8 “In the interest of protecting government systems from computer viruses, the Contractor shall not use public domain software nor shall Contractor personnel download software from public bulletin boards or Internet websites.”
Does this restriction pertain only to government owned systems such as laptops or does it pertain to contractor owned systems?

PSW, page 3 2.6 Information System Security
Yes, this requirement pertains to Government owned computers and networks. Any equipment or devices placed on the Government network is expected to be in compliance with DoD 8510 and all System Technical Implementation Guides (STIGs). Any software installed must have lifecycle support and patching, with traceability.
9 “ Auto-reset at a management configurable period of time in order to prevent stagnation of workload, with the initial setting of one hour.”
What is meant by stagnation of workload?
PWS, page 5 3.1 Configuration – Phase

10 “over/under picks & continuous length picks What are continuous length picks?
PWS, page 6 3.1 Configuration – Phase

24 The numbering of items in Section 3.1 of the PWS does not map exactly to the numbering of the items in the Attachment 3 Compliancy Matrix. For example, PWS page 5, item 8 does not match the item 8 in the Compliancy Matrix. Was it the Government’s intention to have these items match, item for item and number for number? If so, would the Government please update the Compliancy Matrix to match the order presented in the PWS for ease of evaluation and to prevent any potential for confusion?
Page 5-7 of the PWS and Attachment 3, Compliancy Matrix
PWS and Attachment 3 The Compliancy Matrix is updated to match PWS Section 3.1, Pages 5-7.
25 How should offerors account for, or reflect/express annual price increases that may occur based on market precedent (escalation)?

27 Under Subfactor (d): Sustainment Support, #1, the Government makes reference to PWS Section 3.3.2. The PWS does not include a Section 3.3.2. Was it the Government’s intention to point offerors to PWS Section 3.4 Customer Service Plan and Support?

28 Volume II Past Performance requires an index of information to include “initial and final” contract price of our contracts (and our subcontractors contracts). Many of our customers for these services are commercial customers and will not allow us to release this information due to the competitive nature of the environment. Would the government allow us to mark these items in the index as “not available” as long as we provide enough other information to allow the evaluation of the contract in relation to similar size, scope, and magnitude?
25 - 26 of 52 Volume II Past Performance (1)
This information will be treated as Source Selection Information in accordance with FAR 2.101 and 3.104. The information will not be released to anyone outside of the Government evaluation team. It is required for the evaluation of size, scope, and magnitude.

Government Response
29 DSS is a batch system, what is meant by real time? Does the govt mean that "real time" is from the voice pick server to the warehouse, or are delays allowed to take into account work schedules and system updates, which means the system responds in "near real time?"
PWS 7 1 DSS interfaces with external systems such as Voice Pick through the Web Sphere MQ interface, for further information about this interface please refer to the IBM webpage.
30 The System User Manual (SUM) and System Administrator’s Manual (SAM) are not specified under the CLIN until start of Enterprise Implementation, does this mean it is not needed for the test site?
PWS 10 7 They are needed for the test site.
31 Isn’t MTTR and downtime based on the hosting site more than the solution?
PWS 5 4 No, it’s a combination. The goal of this requirement is to determine attributable data to the Voice Pick system itself.
32 The system shall have no more than 1 hour of unscheduled downtime per 30-day period.
Does this s mean independent of any DSS down time/service interruptions?
PWS 5 4 Yes, only downtime attributable to the Voice Pick system provided by the contractor will be used in this metric.
33 The system shall have a mean time to repair (MTTR) of less than 4 hours. Are the four hours calculated as business hours after verification and validation of down time, (removing failures beyond contractor span of control like power and internet outages and DSS downtime+?
PWS 5 5 The hours are calculated after adjudication of all non contractor issues. So DSS or network caused downtime would not count against this metric.
34 Would DLA be open to other technologies to meet their needs over Voice Pick?
PWS 1
2.1
The scope of this contract effort is defined in the PWS.

41 Would DLA consider a WIFI and network provided by the supplier?
