Question Government Response
52. REF: Attachment 1 – PWS; Page 4, T
Billing for Reconsignment/Diversion, Relocation and Detention: For shipments on the same vehicle going to the same destination, Reconsignment/Diversion [RCC], Relocation [RLS] and Detention
[DEP/DET] shall be e-billed only for the vehicle, not for each shipment on the vehicle”
QUESTION: Is there a set format or requirement to indicate detention charges in the submission in the event of the said scenario?
Updated Government Response: Please see the AA document added to the Tech Library. All accessorial items are in the drop down box of this form. When the carrier submits these for payment the TO verifies the charges off the supplied documentation. Once approved the carrier submits a linked e-bill (linked to the original bill) in SYNCADA with the approved accessorial form attached for payment.
***Please note that detention charges are to be charged against the newly created Detention CLINs (0016 and
1015) and billed on a per day basis in lieu of being priced into the price of a route. Vendors shall provide a price per day with in proposals and billings must match this amount.***

Amendment 0005
Attachment 1 - Industry Questions and Government Answers
QUESTION: Please advise where to obtain?
117. REF: The Contractor shall establish procedures such that all surveillance results are reviewed and acknowledged as results are available to the Contractor through the QMT SP Workflow module to the KO or designee (e.g., CGA Surveillance Lead, COR, Contract
Specialist, KO).
QUESTION: How do we get access the QMT SP Workflow
Module?
Government Response: Access to the QMT will be provided after contract award.
118. QUESTION: Is there are any specific reasons for having this contract straight for 5 years as against the base year plus option years model used for long term contract?
Government Response: The basic contract contains a 5 year ordering period and the Government may procure services at any time within that timeframe. This contract arrangement was determined optimum for these types of services in lieu of a contract with option periods.
119. QUESTION: Amendment 0004 removed Qatar from the list of destinations in TE 1.1 but the pricing table in the conformed RFP has
Qatar for line items 0007 & 0008 in the base and Qatar is also loaded in six month option lines 1007 and 1008. Please advise if we are to price this or will this be adjusted in an amendment?
Government Response: Qatar was inadvertently removed from the TE and has been added back on via Amendment
0005.
Currently we will not order routes to Qatar because of embargo.
