New Lenel Server will include failover protection.
5 Can the government provide the number of corrective emergency maintenance calls for 2017?
There were “0” emergency calls for 2017/2018.
Security Chief performed in house any repairs between maintenance calls.
During the site visit, it was mentioned that a contract has already been awarded to upgrade the existing analog cameras to IP cameras, update storage (NVRs) and update to newer Video Management System. There is a Draft version of a PWS for a design-build construction services video surveillance system upgrade for Tobyhanna Army Depot for this camera upgrade. Can the government confirm if the large camera upgrade has already been awarded to a security integrator?
As stated at the pre-bid conference, BAE was awarded this upgrade contract. That contract is through USACE Huntsville and includes other DLA sites, not just DLA at Tobyhanna. We cannot provide additional information regarding this BAE contract. Offerors quotes shall be based on the PWS and other information provided in the Request for Quotes (RFQ).
7 Has the DLA equipment upgrade RFP already been awarded? Please refer to the answer for question number 6.
8 What will be the anticipated start date for the upgrades to DLA equipment? Please refer to the answer for question number 6.
9 What will be the anticipated completion date for the DLA equipment? Please refer to the answer for question number 6.
10 Will you provide equipment list for DLA equipment upgrades? Please refer to the answer for question number 6.
11 Will SSA upgrades be a part of this contract or a separate contract? Please refer to the answer for question number 6.
12 Lenel OnGuard version 6.5.624 (2012) currently not up to date,(No Manufacturer support) Will this be updated outside of this contract? Please refer to the answer for question number 6.
13 Pelco Version 1.0.17 (D.S. installed 2011), currently not up to date, (No Manufacturer support) Will this be updated outside of this contract? Please refer to the answer for question number 6.
How will the DLA handle any replacement parts exceeding $15,000.00?
Please reference FAR 52.212-4(i)(2) CONTRACT
TERMS AND CONDITIONS - COMMERCIAL
ITEMS (JAN 2017) ALTERNATE 1 (JAN 2017)
in the solicitation.
15 In the event that the recommended 40 hours per month is not sufficient, would Change Order/ Contract Modification be acceptable to the agency?
The recommended hours should be more than adequate to perform both PM and RM, so no change order/contract modifications should be necessary. This has not been required in the past.
What is T3 background check process?
Please refer to the OPM website for information on this process. It is required to obtain the level of security clearance to access DLA IT systems to include ESS. https://www.opm.gov/
The Purpose of this Amendment is as follows:
1. To answer contractor questions
2. In Attachment 1 - PWS: Should read "corrective" instead of "remedial" in sections 5.1(K) and 6.1(B)
3. In the Request for Quotes (RFQ): Factor 2 - Past Performance on page 15 should read "corrective" instead of "remedial"
SP3300-19-Q-0002
# Questions Answer
Who performs the T3 Background Check? Contractor or DLA?
The Contractor is responsible for all Costs related to the T3 and will need to Coordinate with OPM direct. DLA does not perform these checks, but will need to validate that they have been completed with a favorable outcome prior to assignment to the contract.
