Amendment 0003

Amendment 0003 is incorporated into solicitation SP3300-16-B-0007.

Amendment 0003 is being issued to answer vendor questions.

Vendor Questions:

Question 1: Is the current work schedule (8 ½ hr) days going to stay enforced or can longer days be worked?

Answer 1: The project shall be priced per the hours listed in specification section 01 14 00 Work Restrictions.

Question 2: Are we going to be required to have an office trailer onsite during the construction process?

Answer 2: No

Question 3: In regards to the pine tongue and groove decking, what will we be required to replace it with?

Answer 3: See specifications section 06 10 00 2.2.2 Roof Deck Replacement

Question 4: Will we be required to repaint the roof decking?

Answer 4: Yes, bays 1 and 2 have painted deck and the last 20’ of Bay 3 has painted deck. Assume square footage of replacement in CLIN 0002 needs painted for pricing purposes.

Question 5: Where is the laydown area?

Answer 5: See drawing A-001, Site Plan it is shown.

Question 6: The drawings reference the 3” polyiso insulation needs to meet an R-19 requirement. Is this a minimum or a total system requirement?

Answer 6: It is the total system requirement.

Question 7: Detail 2/A502 shows the new drains being installed on top of the roof insulation.

Can drain bowls be installed at deck level?

Answer 7: Yes, shall be coordinated with the insulation.

Question 8: Drain sump detail A/A501references an 8’, ½” per foot taper area on the interior side of the new drain locations. This would put the high side of this area at a thickness of 4” whereas the field insulation is only 3”. Is the intent to have a ½” per foot sump at each drain location?

Answer 8: The intent is for the field of the roof to be 3” thick rigid insulation, then the roof edge is built up per detail 3 on drawing A-501, then tapered rigid insulation is sloped from the roof edge back to where it intersects the 3” rigid (+/-1 1/8” per foot), see Typical Drain/Sump Section A on drawing A-501. Then crickets are to be installed between the roof drains at +/-¼” per foot slope stopping the crickets at the roof drains as indicated on Enlarged Plan on drawing A-501.

Question 9: Is the field of the roof to be tapered insulation or just flat 3 inch insulation?

Answer 9: It is flat 3” as indicated on the roof plans and notes.

Question 10: Please confirm that the SSHO will be required to have completed the 40 Hour Construction Safety Hazard Awareness Training Course for Contractors.

Answer 10: Yes, see specifications 01 35 26 1.6.1.1 b.

Question 11: Please clarify if the QC Manager is required to be USACE CQM certified.

Answer 11: The qualifications are listed in specification 01 45 00.10 20 1.4.1.2 Qualifications. Those are the requirements for the project.

Question 12: Will the government provide an assumed percentage for both the amount of tongue and groove board and plywood to be priced under CLIN 0002?

Answer 12: No, the percentage currently provided in CLIN 002 shall be used for both.

Question 13: Please confirm that the contractor will be responsible for the correct title classification of workers, including subcontractors, and compliance with all applicable wage and hour laws? Example: Will Mechanics be required to be listed as such and not listed / paid as a Laborer?

Will the government audit the classifications during certified payroll procedures for all working crew?

Answer 13: Yes, the contractor will be responsible for the proper classification of workers, including subcontractors, and compliance with all applicable wage and hour laws, see Attachment J Wage Determinations for applicable wage rates. The contractor must select a work classification from the wage determination for each worker based on the actual type of work performed and must pay each worker no less than the rate on the wage determination for that classification, regardless of the employee’s level of skill. In other words, if someone is performing mechanic work on the project, he/she must be paid no less than the rate on the wage determination for mechanics. Only registered apprentices may be paid less than the rate for their craft. The contractor will be required to submit weekly certified payrolls to the Government for review and the Government will conduct wage surveys during the performance period.

Question 14: Please confirm that the self-performance rate for this project is 25%.

Answer 14: Yes, in accordance with IFB clause FAR 52.219-14 (4), Construction by special trade contractors, the concern will perform at least 25 percent of the cost of the contract. Roofing is found under the Department of Labor Major Group 17 Construction Special Trade Contractors and therefore 25 percent applies.

Question 15: Should all Federal, State, and local taxes be included in the project pricing?

Answer 15: This is a firm fixed price contract and therefore you should include all your cost into your bid. The bid price you provide is the price the Government will pay.

Question 16: I understand that we need to submit hard copy of bid documents.

1. Standard form 1442 (Bidder must complete blocks 14 through 20c)

2. Bid bond form

3. Section B form

Can you please confirm if we need any more documents to be submitted in the bid envelope?

Answer 16: Along with what you have already stated you are also required to provide all information requested in Section K Representations, Certifications, and Other Statements of Offerors. See question 17 if a hard copy of Section K applies to you.

Question 17: In preparing our bid for the DLA Distribution Building, I have a question about something outlined in the specs. Under "Bids", it reads, "Bidders must provide all information requested in Section K Representations, Certifications, and Other Statements of Offerors." I looked through Section K and all of that information is in our SAM profile online. Is that something you will be accessing after our bid is submitted, or am I to submit a hard copy of some documentation along with the bid?

Answer 17: If all the information requested in Section K is in your SAM profile online, you do not need to provide Section K or your SAM profile in hard copy. However if your SAM profile does not contain the information requested in Section K or there are changes from you SAM profile that will only apply to this solicitation, a hard copy of Section K will need to be provided.

Question 18: Please specify which material contains the asbestos.

Answer 18: Drawing A-101 Demolition Plan shows the extent of asbestos and the Asbestos Lab Report is attached to Spec Section 02 82 14.00 10.

Question 19: We would like to request the site visit.

Please let us know what we need to do.

Answer 19: The site visit was held as established in the solicitation, there will only be that one site visit.

Question 20: On drawing A-410 you are showing pre-manufactured coping. I researched the coping and you can only get a 12" front face and a 6" back face on the coping. Can we shop-fabricate the coping and what GA metal are we supposed to use?

Answer 20: There is no drawing A-410. I believe you meant A-401. Pre-manufactured wording was removed; see attached revised drawing A-401. Coping gauge is called out in 07 60 00.

Question 21: Under section 07 22 00/2.5 you are specifying insulation adhesive and in section 07 22 00/3.2.1 you are referencing mechanical fasteners. Which type should we be utilizing?

Answer 21: A fully adhered system is required per drawing A-102, adhesive is required.

Question 22: In section 07 22 00/3.1.2 you are specifying rosin paper over the entire wood deck? Is this correct?

Answer 22: 07 22 00 3.1.2 states "Cover wood decks with a layer of rosin-sized building paper or unsaturated felt”, yes it is correct.

All other terms and conditions remain unchanged.
