SP3300-10-R-0035
Amendment 0007
1. Amendment 0007 is hereby incorporated into Request for Proposals (RFP) number SP3300-10-R-0035 and shall become a part of any resultant contract. This amendment provides information regarding the Service Disabled Veteran owned Small Business Certification and answers questions regarding the Collective Bargaining Agreement as follow:
Question 1: The job description in the SOW: Labor Categories you reference Materials Handlers must operate forklifts, but in Department of Labor job description of a Materials Handler is not required to operate a forklift. Since there is no job description to go with the Wage Schedule are we required to pay the forklift operators rate as per the CBA?
Answer 1: Yes. The required rate is the Forklift Operator rate as stated in the CBA.
Question 2: It is imperative that the government obtain and release to all offerors adequate information on which to base employees’ fringe benefits. The incorporated CBA contains language regarding Insurance that is provided by the incumbent company, yet there is no monetary value indicated for this fringe benefit. Absent a monetary value for this portion of the fringe benefit, offerors other than the incumbent do not have adequate information upon which to base their prices. Please provide the minimum rates for all required fringe benefits, including insurance, so offerors other than the incumbent may properly price this effort.
Answer 2: The Government does not know the fringe benefit rates contained in the CBA. For purposes of this acquisition, the fringe benefit rate, vacation, and holidays are determined by the SCA Wage Determination No. 2005-2453, Revision 10, dated 6/15/10. This includes a Health & Welfare rate of $3.50 per hour or $140 per week or $606.67 per month. See page 7 of Attachment J.1(A)(4). See Paragraph 4. below.
2. Under SECTION B, B.2 PERIOD OF PERFORMANCE, correct the period of performance dates to match the Schedule of Supplies/Services and Section F Deliveries or Performance as shown below.

(END OF TEXT)”
