About this file

This document is Amendment 0002 to a Notice of Opportunity (NOO) for an Energy Savings Performance Contract (ESPC) at Camp Parks Reserve Forces Training Area in Dublin, CA. The amendment addresses 20 Requests for Information (RFIs) from potential Energy Service Companies (ESCOs), providing detailed responses about the site's current energy infrastructure, including solar photovoltaic (PV) system performance, lighting status, building control systems, and energy utilities.

Key details include the site's current annual electricity usage of approximately 9 million kWh, with only 5.5% generated by an onsite 2MW solar array that has experienced maintenance issues. Most buildings have LED lighting and occupancy sensors, and building control systems include BACnet-based JACEs and Niagara v4 platforms. The solicitation seeks ESCOs to design and implement energy conservation measures with no upfront cost to the government, with responses due by 07 May 2025 at 3:00 pm Eastern Time. Two attachments (PV Production Report and March Electric Bill) will be sent directly to the 20 DOE 4th Generation IDIQ awardees.

Number Question Response

#016 Please provide the PV system monthly production reports for the last two years

Enclosed, production report for both inverters, the electricity generated is presented in an odometer-type reading.

#017

What percentage of the ~9M kWh annual use listed in the site data package is provided by the utility company vs. the PV system production?

~500,000 kWh average/9,000,000 kWh per year over the past couple yrs = ~5.5% has been provided by onsite generation. The remainder of the electric needs (~94.5%) have been provided by the electric utility (PG&E). The solar PV production has been lower than anticipated as the 2MW solar array has had maintenance issues that could not be addressed in a timely manner, and have not generated electricity while offline.

#018 What is the primary indoor lighting? Are they fluorescent, or have they been upgraded to LEDs?

Most buildings have been upgraded to LED, some still have T-8 fluorescent lamps with electronic ballasts.

#022

Is the included electric rate a blended rate? If the rates are blended then can we get access to high time of use rates for energy storage (electric and thermal) opportunities.

The estimated electric rate is a blended rate. Electric rates for the buildings vary from A1 Small to A10/E19 for Medium sized buildings to E20P for the main 8th & Adams feed. I’ve enclosed a recent electric bill for reference. Most updated TOU tariffs and rates are available on PG&E’s website, referenced below.

#024 Please provide electric tariff with rate structure.

#026 Are there existing BAS controls installed at Camp Parks, if so what is the platform or brand?

Yes, BAS for most larger/newer buildings are controlled/monitored using BACnet based JACEs via a Niagara v4 platform to the Army EBCS system which can be accessed remotely. Some legacy buildings have Johnson Controls Metasys and other legacy systems that only supports local building control and is not integrated with the Niagara system.

#027

Have there been lighting LED retrofit projects and/or lighting occupancy sensor projects performed on site for either interior or exterior lighting? If so, Yes, most buildings have LED and lighting occupancy sensors in place – B275, 332, 350, 510, 517, 650, 665, 690, 960, just to name a few of the larger buildings.

SP0604-25-R-0409

Amendment 0002 requesting a list of buildings/ areas where this has occurred.

#028

Does the base have any distributed thermal utilities such as chilled water, heating water, domestic hot water, or steam. If so, please provide details on which type.

No central plants on installation or shared systems. Every building has its own HVAC system, DHW, and boiler/chiller (if necessary).

#029 Are there any indoor pools used for either training or recreation on site? No

#030

Has the Base studied any Geothermal potential in the past (i.e. test bores etc.) ?

If yes then can the results of the study be shared.

No studies have been completed to date.

#031 Is the base getting close to any of the Title IV emissions limits? Not to the Government's knowledge

#033

Will the Government please clarify whether the intent of the objective listed on page 1 of the NOO is to use geothermal to generate energy or is it referring to a geoexchange field for use with GSHPs (ground source heat pumps)?

No plans to use geothermal to generate energy, GSHPs have been considered in project designs.

#034

In order to incorporate the new information and provide the most responsive NOO response, we are respectfully requesting an extension to 5/21/25.

There will be no extension to the submission deadline listed in the NOO.

SECOND: The attachments will be sent to the twenty (20) DOE 4th Generation IDIQ awardees directly.
